About NoRTEC
NoRTEC (Northern Rural Training and Employment Consortium) is a regional Workforce Development Board in California funded by the federal Workforce Innovation and Opportunity Act. 

The NoRTEC Workforce Development Board is led by private industry representatives from Butte, Del Norte, Lassen, Modoc, Nevada, Plumas, Shasta, Sierra, Siskiyou, Tehama, and Trinity Counties.

Western Shasta Resource Conservation District
Spotlight:
Shasta County
Floodwaters left trees leaning, topsoil was removed,  and damaged irrigation systems.
In February 2017, severe flooding severely impacted areas recovering from drought conditions. NoRTEC received $12.4 million to hire workers to address damage done in the area by the summer drought and winter floods.

The Western Shasta Resource Conservation District (WSRCD) worked with SMART Business Resource Center to hire crew workers to conduct work on project sites affected by severe drought and flooding. Multiple agencies are working together to ensure over 25 acres of habitat restoration will mitigate environmental impacts from the extreme weather.

The work includes maintenance on irrigation systems, removal of noxious weeds and invasive species, and remediation to improve plant health.

41 participants worked in the Drought Program from July 2015-July 2017.
11 participants worked in the Flood Program since August 7, 2017. The project is still ongoing.
