N.E. PA Defense Transition Partnership is Extended for a Fifth & Final Year
The Northeastern Pennsylvania Alliance and Northeastern Pennsylvania Industrial Resource Center, in partnership with the Commonwealth of Pennsylvania, received a U.S. Department of Defense (DoD) Office of Economic Adjustment grant to accomplish the following objectives:
  • Conduct a Market Diversification Plan for manufacturers that have 5% or more reliance with the DoD supply chain;
  • Identify regional third-party consultants and experts who can assist in the implementation of recommendations contained within the Plan; and,
  • Provide cost subsidies (vouchers) to accelerate manufacturer implementation recommendations contained within their Plan.
To accelerate the implementation of recommendations included within the Plan, companies may receive vouchers from $2,500 to $10,000 to cover 75% of consultant costs incurred to implement those recommendations.
 
Qualifying manufacturers will have a team of highly-skilled experts analyze their market, evaluate the performance of their business and prepare a robust Plan. The Plan will include expert recommendations for increasing the firm's revenue from new customers, new markets and new products and increasing the firm's profitability through improved efficiencies and the adoption of new technology.

Pennsylvania Public Bidding Threshold Increases
Each year the Pennsylvania Department of Labor and Industry is required by statute to publish changes to the base purchasing amounts for materials and/or services which would trigger the requirement for public bids, telephonic bids or separate bids, or both, for certain contracts. The threshold increases apply to a: county; municipality; public school; parking authority; housing authority; metropolitan transportation authority; and, other government entities.
 
The following is an overall summary based on three bidding scenarios which became effective on January 1, 2019:
  • Purchases and contracts below $11,100.00 require no formal bidding or written/telephonic quotations. 
  • Purchases and contracts between $11,100.00 and $20,600.00 require three written/telephonic quotations. 
  • Purchases and contracts over $20,600 require formal bidding.

Based on the above, if you have a service or supply materials to a customer who is a Pennsylvania government agency and your contract cost is below $11,100.00, no formal bidding is required.

Tobyhanna Army Depot 2019 Industry Day
SAVE THE DATE!!!

Tobyhanna Army Depot (Depot), a recognized leader in providing world-class logistics support for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance Systems across all units of the Department of Defense, has announced Depot Industry Day Event for 2019.

This one-day event will be held in Building 2, Bay 1 on Tuesday, April 9, 2019. Attendees will hear briefings on Depot capabilities and receive information about upcoming procurement opportunities. Commanding General MG Randy Taylor, Communications Electronics Command, will provide opening remarks.
 
The event is free of charge; however, lunch and refreshments will be made available to attendees for a nominal fee.

E-ZPass IAG Industry Days Forum Announced
The Pennsylvania Turnpike Commission has posted the E-ZPass Interagency Group (IAG) "Industry Days Forum" Notice. The IAG invites technology and service/solution providers to participate in an Industry Days Forum to be held at The Port Authority of New York & New Jersey's offices at: 2 Montgomery Street, Jersey City, New Jersey 07302 on March 5 at 9:30 am. The open session will run from 9:30 am until 11:00 am and will allow the IAG to announce upcoming electronic toll collecting equipment/services procurement and answer questions from attendees. Following the open session, there will be a limited number of individual 90-minute sessions available to vendors on a pre-registration basis on March 5 and March 6 and potentially March 7, as needed.
