HCPF's 2018 Legislative Agenda

Two of the Department's legislative agenda bills have been introduced this session:
  • SB18-093: Repeal Obsolete Medicaid Waiver Persons with AIDS (Sen. Moreno/Rep. Arndt)
  • HB18-1288: Conflict-free Case Management for Single-Entry Points (Rep. Young)
The Department is also currently working with legislators on bills that focus on:
  • Redesign of Children's Habilitation Residential Program (CHRP) Waiver: The JBC has approved the Department's budget request and agreed to sponsor this legislation.
  • Cost Savings through Transition Services & Community Living: The JBC has approved the Department's budget request and agreed to sponsor this legislation.
  • Align Managed Care Statute with Federal Regulations

FY2018-19 HCPF Budget Highlights

The Department's 2018 budget requests focus on ensuring program compliance, achieving cost savings and targeted program improvements supporting member experience.  An overview of all budget requests can be found here
COMMIT Update

As you will recall, the Department launched its new claims payment system, the Colorado interChange, on March 1, 2017. Our new fiscal agent is DXC Technology (DXC).

One year from initial implementation, the Department and DXC are moving into normal operations. As a reminder, the Department uses measures such as weekly claims payments, new and recurring requests for interim payments and requests for escalated assistance (to providers) to track its progress to normal operations. For a summary of these metrics, refer to the Department's February COMMIT Update to the Joint Budget and Joint Technology Committees .

The Department continues to work closely with DXC to ensure providers receive necessary assistance to continue serving Health First Colorado (Colorado's Medicaid Program) and Child Health Plans Plus members. We continue to publish provider resources in response to trends from the Provider Services Call Center, including a weekly newsletter  which summarizes updates to our Known Issues and Updates web page .

Accountable Care Collaborative Phase II: New Resources Available

The next iteration of the Accountable Care Collaborative (ACC) is scheduled to begin July 1, 2018. The goals of the next phase are to improve member health and reduce costs.

The Department continues to prepare for the implementation of the next phase of the ACC and is working hard to ensure a smooth transition of the program. For a timeline of the Department's major activities related to Phase II, visit  CO.gov/HCPF/ACCPhase2 .

New webinars and fact sheets, including contracting guidance for providers, have been made available on CO.gov/HCPF/ACCPhase2 . Additionally, interested parties can  submit their questions to the Department using this form . The Department will not be able to respond directly to all inquiries, but will use the questions submitted to tailor upcoming communications and resources.
