Kim Bimestefer Appointed as Executive Director of HCPF

Earlier this month Governor Hickenlooper appointed Kim Bimestefer as the next executive director of the Department of Health Care Policy & Financing. Most recently, Bimestefer ran her own consulting company, helping organizations navigate the many changes facing the health care industry.  She was also president and general manager of Cigna Mountain States and chair of Cigna Healthcare of Colorado from 2012-2016. Bimestefer's appointment became effective on January 8, 2018. 
HCPF's 2018 Legislative Agenda

The 2018 legislative session convened on January 10, 2018.  A brief overview of the Department's legislative agenda can be found here .  This year our agenda bills focus on:
  • Redesign of Children's Habilitation Residential Program (CHRP) Waiver
  • Conflict-free Case Management (CFCM) for Single-Entry Points
  • Cost Savings through Transition Services & Community Living
  • Align Managed Care Statute with Federal Regulations
  • Remove Outdated Waiver References from Statute
FY2018-19 HCPF Budget Highlights

The Department's 2018 budget requests focus on ensuring program compliance, achieving cost savings and targeted program improvements supporting member experience.  An overview of all budget requests can be found here
Joint Budget Committee Hearings

The Department recently presented at three JBC hearings (Executive Director's Office, Office of Community Living and Behavioral Health).  All of our hearing responses and presentation materials can be found here
Children's Health Insurance Program Update

On December 21, 2017, the  Joint Budget Committee approved  Governor John Hickenlooper's  request  for one-time, short-term funding to extend funding of CHP+ at least until February 28, 2018. Additionally, on December 21, 2017, Congress passed a Continuing Resolution that may impact the CHP+ program in Colorado. The Department is analyzing the impact of these state and federal actions. Once the Department's analysis is complete, the resources and information on CO.gov/HCPF/FutureCHP will be updated to reflect the most current information.

Co-Payment Increase for Health First Colorado Members Implemented January 1, 2018
 

In accordance with SB17-267 the Department changed the following co-payment policies effective January 1, 2018 for Health First Colorado Members:

*Changes apply to all new and refill prescriptions.

Per federal regulations, members are liable for no more than 5% of their monthly household income towards co-payments per month.

Beginning in October 2017, Health First Colorado now notifies members by mail when their household has met its co-payment maximum for the month. The co-payment maximum is 5% of the household monthly income. The head of household will receive a letter showing the household has reached the monthly limit, and how the limit was calculated. Once a member has paid 5% of their monthly household income on co-pays in a month, no one in the household pays co-pays for the rest of that month. COMMIT Update

As you will recall, we launched our new claims payment system, the Colorado interChange, on March 1, 2017. Our new fiscal agent is DXC Technology (DXC).


The Colorado interChange has enabled us to implement a requirement from the Affordable Care Act to screen and enroll all ordering, prescribing and referring providers.  For other updates on the Colorado interChange, review our December 2017 Update to the Health Committees, Joint Budget Committee, and Joint Technology Committee
Accountable Care Collaborative Phase II Update

The next phase of the Accountable Care Collaborative (ACC) seeks to leverage the proven successes of Health First Colorado's (Colorado Medicaid's program) programs. Learn more here.

In November 2017, the Department announced the awards for the seven Regional Accountable Entity (RAE) contracts. The Department has made available the proposals from each of the awarded entities on CO.gov/HCPF/ACCPhase2 .

The Department continues to prepare for the implementation of the next phase of the ACC and will be immediately focusing on contract negotiations with the new Regional Accountable Entities vendors, finalizing the 1915(b) waiver with CMS, managing system updates, and performing a variety of implementation activities.

New information and resources for providers, stakeholders and other interested parties will be made available on CO.gov/HCPF/ACCPhase2 .
HCPF Submits New Reports & LRFIs to the General Assembly

HCPF submitted five reports to the General Assembly over the past few months. They focus on a variety of topics, including in-home support services and the implementation of the Accountable Care Collaborative.
