Have you considered volunteering your time on behalf of your community? The current two-year terms of office for three Village Board seats expire on April 30, 2019. Village Board members attend one meeting a month where they oversee village finances, advise and take action on such matters as street and house maintenance, and advocate for changes that will benefit Harper's Choice. The nomination period runs from March 1 - March 14, 2019.  Information and nomination petitions are available at Kahler Hall and for download on our website here; a maximum  1 50-word CANDIDATE'S STATEMENT is due at Kahler Hall by 5:00 pm on  March   1 4.  The STATEMENTS may be emailed to [email protected], preferably in a MS Word document.  For more information, contact Village Manager Steve Ingley at 410-730-0770 or via email.

HCCA is looking for volunteers to help us count ballots on Election Day, Saturday, April 27 at 3:00 pm at Kahler Hall.  If you are available and would like to assist the Election Monitor Committee with this task, please contact Village Manager Steve Ingley at 410-730-0770 or [email protected] .

Dear Columbia Community,

Columbia has been a unique place for more than 50 years, a community unlike any other in Maryland. Columbia Association has played a distinctive role in serving the entire community.

That role is why CA's Board of Directors is considering requesting a change from the Maryland General Assembly that would classify Columbia Association as a "community benefit association" instead of a homeowners association (HOA) under Maryland state law.

You are invited to come learn more about this proposal at an information session on Tuesday, March 5 from 7-8:30pm at Wilde Lake Interfaith Center, 10431 Twin Rivers Road.

Columbia Association was established to serve everyone in our community - homeowners, commercial property owners, renters, business owners, institutions, and the many individuals who work in Columbia. In fulfilling its mission, CA provides far more services (including facilities, programs and activities) to many more people in a much larger area than any other HOA.

That makes Columbia Association very different than traditional HOAs. Unfortunately, those differences can lead to problems. Every year, numerous changes to the HOA Act are proposed, usually in response to an issue at a much smaller, traditional HOA. Many of these proposals would have significant, unintended negative consequences for CA.

Reclassifying Columbia Association as a community benefit association would distinguish CA from traditional HOAs and recognize CA for its role in focusing on the quality of life for the entire community in Columbia.
Nothing about CA's operations would change, though. That is because this proposal would retain all of the protections for anyone who lives, works or owns property in Columbia. CA would still be required under its bylaws and state law to provide the same openness mandated by the HOA Act, such as the ability to attend and comment at open work sessions and meetings, and the ability to inspect and copy CA's books and financial records, including salary information.

Registration Open: Guiding Good Choices - Parenting Program
 
Howard County parents/guardians of 9 to 14 year olds  are invited to join HC DrugFree and the Howard County State's Attorney's Office for our next Guiding Good Choices parenting 4-week program. Participants will learn the skills to reduce the risk that their children will use drugs. 
 
After completing the program, families will be able to: Influence their children to help prevent drug use and other risky behaviors. Develop clear family guidelines and expectations about drug use. Teach children how to stay out of trouble, keep their friends and still have a good time.
 
Classes will be held on Tuesdays, March 5, 12, 19 and 26. Adults are expected to attend all sessionsUnless otherwise notified, all meetings will be held at the Elkridge Branch of the Howard County Library from 5:30 p.m. to 8:00 p.m.

Looking for Creative Howard County Teens 

Once again, HC DrugFree is proud to partner with the HoCo Student Film Festival. This year, HC DrugFree is looking for teens to create short public service announcements (PSAs) focused on vaping or Juuling in Howard County.

The deadline to submit films is Friday, April 5. The festival will be held on Friday evening, April 26 at the Charles E. Miller Library in Ellicott City.

Visionary Women
Joining in celebration of National Celebration of Women's History Month, the Columbia Art Center will present the first VISIONARY WOMEN. The Journey: Art About Women by Women visual arts show.  Forty five female visual artists from throughout Maryland will be featured.  Juror awards will be presented by Robin Holliday, curator and owner of HorseSpirit Arts Gallery.  Everyone is invited to the official opening reception on Friday, March 8 from 6:00-9:00 PM which will include performances  by dancer Megan Atkinson of the Collectif Project and reading by poet Vanita Leatherwood.

On Sunday, March 17, "Voices of the Jour ney:  Expression of Art About Women By Women" discussion will be held from 2:00 PM-4:00 PM. Lela Sewell Williams, Director of the Columbia Archives will be leading the exchange among exceptionally talented women in our community.

All takes place at the Art Center-6100 Foreland Garth, Columbia, MD 21045. Gallery Hours: Mon-Thurs. 9:30 AM-8 PM; Fri & Sat 9:30 AM-5 PM; Sunday 11 AM-5 PM.

Columbia Cleanup Day
Columbia Cleanup Day will take place on Saturday, March 30, with volunteers picking up trash that has accumulated in open space throughout the community. For times and locations, please contact your local village community association.

Covenant Complaint or Concern?
All inquiries/complaints that come into the Village office are handled confidentially. Ideally, in order to properly respond to complaints, we need to have some way to contact the person making the complaint. Sometimes the issue is one where we have no authority, such as animal control, noise, rental housing, and parking. In these cases, we would refer the person with the complaint to the responsible authority, such as Police, County Rental Housing, Highways, etc. If we receive an anonymous letter with no return address or contact information, we have no way to try and help. The person who sent the letter may feel that their Village does not address their concerns. Do you have questions about the complaint process? Call us, stop by or email us!

Architectural Committee Meetings

Please check the calendar on our website for the latest meeting dates.
 
Changes made to the exterior of homes in Harper's Choice require approval of the Village Architectural Committee (AC).
 
The AC will meet on Tuesdays, March 12th  & 26th at 7:30 PM to review applications. 

The deadline to submit applications for approval is two weeks prior to the next meeting date.
Village Board Meetings

The next meeting of the Village Board is scheduled for March 5 th  at 7 PM.   Approved Agendas and Meeting Minutes are/will be on our website.   Immediately prior to this board meeting, the Board will be holding a strategic planning
session from 5:30 - 7:00 PM.
  While no actions will be taken by the Board during the session, there will be a quorum of the Board present.  Because of this, Maryland law requires that the session be open to the public.  Members of the public are welcome to attend; however, there will be no Resident Speak Out and no opportunities for the public to participate in the session or to interact with members of the Board while in session. We ask that, if you attend this session, to please be considerate and limit entering and exiting the session so as not to disrupt the work flow.
