The November election is a few short days away and, no doubt, you're studying up on what each question means on the ballot and the impact it will have on you and your community. I know this to be true for my fellow city council members and me.
When ballot initiatives impact the local community, you often see elected officials at the city, town or county level take a formal position either for, or against, it. This was the case for one local initiative, and two state ballot questions.
On Tuesday, October 9, City Council unanimously approved Resolution 18-29, urging a "yes" vote on ballot question 2H for the establishment of a Home Rule Charter Commission.
Similarly, City Council unanimously adopted formal positions through Council Resolution on two statewide initiatives. They are:
- Opposition of Amendment 74: An attempt to amend the Colorado constitution to drastically limit state and local government services at a high cost to taxpayers.
- Opposition of Proposition 112: A Requirement that new oil and natural gas development not on federal land be located at least 2,500 feet from an "occupied structure" or "vulnerable area".
I encourage every eligible elector to become familiar with the questions on the ballot and vote by 7:00 p.m. November 6. A 24/7 ballot drop-off box is located behind the Castle Pines Library at 360 Village Square Ln.

Be a part of the process that will shape the future of Castle Pines
The City of Castle Pines is looking for three civic-minded residents to help create the City Home Rule Charter.
Qualifications:
- Resident of Castle Pines
- Registered elector
- Able to attend regular meetings
Complete and
submit an application by 4:30 pm on
November 6, 2018.
Candidates will be interviewed and appointed by City Council.
What is Home Rule?
Home Rule brings control of local government closer to the community and allows the municipality to develop ordinances and policies that better address the needs of residents. More than 93% of Colorado municipal residents live in a Home Rule community.

2019 City Budget Highlights
The City's annual budget reflects the goals developed by City Council and sets the organization's priorities for the coming year. The budget not only serves as a financial plan, but is also a tool for accountability.
City Council met with staff in early October to determine funding priorities for 2019. Highlights include:
- A budget increase of 2.5 times the 2018 budget with a focus on road repair, traffic signalization improvements and citywide pedestrian crossing upgrades to improve safety.
- Creation of an economic development department with significant focus on new business development, existing business retention and expansion, as well as updates to the City's land use and zoning codes.
- Expansion of City events in 2019 while continuing to partner with the Castle Pines Chamber of Commerce.
- Enhanced budget to support focused traffic enforcement throughout the City.
- Improved efficiencies for City Council and Planning Commission meeting management, including electronic packets for Council and camera upgrades for the Council Chambers.
- Development of a gateway/wayfinding plan inclusive of current and future signage, to ensure a consistent look and feel and reinforce the City's brand and identity.
Residents are invited to attend a public hearing and provide feedback on the City's 2019 budget on
Tuesday, December 11, 2018, at 6:30 p.m. (360 Village Square Ln.). The full budget will be available online in early December.

The City's major road maintenance and repair projects for 2018 are nearing completion. In 2019, residents can expect to see roadway improvements, pedestrian crossing safety enhancements and replacement of traffic signal equipment at six signal locations throughout the City.
Recently Completed Road Maintenance Projects:
- No Parking signs were installed, along with additional striping, along Monarch Blvd. adjacent to American Academy to improve student safety and traffic flow.
- Briar Ridge Drive - Full pavement replacement was completed in mid-October.
- Concrete panel replacement and restriping on Monarch Blvd. south of Castle Pines Pkwy. was completed.

Pedestrian Crosswalk Upgrades Improve Safety
Two pedestrian crosswalks at the intersections of Monarch Blvd. at Daniel's Gate Rd. and Castle Pines Pkwy. at Forrest Park Dr. are getting new safety features.
When complete later this month, both crosswalks will include new flashing yellow lights that a pedestrian can activate prior to crossing the street. The lights provide a visual cue to drivers that a pedestrian is in the roadway.
Six new
Yield to Pedestrian - State Law signs have been added to crossings along Monarch Blvd. at neighborhood entrances north of Castle Pines Pkwy. to aid in crosswalk visibility.
In 2019, the City has plans to upgrade more crosswalks with flashing yellow lights to improve safety and walkability.

In Colorado, snow is inevitable. That's why our snow management team works year-round to prepare for our harshest winter weather events. The City maintains 36 miles of roadway and 127 cul-de-sacs. During a snowstorm, crews often work around the clock to help clear the snow and ensure you're able to navigate our roads safely.

Hosted by Douglas County Libraries, attendees will receive expert lessons in what NOT to do when it comes to caring for your lawn and landscape. Topics include over-watering, over-planting, herbicide misapplication, tree abuse and inappropriate species selection. The event is free, but registration is required.
