About Padre Dam

Padre Dam provides water, sewer, recycled water and recreation services to approximately 100,000 residents in East San Diego County including Santee, El Cajon, Lakeside, Flinn Springs, Harbison Canyon, Blossom Valley, Alpine, Dehesa and Crest. 


 

The District is a public agency with policies and procedures directed by an elected five-member Board of Directors. The District imports 100% of our treated water supply and treat two million gallons per day (MGD) of wastewater at our Water Recycling Facility.

Padre Dam Municipal Water District celebrated the grand opening of its Advanced Water Purification Demonstration Facility today. 

As part of a one-year pilot program, the demonstration facility will use advanced water purification technologies to purify and test approximately 100,000 gallons of recycled water each day. 

What is the Advanced Water Purification Program?

 

Padre Dam is currently 100% dependent on imported water for drinking water, leaving us vulnerable to drought and other factors. The Advanced Water Purification Program is a new source of drinking water that is a high quality, cost-effective, locally controlled and environmentally responsible resource. 

 

This program will take recycled water and treat it further, using four advanced water purification steps, with the end product being water so pure and clean that it is near-distilled quality.

 

The program is currently in the demonstration phase. If it moves forward, approximately 20 percent of Padre Dam's current drinking water demands would be met by this program.

The Purification Process
 

The demonstration facility is a one year test project and is part of Padre Dam's Advanced Water Purification Program. The demonstration facility uses state-of-the-art technologies, taking wastewater through four water purification processes; free chlorine disinfection, membrane filtration, reverse osmosis and ultra violet/ advanced oxidation. 

 

The water will be vigorously tested to ensure it meets the high quality water standards of the Division of Drinking Water, State Water Resources Control Board's stringent public health objectives.The water produced at the demonstration facility will not be used in the drinking water system. 

 

If the demonstration facility is deemed successful and the program moves forward, the water would be injected into the Santee groundwater basin, withdrawn and treated again prior to being distributed as drinking water. 

 

Expansion Opportunities Being Explored
Padre Dam is working with Helix Water District, City of El Cajon and the County of San Diego to study the feasibility of developing an expanded East County Advanced Water Purification Program. 

The study will focus on the possibility of expanding Padre Dam's proposed Advanced Water Purification Program to accommodate and treat wastewater from the other agencies' service areas in order to provide a new drought proof drinking water supply.

This expanded program could produce up to 10 million gallons of water per day.
