The Homestead Neighborhood Association normally meets the First Tuesday of every month, 7pm at the OHSU Child Development and Rehabilitation Center; 707 SW Gaines, Third Floor.

At the January Homestead Neighborhood Association meeting, Susan Egnor, Parks Committee Representative gave us the upcoming Stewardship Work Dates.
  • March 18, Homestead will be participating with Friends of Terwilliger at SW Bancroft and Terwilliger.
  • May 27, Homestead will work with Friends of Marquam Hill Nature Park at SW 12th and Gaines.
  • Homestead participates with the Park Bureau, Friends of Terwilliger and Friends of Marquam Hill to remove Ivy, plant native species and improve the Parkway in various locations. This work occurs numerous times each year. If you are interested in assisting in these efforts, watch for notification in either the SWNI News, Homestead News or the Homestead website. Milt Jones, Homestead's Land Use Representative discussed concerns over direction given to planning staff to study up-zoning on Marquam Hill from CM1 to Cm2 allowing for Commercial Parking. Homestead is not in favor of this direction and believes the current Marquam Hill Plan addresses the issue of increased density and parking issues in a more specific manner than the proposed up-zoning. More discussion is needed and Milt will be working to see if there is some finely tuned option that can be applied to this area rather than the excessive CM2 designation.

Residential Infill Project Update

 
Association members discussed the SW Corridor Plan, specifically the Marquam Hill Access. Most agree that in order for the plan to benefit the OHSU Campus by providing alternative methods of travel to OHSU, that it is clear that the plan should endorse the Barbur Blvd connection rather than Naito. It was agreed that there needs to be more discussion around this issue and that Homestead will need to take a position sooner rather than later.

 
Michael Harrison was selected to be Homestead's representative to the SWIM Advisory Committee.

 
Aaron Clemons updated the group on the proposed trails on un-built Rights of Way. He will be preparing a summary of each proposal and mapping them before they are voted on at the next meeting. This list will then be submitted to SWIM where the project manager will evaluate the feasibility and cost. There will be an opportunity for public comment.

Nominations include:
  • There are two alignments that are being considered to extend from US Veterans Hospital Road to Marquam Hill Road. Both options include a combination of trail, sidewalk and street. The first is along Whitaker Street and the second along Curry Street. One of these trails would be sufficient although there could be some benefit to having a trail along both sections from US Veterans Hospital Road to 10th Street
  • Bancroft from Hamilton Terrace to Terwilliger Blvd.
  • Lowell from Condor to Eagle Point Park
  • 12th Ave. from Gaines north toward Curry
 
The City's new Administrative Rule creating enforcement penalties for unauthorized Accessory Short Term Rentals (ASTR's)was briefly discussed.
