Regional Environmental Sewer Conveyance Upgrade Program

Announcing SVCW's New Regional Environmental Sewer Conveyance Upgrade (RESCU) website at https://svcw-rescu.org/

You can now keep up with projects underway in Redwood Shores and throughout the SVCW service area at this new website. The RESCU Program describes 11 projects which constitute full replacement and rehabilitation of SVCW's conveyance system. RESCU includes the Gravity Pipeline, Front of Plant, Pump Stations, and Belmont Force Main projects.

The new website has updates on three categories:

Front of Plant:  The Front of Plant (FoP) Project is being constructed at the SVCW treatment plant located at 1400 Radio Road in Redwood Shores.  The FoP project consists of the design, construction, permitting, start-up, and commissioning of the Receiving Lift Station (RLS), headworks facility, odor control facilities, influent connector pipe, and chemical offload facilities. Other work includes civil site work, an emergency overflow pipe to an existing storage basin, and related process support systems. The FoP project is being implemented under a Progressive Design-Build project delivery.

The Gravity Pipeline Project:  The Gravity Pipeline (GP) Project includes the design, construction, permitting, start-up, and commissioning of an 11-foot diameter gravity flow wastewater conveyance pipeline consisting of approximately 17,600 feet fiberglass reinforced pipe inside a 16-foot diameter concrete-segment reinforced tunnel. The work includes three shafts and will interface directly with the FoP project at the RLS. The gravity pipeline project is being implemented using Progressive-Design project delivery.

Pump Stations: All SVCW pump stations (PS) require replacement or rehabilitation. Both the Menlo Park PS and Belmont PS will be rehabilitated while the Redwood City PS will be replaced. San Carlos PS is no longer needed due to the new gravity pipeline; flows from San Carlos and Belmont will enter into the gravity pipeline tunnel via a drop structure at the current San Carlos pump station site. Flows from the Menlo Park PS and Redwood City PS will flow through the existing, recently replaced 48-inch force main to a drop structure at the north end of Inner Bair Island, where the flows will enter the new gravity pipeline tunnel for conveyance to the SVCW wastewater treatment plant. Also under the pump station projects is the Belmont force main replacement. This work will be conducted under the Pump Stations Improvement (PSI) Project.
