Attorney admitted to practice law in Mexico from the Instituto Tecnológico Autónomo de México (ITAM) in 2001, with a master’s degree in Regulation from the London School of Economics (London, UK), and a master’s degree in Laws (LLM) from the University of Chicago, Law School. The professional career of Guillermo Zúñiga has been developed for more than 16 years in the public sector. He has held leadership, management and legal positions at the Energy Ministry, Mexican Petroleum (Pemex), Federal Commission of Electricity (CFE), and the Federal Competition Commission (CFC). He has been a part-time professor at the ITAM for almost 5 years in subjects related to economics law and energy. Mr. Zúñiga has been a reader in Energy Law at the ITAM School of Law and a lecturer in Regulatory Policy at the Graduate School of Public Management of the Instituto Tecnológico de Monterrey in Mexico City. Since 2013, Mr. Zúñiga is National Commissioner at the Energy Regulatory Commission (CRE), Presidential appointee with Senate confirmation for a five-year term. He has been recognized as one of the 100 most influential leaders of the energy industry in Mexico, for the year 2015, by Petróleo & Energía Business Magazine and he was recognized as one of the 30 promises on their 30s in Mexico by CNN Expansion Magazine for the year 2016.

Sergio Pimentel is a senior public servant in the Federal Government of Mexico with experience conducting regulatory initiatives on a wide variety of policy issues. He has served in the energy public sector at the Energy Regulatory Commission (CRE) as General Director of Legal Affairs and as Adjunct Director of Legal Regulation of Hydrocarbon. He served as Chief of Staff of the Legal Adviser of the Federal Executive and was Deputy Counselor of Consultation and Constitutional Studies. In both positions he participated in the technical teams that drafted the constitutional reforms of the energy sector and the legal instruments that constituted secondary legislation of the hydrocarbon sector. In the Federal Government he has also been Adviser for Legal and International Affairs for the Deputy of the Attorney General's Office. He has been Adviser to the Consul General of Mexico in the City of Houston, Texas, in the United States; Advisor to the Assistant Secretary for Legal Affairs and Human Rights of the Ministry of Interior; and General Director for Constitutional Studies and Presidential Instruments in the Constitutional Studies Consultation and Legal Counsel of the Federal Executive. He was put forward by the President of the Republic and appointed by the Senate to the post of Commissioner of the National Hydrocarbons Commission until December 31, 2020.

Rogelio Lopez-Velarde is an Attorney and Counselor at Law, admitted in Mexico in 1988, and in the State of New York in 1991. Mr. Lopez-Velarde received his J.D. Degree, summa cum laude, from the Universidad Iberoamericana Law School in 1988, and earned his LL.M. degree from University of Houston Law Center in 1989. He held various positions at Pemex from 1988 to 1993, including In-House Counsel in Houston, Texas, In-House Counsel in New York, N.Y. and Head of the International Legal Department of Pemex. Mr. Lopez-Velarde has been an active speaker on numerous occasions and has extensively published articles on international law in Mexico, U.S., Canada, Europe and South America. He was the Mexican representative of the Editorial Board of the Oil & Gas Law and Taxation Review, the Oil & Gas Committee of the International Bar Association and the Editorial Board of the Journal of Energy & Natural Resources Law of the International Bar Association. Mr. Lopez-Velarde is considered by Chambers, Euromoney, Who is Who and Latin Lawyer the top energy lawyer in Mexico, and one of the top energy lawyers in the world.

Mr. Mueller joined Ritch Mueller in 1984 and has been a partner since 1987. Previously, he worked in the legal departments of Siemens AG, BC, Berlin Consult and Banco Nacional de México. Mr. Mueller has extensive experience in all types of financing transactions, including cross-border secured or unsecured loans, Mexican credits, capital markets and derivate transactions; as well as in mergers and acquisitions. He has been and continues to be a trailblazer in project finance and energy and other infrastructure fields in Mexico. Tom has participated in landmark deals in the oil and gas and power sectors, including, the Samalayuca transaction, the first privately built and financed power station in Mexico, the financing of nitrogen production and injection facilities for the Cantarell oil field and the development of a series of wind farms in the Oaxaca region. He is a member of the Regulatory Committee of the Mexican Stock Exchange and a founding member of the Mexican Academy of Energy Law. Mr. Mueller was born in Mainz, Germany. He was admitted to practice law in Mexico on 1986. He has law studies in the Universities of Geneva, Berlin and Freiburg (1966-1971); Free University of Berlin (Juris Doctor, 1975); Bar Exam Berlin (1977); National University of Mexico (1982-1986). He was a foreign associate at White & Case, New York.

Anna Mikulska, Ph.D., is a nonresident fellow in energy studies for the Center for Energy Studies at Rice University's Baker Institute for Public Policy. Her research focuses on the geopolitics of natural gas within the EU, former Soviet Bloc and Russia. Her current interests include the potential use of natural gas as a geoeconomic tool and investigating ways to leverage U.S. LNG exports to bolster European energy security. Mikulska is a senior fellow at University of Pennsylvania’s Kleinman Center for Energy Policy, where she teaches graduate-level seminars on energy policy and geopolitics of energy. She is also a fellow at the Foreign Policy Research Institute and sits on the editorial board of the Adam Mickiewicz University Law Review. Mikulska speaks Polish, English, German, Farsi and Russian. She received a law degree from Adam Mickiewicz University, a master’s degree in international relations from the University of Windsor in Canada, and a Ph.D. in political science from the University of Houston.
