Happy New Year Social Workers,

Continuing our ongoing deep dive into the Ethical Principles based on the core values established in the NASW Code of Ethics, we focus on a concept that could not be more timely. I don't know about you but my patience is being tested by partisanship politics, disregard for respectful dialogue and lack of mutual respect for the contributions all of us make to the strength of America.

Value: Dignity and Worth of the Person

Ethical Principle: Social workers respect the inherent dignity and worth of the person.

Social workers treat each person in a caring and respectful fashion, mindful of individual differences and cultural and ethnic diversity. Social workers promote clients' socially responsible self-determination. Social workers seek to enhance clients' capacity and opportunity to change and to address their own needs. Social workers are cognizant of their dual responsibility to clients and to the broader society. They seek to resolve conflicts between clients' interests and the broader society's interests in a socially responsible manner consistent with the values, ethical principles, and ethical standards of the profession.

Prior to my exposure to social work, this value was a core belief in my family. There were countless conversations about the treatment of all people as Gil Scott Heron's "The Revolution Will Not Be Televised" played in the background, only to be followed by evening television performances of Luciano Pavarotti and the tenors. There was mad respect for the Miss America pageant as my brother carried me through the house on his shoulders as family members sang, "here she comes, the Queen of Africa." This mix of positive self-identity and multiculturalism was akin to Aretha Franklin's last-minute operatic performance of the aria "Nessun Dorma," when Pavarotti became ill on the evening of the Grammys in 1998. I understood that my own self-determination and equality was tied to the freedom and liberation of others. I knew that the skin tones, cultural and ethnic differences of my peers were attributes to celebrate. I also was aware that my own appreciation of who I am does not diminish in any way my value for those who are different. 

I encourage each of you to share this social work principle with others during our country's current divisive tone. The agenda of others does not need to be our agenda. We are responsible for our own brand and our own message. Collectively, let's use the power we have as a professional community to remind the world that it is possible to resolve conflicts in a socially responsible manner. Social workers truly can lead the way.

Greetings Everyone!

I hope you had a great winter break! It's time for spring semester, and that could mean graduation for a lot of us. For those of us in that transition to the professional world, our NASW connections can be a great resource to get advice or network for opportunities.  I am constantly surprised by the wealth of knowledge of NASW members, and I hope everyone takes advantage of them. 

Spring semester is also about LEAD - Legislative Education and Advocacy Day in Tallahassee. The LEAD committee met recently to discuss how to keep improving LEAD and make it more meaningful and engaging for students and professionals.  I hope that I'll see many of you at LEAD, and anyone who wants to get more involved there is always opportunities to do so.

"An Hour With Private
Practice" Schedule


An Hour With Private Practice (HOPP) is a free, question and answer call-in session to NASW members who may have specific questions or concerns about an issue in private practice and is available at: https://www.socialworkers.org/practice/an-hour-with-private-practice .   

No pre-registration is required and members can join in the discussion, ask questions, and make comments. These sessions provide members with important clinical social work updates impacting the delivery of mental health services in a private solo or group practice.

HOPP is held every third Wednesday of the month from noon to 1:00 pm ET.

Washington Update

Highlights from December 2018
 
Legislative Activities

The House and Senate passed a bi-partisan Farm Bill (H.R. 2) that protects SNAP (Supplemental Nutrition Assistance Program) beneficiaries from additional work requirements originally included in the House version of the legislation.

On December 18, 2018, the Senate passed the First Step Act (S. 3747) - a major criminal justice reform bill making key sentencing and prison reforms. The House passed the bill on December 20, 2018, and the President signed it into law on December 21, 2018.

Administrative Activities

The Health Resources and Services Administration (HRSA) announced it will launch the NHSC Substance Use Disorder (SUD) Workforce Loan Repayment Program designed to support the recruitment and retention of health professionals needed in underserved areas to expand access to SUD treatment and prevent overdose deaths.

Collapsing Bridges: Without More Funding Managed Long Term Care Support and Services Rebalancing Faces a Troubled Future in Florida

Managed Long Term Support and Services (MLTSS) programs are quickly expanding throughout the nation. More than 24 states have MLTSS programs which consist of State Medicaid Agencies providing capitated payments to managed care organizations (MCOs) for the provision of LTSS, often in addition to other services. LTSS includes services and supports for individuals with functional limitations who need assistance with activities of daily living including dressing, bathing and help out of bed. States implement a variety of MLTSS programs, including those that focus primarily on LTSS, comprehensive programs that provide most or all Medicaid services, and fully integrated programs which include all Medicare and Medicaid services. Total enrollment in nationwide MLTSS programs doubled from 800,000 in 2012 to 1.8 million in 2017. The majority of MLTSS recipients are the elderly. Seniors who are 85+, the population with the highest needs for LTSS, is projected to triple (a 208 percent increase) between 2015 and 2050.





Primary goals of MLTSS programs is to 1) rebalance care from skilled nursing facilities (SNFs) to home-and community-based services (HCBS), (2) provide incentives for high quality care and (3) control cost growth. As MLTSS programs mature the proportion of HCBS vs. institutional spending has increased nationwide. In 2016, Medicaid spent an estimated $167 billion on LTSS: of that amount, 57 percent-or $94 billion-was spent on HCBS.

The Tobacco Treatment Specialist (TTS) Training meets all of the requirements set forth in the Clinical Practice Guidelines for Treating Tobacco Use and Dependence as well as the national competencies for Tobacco Treatment Specialist acknowledged by The Association for Treatment of Tobacco Use and Dependence (ATTUD).
