Home Rule Hero Awards 
The Florida League of Cities recently recognized Mayor Woody Brown, Commissioner John Carroll, Commissioner Jamie Robinson and Intergovernmental Relations Coordinator Cheryl Reed with a 2018 Home Rule Hero Award. Mayor Brown, Commissioners Carroll and Robinson, and Ms. Reed earned this prestigious award for their tireless efforts to advance the League's legislative agenda and help protect the Home Rule powers of Florida's cities during the 2018 legislative session.

"These dedicated municipal officials are some of the Florida League of Cities' biggest advocates for municipal issues," said Florida League of Cities President Gil Ziffer. "Their efforts during the 2018 legislative session were extraordinary. The League and its legislative team are proud to recognize and thank them for their service."

Home Rule is the ability for a city to address local problems through and by local decision makers with minimal state interference. The Home Rule Hero Award recipients are local government officials - both elected and nonelected - who consistently responded to the League's request to reach out to members of the legislature and help give a local perspective to an issue.

Mayor Woody Brown added . . ."This year was particularly challenging as there was a real effort in Tallahassee to eliminate local self government. I am proud of our team and our colleagues from municipalities across Florida that joined together to pres0.79 "erve the role of our diverse cities in this state."

 
Engineering Services sought feedback from the Cities of Safety Harbor and Dunedin regarding their 25 mph residential speed limit. Both Cities place speed limit signs on each residential street. The City of Safety Harbor is considering reducing Main Street to 15 mph to reduce traffic and promote more pedestrian traffic. Additionally, their traffic calming policy is very similar to the City of Largo.

The City of Dunedin has retained a 30 mph speed on some of the higher volume streets that feed into the local residential areas. While they currently do not have a traffic calming policy, they have installed limited speed bumps to prevent cut through traffic near the high school. Their speed control program is nearly identical to Largo's with the use of speed studies, digital feedback signs, and temporary increase in law enforcement presence in the local area.
Please be advised that beginning on April 23, the Streets and Stormwater Division has scheduled our contractor, Asphalt Paving Systems, to perform pavement maintenance on the following roads:

13th Avenue SW
9th Street SW
Delbar Court
14th Avenue SW
10th Street SW
15th Avenue SW
Huntington Drive N
Huntington Drive W
Webley Drive
Stratford Drive
Englewood Drive
Gershwin Drive
Seacreast Drive

The work will be performed in order to extend the life of the roadway pavement and minimize future maintenance costs. This work is planned to be accomplished in two steps.

Step 1: Crack Sealing
This work is scheduled to begin April 23rd.  Cracks in the pavement and along the edge of patches will be sealed with a rubberized asphalt material.  This work will be done one lane at a time, with minimal disruption to traffic. There may be short periods where individual driveways will not be available; however, these times should be less than 30 minutes in length.

Step 2: Micro Paving
This step is scheduled to begin on May 29th.  Materials will be placed over the existing blacktop surface providing a new, watertight roadway surface. This process extends the life of the existing roadway by both eliminating water intrusion and providing a new driving surface.  There will be a period of approximately 3 hours when the road will be closed to traffic.   Affected residents will be notified through the use of door hangers two weeks before the expected time such closure will occur.

City Staff Celebrates Arbor Day 
City of Largo staff celebrates a year's effort to reduce waste with the dedication of a new tree at Largo City Hall just in time for Arbor Day. Over 100 Largo staff joined efforts to save trees and reduce waste in our community by pledging to reduce paper usage and increase recycling throughout the year. From reduced printing to removing unwanted catalogs, staff members cut back on nearly 700 pounds of unwanted paper annually, saving 3 trees from being cut down every year. The City's Sustainability Team, which is made up of employees from across all Departments, organized this challenge and has been honored with a tree dedication with the help of the Largo Recreation, Parks and Arts Department. The tree located at City Hall has become part of Largo's extensive green canopy, furthering the City's prestigious standing as a Sterling Tree City. Life Jacket Grant Awarded
Mark Abdo, Recreation Program Supervisor and Community Outreach Liaison, applied for a recent grant from the Association of Aquatic Professionals requesting life jackets for aquatic safety programs and public use. On April 16, he was awarded 32 life jackets as well as $700 to promote aquatic safety and learn-to-swim classes by the grants committee.

PROJECT UPDATES
Trotter Road Weekly Construction Project Update
Construction is ongoing along Trotter Road, from 8th Avenue SW to 14th Avenue SW, Monday through Friday, 7:00 am until 5:00 pm. Construction will continue to move south along Trotter Road to Hillsdale Avenue for the next 17 months. Trotter Road will remain closed for the duration of the project. MEETING UPDATES
Pinellas County School Board's Earth Day Event
On April 18, Sustainability Coordinator Laura Thomas, along with staff from Keep Pinellas Beautiful, the Florida Fish and Wildlife Commission, UF-IFAS Extension Office and the Pinellas County Sherrif's Office attended the Pinellas County School Board's Earth Day event. Some of the items discussed were recycling efforts, the Mayor's Water Challenge, ShredFest and local solar use. UPCOMING EVENTS AND MEETINGS
Neighborhood Cleanup
The City of Largo will join forces with residents and several volunteers to beautify the downtown and adjacent neighborhood on April 28, from 9 am to 1 pm for the first Neighborhood Cleanup of 2018. The event will offer a variety of information about city services while encouraging residents to participate in beautification activities such as planting, landscaping, helping neighbors or performing cleanup work in their community.

Largo Fire Rescue and the American Red Cross of Tampa Bay will be installing free smoke detectors from 10 am-2 pm and Largo Parks will be giving away free trees. Music and pizza will be on-hand to those participating in the event and to those who stop by the city tent to learn about city services.

Largo Solid Waste will have dumpsters in the parking lot of Pinellas County School Board District Offices located at 301 4th St SW in Largo. Residents can drop off yard waste, non-commercial construction debris, tires, tree limbs, furniture, and electronic waste. Normal household trash and recycling can be set out on the normal collection days. Representatives from Tampa Bay CDC, Habitat for Humanity and Gulfcoast Legal Services will also be on-hand to share information with interested community members.
