Top News: A Good Week for Veterans

Three bills that will go far in helping veterans and active military personnel advance their educations and get referred to services they need moved through committees during the second week of session.
 
CS/CS/HB 217 and SB 442 are companion bills r equiring creation of  a uniform system to enable service members and veterans of the United States Armed Forces to earn academic college credit at public postsecondary educational institutions for college-level training, education, and experience acquired in the military. Both bills passed their respective Education Committees, but the next stop for HB 217 is the House floor while SB 442 next goes to the Military and Veterans Affairs and Space Committee.
 
The other important veterans bill that gained traction this week was CS/CS/HB 365, which passed the Health Care Appropriations Subcommittee.  The bill allows the Department of Children and Families (DCF) to create a Florida Veteran's Care Coordination Program to provide statewide, dedicated behavioral healthcare referral services to veterans, including peer support, suicide assessment, and treatment and resource coordination.  If DCF establishes the program, it will be authorized to contract with the managing entities, which may then enter into agreements with Florida 2-1-1 Network participants to provide program services.  The bill's last stop before going to the House floor is the Health and Human Services Committee.

HB 4287 Help Me Grow (A. Rodriguez; R-Broward, Collier, Miami-Dade) - Appropriates $2,691,043 from nonrecurring General Revenue for fiscal year 2019-2020 to the Office of Early Learning to fund Help Me Grow Florida. Passed the PreK-12 Appropriations Subcommittee on March 13.
 
HB 4503 Child Care Wages (A. Rodriguez; R-Broward, Collier, Miami-Dade) - Appropriates $525,000 from nonrecurring General Revenue for fiscal year 2019-2020 to the Office of Early Learning to fund Help Me Grow Florida. Passed the PreK-12 Appropriations Subcommittee on March 13.
