Dear Friend:
The beginning of the 2019 Legislative Session has been one of the most productive in the 242-year history of the State Legislature. We have passed voting rights reforms, protected reproductive health rights, and delivered on common sense gun violence prevention measures.
This past week, I was glad to vote in favor of advancing a package of bills to improve election law in New York State. Together, the bills enhance good government safeguards, make it easier for those who are interested to pursue public office, and enact the Voter Friendly Ballot Act. On Thursday, February 28th, I was proud to support
S.1719-C. The bill addresses the serious problem of revenge porn and gives victims redress against the offender. Read more about

On Saturday, March 23rd, I am pleased to host my
3rd Annual Women's History Month Celebration at The Rye Arts Center.

The 37th State Senate District includes the Cities of Yonkers, White Plains, Rye and New Rochelle; the Towns of Bedford, Eastchester, Harrison, North Castle, Mamaroneck, and Rye; the Villages of Bronxville, Larchmont, Harrison, Mamaroneck, Port Chester, Rye Brook, and Tuckahoe; and the unincorporated places of Katonah, Bedford Hills, and Armonk.

IMPROVING STATE ELECTION LAW
|
On Tuesday, February 26th, the State Senate Committee on Elections voted to move forward several bills to increase transparency and enhance good government safeguards, make it easier to run for public office, and make the ballot more user friendly.
Bills Advanced:
- S.3167: Prohibits individuals, organizations, or business entities that submit bids on state contracts from making campaign contributions to any officeholder with authority over the state governmental entity issuing a procurement posting, evaluating responses, approving or selecting awardee, or awarding the final contract (Myrie);
- S.2300: The Voter Friendly Ballot Act amends formatting requirements for ballots in order to make the ballots less cluttered, easier to read, and provide more straightforward instructions (Kavanaugh);
- S.3140: Requires local Boards of Elections to publish the applicable campaign contribution limits on the ballot (Myrie);
- S.3697: The Golden Rule bill restricts candidates from using campaign funds to purchase goods or services from an entity in which the candidate and/or one or more members of the candidate's family hold a thirty-five percent or greater ownership interest (Gounardes);
- S.3145: Permits the State Board of Elections to include ballot instructions, including a graphic arrow, to indicate when a ballot is two-sided (Myrie);
- S.3134: Eliminates the need for candidates to duplicate efforts by electronically filing both with the State Board of Elections and their local campaign finance board if the local campaign finance board satisfies certain requirements (Myrie).

From my discussions with my Youth Advisory Council and others, it is evident that the unauthorized distribution of private still or video images is rampant. I am proud to support
S.1719-C to protect New Yorkers.
The bill establishes:
- the criminal act of unlawful distribution or publication of a private still or video image when done with the intent to cause harm to the emotional, financial, or physical welfare of an individual when the image was taken with a reasonable expectation that it would remain private;
- the unlawful distribution or publication of a private still or video image as a Class A misdemeanor, punishable by up to one year in jail;
- a cause of action against the offender, amending the Civil Rights Law to allow victims to seek civil recourse. Victims will have a choice whether to pursue a criminal or civil case, or both.
Smart phones, selfies, and social media are part of our mainstream contemporary culture. S.1719-C is a commonsense step forward to protect New Yorkers from potentially damaging consequences to their professional and private lives. S.1719-C is sponsored by State Senator Monica Martinez (SD-3) and Assemblymember Ed Braunstein (AD-26), and it passed both chambers with bipartisan support.

Nominations and applications for the third round of the Empire State Excellence in Teaching Awards are now open.
To nominate a teacher, click here. Superintendents, Principals, Boards of Education, PTAs, advocates and parents are encouraged to nominate outstanding teachers in their districts. Honorees will receive a $5,000 stipend to support their professional development, and they will be invited to meet with university, workforce and policy leaders across the state to share their expertise and insights.

Thank you to a Port Chester resident who called my office this week to report a new phone scam. The
"Medicare Scam" will have someone calling to let you know that Medicare is offering a free plastic cover for your Medicare card, and they just need you tell them your Medicare number to confirm your identity and to send you the card. The increase in scam calls throughout the state is alarming, but there are steps you can take to remain safe. The State Attorney General's Office has created a
Smart Seniors guide outlining how to identify the most common scams, and the steps you can take to protect yourself. I urge you to read the guidelines available by
