Welcome summer! After a wet and rainy spring, I hope everyone had a fun filled and safe 4th of July. I spent my holiday hiking a portion of the Northville to Lake Placid trail, so the only lights I saw in the sky were fireflies!
The Federation Conference was highly successful again this year, with over 600 attendees and dozens of exhibitors participating toward sustainability! Thank you to everyone who attended and made the conference such a success. The feedback was very positive again this year, and the planning has already started for the 2018 conference.
The NYSAR3 Board had its annual June Retreat, meeting in Syracuse to assess past and present successes and challenges and to set the course for the next year of NYSAR3 campaigns. The Board decided to continue to focus on the Plastic Litter Committee, now renamed as Single Use Plastics or SUP Committee. At the Federation Conference in May, the SUP Committee hosted a panel on the prospects of bag bans and fees in New York State that was well attended and sparked numerous new ideas and conversations. The committee intends to keep this energy flowing with new partnerships for awareness campaigns and litter reduction, as well as a remodeled page on the NYSAR3 website that will include a database for all bag drop off locations. You may have seen the
announcement calling for locations that are not currently in the database, and I would encourage you to take a minute to read through it and participate if you can.
I would also encourage you to save the dates for NYSAR3's Annual Fall Recycling Conference (Nov. 7-9). This year's theme is Keeping Cool in the Age of Climate Change and will be focused on how materials management can impact our changing climate. There are still booths in the exhibitor show room and sponsorship opportunities available!
NYSAR3 is always looking for ways to reach out to the recycling community, especially emerging professionals who are entering the materials management field. To help achieve this goal, we have teamed up with EFC at Syracuse University to sponsor an art competition for college students in New York. They are asked to design a work of art based on a SMM theme, and the winner will receive $500 and their artwork will be used in NYSAR3 literature. Additionally, NYSAR3 has funded some short educational videos also on the SMM theme that will be widely shared and distributed. Keep an eye out for these at the Fall Conference.

Theresa Evans,
Recycling Specialist at Onondaga County Resource Recovery Agency was elected as the Chapter 7 NYSAR3 Board representative in a mid-term election in May.
Theresa earned a BS in Environmental Studies from the SUNY College of Environmental Science and Forestry in Syracuse. She is an emerging young professional in the recycling industry, joining OCRRA's award-winning team as a Recycling Specialist in 2013. Additionally, she also contributes to NYSAR3's Green Schools Committee and College Council, and serves as a current Board Member of Greening USA, a nonprofit organization based in Syracuse that advocates for sustainable communities.

On Oct. 31 the New York Product Stewardship Council, the Re-Clothe NY Coalition, and the Product Stewardship Institute will host a broad group of stakeholders for the New York Textile Summit at the Fashion Institute of Technology in New York City.
The interactive event will draw professionals from across the supply chain, including manufacturers, retailers, recycling/reuse organizations, the fashion industry, state/local government, researchers, nonprofits, and consumers who are interested in connecting with others to drive innovation and overcome challenges in textiles production and recovery.

The opening session will provide an overview of the successes and challenges of increasing U.S. textiles reuse and recycling beyond the current rate of 15 percent. Sessions will address specific issues, including:
Sustainable Manufacturing and Design;
Collection;
Markets;
The Circular Economy and Innovative Recycling Technologies; and Textile Reuse and Recycling: Tangible Next Steps. Click here to read the full agenda. Everyone is encouraged to attend this collaborative summit in person. But for those unable to travel, the summit will be webcast to allow remote participation (webcast sponsored by NYSAR3).
The Re-Clothe NY Coalition is comprised of textiles recyclers, local governments, non-profit reuse organizations, and others working together to increase the amount of textiles recovered for reuse and recycling in New York State. The Coalition started as a partnership between the Council for Textile Recycling (CTR), New York State Association for Reduction, Reuse, and Recycling (NYSAR3), and the Secondary Materials and Recycled Textiles (SMART) Association. During the spring and summer of 2016, the Coalition developed standards that establish common messaging and ensure transparency, data sharing, and the highest, best possible use of donated textile materials. |

The Matt Urban Hope Center of Buffalo recently joined Erie County's (Chapter 9) "Bring Your Own" Coalition, a group dedicated to reducing plastic waste - focusing on single use bags. A clever idea from their newest member encourages reuse, and helps to get the message across to discourage single use bags. As the Center received more t-shirts then their clients could use, the staff was determined not to let these go to waste. The t-shirt bag (which requires no sewing) is a great re-use of this resource.

The proposed Part 360 rulemaking is a comprehensive revision to existing regulations which was originally released for public comment in 2016. Due to public comments received, significant changes were made to some of the regulatory criteria. The revisions include technical amendments and clarifications, as well as updated criteria needed due to legal and policy developments. Revised proposed regulations and supporting documents, including a modified Draft Generic Environmental Impact Statement (DGEIS), were issued for public comment on June 21, and can be found at

. The 30-day public comment period will end July 21, 2017. A public hearing was held July 13.
