Dear Friend:
 
This past week, I was appointed Chair of the State Senate Education Committee. I am grateful to State Senate Leader Andrea Stewart-Cousins for placing her confidence in me, and I look forward to working with my colleagues and the Governor's office to ensure all public schools have the policies and resources they need to provide a quality education regardless of their zip code. On December 11th, S.8977/A.8401-C was delivered to the Governor for his signature. If signed, the bill would create a Sexual Assault Victim Bill of Rights. I was a co-sponsor of the bill in the Assembly, and voted in favor of the bill once I joined the State Senate. Read more about the bill in the section below.

The 37th State Senate District includes the Cities of Yonkers, White Plains, Rye and New Rochelle; the Towns of Bedford, Eastchester, Harrison, North Castle, Mamaroneck, and Rye; the Villages of Bronxville, Larchmont, Harrison, Mamaroneck, Port Chester, Rye Brook, and Tuckahoe; and the unincorporated places of Katonah, Bedford Hills, and Armonk.

EDUCATION COMMITTEE
I am honored to be appointed Chair of the NYS Senate Education Committee. Throughout my time in the state legislature, delivering for our public schools has been one of my top priorities. Public education is the backbone of democracy, and I am eager to work with my colleagues, the Governor's office, superintendents, education advocates, members of boards of education, teachers, parents, and students, to ensure that all public schools throughout the state have the resources and policies they need to provide the quality education every child deserves.
 
The 37th Senate District encompasses school districts emblematic of the diverse needs school districts throughout the state face. The Senate District encompasses several larger districts with special needs, including Yonkers, New Rochelle, Port Chester and White Plains, as well smaller school districts with their own unique challenges. In this new role, I will travel throughout the state to meet with members of the Board of Regents, superintendents, teachers, parents, and advocates, to determine ways the state legislature can assist school districts in addressing the challenges they face.
 
Thank you to State Senate Leader Andrea Stewart-Cousins for placing her confidence in me by appointing me to this position. State Senator John Liu (SD-11, Northeast Queens) will serve as Chair of the Subcommittee on New York City Education; and State Senator Toby Stavisky (SD-16, Queens) will serve as the Chair of the Higher Education Committee.

SEXUAL ASSAULT VICTIM
BILL OF RIGHTS 

The Sexual Assault Victim Bill of Rights, S.8977/A.8401-C, ensures that victims of sexual assault are informed of their rights related to the maintenance and testing of their rape kits as well as other protections guaranteed under NYS Law.
 
This bill requires the State Department of Health to publish in at least ten languages a Sexual Assault Victim Bill of Rights advising victims of their rights to: (1) consult with local rape or victim assistance organizations; (2) no cost post exposure treatments, including a seven day starter pack of HIV post exposure prophylaxis; (3) no cost forensic health care exams without providing private insurance information; (4) information about emergency contraception; (5) contact information for law enforcement and prosecutorial agencies; and (6) information about deciding whether or not to report the offense to law enforcement, and the statutes related to this decision.
 
The Department of Health is tasked with keeping the Bill of Rights described above up-to-date with any future changes in the law affecting victims rights. I was a co-sponsor of the bill in the Assembly, and voted for the bill in the State Senate. I urge the Governor to sign the Sexual Assault Victim Bill of Rights into law.

STATE LIQUOR AUTHORITY DENIES LICENSE FOR TOTAL WINE & MORE

On Tuesday, December 11th, I offered testimony to the State Liquor Authority during a public hearing urging them to deny a license to a large liquor retailer, Total Wine & More, applying to open in Hartsdale. Many small business owners reached out to me deeply concerned about the future of their businesses if the wholesaler were to open in the area. I heard their pleas and had also sent a letter to the State Liquor Authority requesting that they deny Total Wine & More a license. On Tuesday, after the public hearing, the State Liquor Authority released their decision to deny Total Wines a license to open in Hartsdale -- a big victory for small businesses in the area! On Sunday, December 9th, Nazi-themed posters were found on campus at SUNY Purchase College. This incident was deeply upsetting and absolutely unacceptable. I thank school officials and University Police for their swift attention and action in response to the incident. The suspect, a student, has been identified and charged with criminal conduct. I have been in contact with school officials who are working on educational dialogues about diversity on campus. We must speak out in opposition to the rising tide of hatred toward "others", and we must work to actively promote a culture of tolerance and acceptance.
