Hello Everyone,

Well, spring is almost here, and as I was gazing out of the house during the past week of rainy, dreary weather, I noticed the green spikes of daffodil bulbs peeking up tentatively from the ground. If it is true that spring showers bring flowers, then the rains we have had in the recent days should bring us an abundance of beautiful flowers when the weather warms. However, right now, what we have is a lot of water, everywhere!

You may have seen that Kentucky was highlighted on the Weather channel and on various newscasts as one of several areas with major flooding issues. Not only is the Ohio River out of its banks, but low lying areas are also flooded. This brings my mind to the topic of Emergency Preparedness.

Many of you may have attended the February Emergency Preparedness 101 training in Louisville, and many more are probably planning to attend the other session in May. It is a timely topic as not long after the first training session in February, the rains began. While most facilities were not directly impacted, there were several that were quite concerned and sweating it out this past weekend as the waters rose. It is quite scary to see the waters just feet away from your facility doors, to have water seeping into the basement, or to have roadways that lead to your facility and to local hospitals, etc., become flooded and impassable.

Is it an Alarm or a Restraint?

The Office of Inspector General (OIG) is attempting to clarify the issue of personal alarms after receiving questions from providers regarding the use of position change alarms and if they are all to be considered restraints.  The Centers for Medicare and Medicaid Services (CMS) defines a n alarm as any physical or electronic device that monitors resident movement and alerts the staff, by either audible or inaudible means, when movement is detected, and may include bed, chair and floor sensor pads, cords that clip to the resident's clothing, motion sensors, door alarms, or elopement/wandering devices.


 
SNF QRP QM and Review and Correct Report Data Issues

A calculation error has been identified for the three assessment-based  quality measures reported on the SNF QRP Facility- and Resident-Level QM report and the SNF QRP Review and Correct reports (NQF #0678, NQF #0674, and NQF #2631). Duplicate stays and invalid admission dates can appear on these reports.  View  the detailed information.

This CMS website provides training information to include the preceptor  manual, the State Operations Manual and other documents.

As always, the survey and certification process is a collaborative effort between CMS and providers.  This website will allow providers the opportunity to take the same courses as surveyors. 

 
 
Enhanced MDS 3.0 Quality Measure Reports Available

Reports have been updated to include three new measures. The details of the specific enhancements can be viewed here . Also included is a link for obtaining the latest version of Section 26 - MDS 3.0 Quality Measure (QM) Reports in the CASPER Reporting User's Guide which has been updated to include the new measure information.
