Department Leadership Announcements: Executive Director

Governor Jared Polis appointed Kim Bimestefer to continue her role as the executive director of the Department of Health Care Policy & Financing. Most recently, Bimestefer ran her own consulting company, helping organizations navigate the many changes facing the health care industry.  She was also president and general manager of Cigna Mountain States and chair of Cigna Healthcare of Colorado from 2012-2016.
HCPF FY2017-18 Annual Report

HCPF's 2019 Legislative Agenda

The 201 9  legislative session convene d on January  4 , 201 9 . A   brief overview of the Department's legislative agenda  can be found on the Department's website. This year, our agenda bills focus on:  
  • Extending the Breast and Cervical Cancer Prevention and Treatment Program 
  • Colorado Dental Health Care Program for Low-Income Seniors 
  • Increased Authority for the Oversight of Individual Residential Services and Supports 
  • Expanded Access to the Civil Monetary Penalty (CMP) Cash Fund 

HCPF FY2019-20 Budget Agenda

A summary of the Department's discretionary budget requests submitted for consideration to the Colorado General Assembly, as part of the Governor's FY201 9 - 20  budget, is now posted on ou website . These requests focus on improving customer service, program oversight and compliance, as well as supporting innovation.
Joint Budget Committee (JBC) and SMART Act Hearings

The Department recently presented at three JBC hearings (Executive Director's Office, Office of Community Living and Behavioral Health) and at the SMART Act hearing. All of our hearing responses and presentation materials can be found on the  Legislator Resource Center page .
Accountable Care Collaborative Phase II Resources

The second iteration of the Accountable Care Collaborative (ACC) began July 1, 2018. Since that time, the Department has been working closely with providers, our contractors, and stakeholders to identify and tackle questions and issues related to implementation. The most common issue identified prior to implementation has been related to member attribution to a Primary Care Medical Provider (PCMP) and Regional Accountable Entity (RAE). This is a challenge all health plans face, particularly when trying to attribute members to a specific practice. Department staff have been working hard for months to build and implement an attribution process that honors member choice and complies with federal regulation, while also connecting all members to a medical home.

Senate Bill 266 Update

In May 2018, unanimous approval of Senate Bill 266 (SB-266) created the Department's Cost Control Office, which has since been renamed Cost Control and Quality Improvement (CCQI). SB-266 uses data and technology to control costs. One example of this is by creating and supporting the Inpatient Hospital Review Program. The CCQI Office Director now oversees the divisions critical to the office's mission to:

  • Propel Medicaid claim cost-control solutions towards industry standards and payer best practices
  • Prepare for volatility (growing senior populations, changes in federal funding, rising prescription drug prices & increases in unemployment)
  • Build a sustainable approach to controlling claims costs
  • Contain costs and improve member health outcomes
The CCQI staff includes the Data Analytics, Utilization Management, and Quality Improvement teams, as well as the Chief Nursing Officer and Chief Medical Officer. Three new staff members started in January, including the Analytics and Quality Division Director, Cost and Care Management Manager, and the Innovations and Performance Manager.

The CCQI office is working toward a March implementation date for the Inpatient Hospital Review program. Stakeholder communications in the fourth quarter of 2018 and early January 2019 included:
  • Meeting with advocates to review goals of the program, feedback opportunities and member correspondence
  • Meeting with Colorado Hospital Association to review questions and concerns
  • Ongoing work with Regional Accountable Entities to review risk stratification, population health, and care coordination, including data from the Inpatient Hospital Review Program
  • Informational Memo to over 500 hospital contacts describing implementation plans and training opportunities
