One aspect of our industry that I really wanted to focus on this year was our NextGen group.  For those of you who are unfamiliar with this committee, it is a group of young, professionals in the industry who are striving for career success and integration into the greater BIA.  
 
They have launched their new 2018 BIAOC NextGen Mentorship Program and are seeking seasoned industry professionals (that's YOU) to mentor them in their personal and professional growth.  I urge you to take a look at the Mentor Form and consider becoming a Mentor.  I am very excited to be a part of this program and I foresee long lasting relationships as a result of it. 
 
Registration for our March General Membership Meeting on Monday, March 19th is now open.  I am proud to announce that Dr. Gustavo Grodnitzky will be our featured speaker.   You need to meet this guy!  WE will discuss organizational culture, multi-generational differences and the inner motivations to decision making and behavior.  It will interactive, fun and not your typical "panel dinner event."  Don't miss out on this unique presentation that has been catered to fit our specific industry needs.  I look forward to seeing you there!
 
Make sure to register for the "Passion & Persistence" Women's Conference on Friday, April 13th.  The committee is still looking for sponsors, so if you want to market your company at a 500+ attendee event, this would be the one to do it at.  Our featured speakers: Kerri Walsh Jennings3x Olympic Gold Medalist and Susan ErshlerHistory-Making Mountain Climber & Business Executive, will tell us how it took Passion & Persistence to succeed and thrive.   This is most certainly a cannot-miss event and a special thank you to Joan, Valeria, Lisa and the entire committee for continuing to make our Women's Conference our most cherished event of the year.

Tustin Inclusionary Zoning Push
In a surprise to the Industry, the City of Tustin recently introduced an Ordinance to the Planning Commission that would require a 15% "affordable housing" dedication on residential development.  This inclusionary zoning ordinance would undoubtedly stop development projects and further escalate housing costs in the heart of Orange County.

Partnering with all major Industry organizations, and with support from the BIA/OC Board and NextGen Committee, a concerted effort was made at the Commission hearing to stop this ordinance.  With great relief, all Commissioners at the hearing spoke against Inclusionary Zoning and cited a need for alternative affordable solutions.  

As such, BIA/OC presented the Housing Futures Initiative as the framework upon which real solutions can be tailored.  There is a good deal of work to do in Tustin as new opportunities are to be shared and a follow-up hearing is to occur at the end of March.

County of Orange
There has been a lot of activity coming out of the County of Orange in February.  Staff has announced that they will proceed with a Tree Preservation Ordinance, a Parking Standards Review and will continue discussions on indemnity requirements for developers doing projects on County land.  As always, BIA/OC is deeply engaged on all of these topics and advocating for solutions that do not burden the production of homes.

Santa Ana Study Session on Rent Control    
On February 6th the City of Santa Ana held a Council Study Session on the topic of Rent Control.  Despite the protections of Costa-Hawkins, the city has options to impose rent control measures through parts of the city in an effort that would undoubtedly limit housing opportunity and increase costs.  BIA/OC joined the California Apartment Association, along with several other industry groups, to stand in opposition to Rent Control and other similar policies that limit housing.

Costa Mesa Small Lot Ordinance  
The City of Costa Mesa has been making regular appearances in the monthly Government Affairs updates.  As previously reported, Costa Mesa was considering alterations to their existing Small Lot Ordinance, which was advocated for by BIA/OC some years back.  The Council directed staff to amend the Ordinance to reflect the same development standards as the City's Common Interest Developments which would move open space requirements from 30% to 40%.  While this can complicate designs, it shows significant progress from the initial push to impose a moratorium and outright repeal of the Ordinance.

February Government Affairs Committee 
The BIA/OC Government Affairs Committee hosted Mayor Pro Tem Allan Mansoor at our February meeting.  The Mayor Pro Tem covered a number of topics, not limited to the issues around the Small Lot Ordinance, the potential repeal of the Housing Overlay Zones and his announced candidacy for the Office of Mayor.  This is particularly relevant as Costa Mesa has recently transitioned to a districting system with a directly elected mayoral position.  

The move to districts will also add two additional seats to the council and will continue the significant change the city has undergone in recent years.  With ample development opportunity, proximity to shopping, the beach, the airport and all of the best amenities Orange County has to offer, Costa Mesa deserves a hard look as the future of the city remains unclear in light of many complications before the Council.  It was good to hear from Mayor Pro Tem Mansoor on his vision for the City and how

 FUSCOE ENGINEERING PROJECTS RECEIVE THREE ASCE-OC AWARDS

IRVINE, CALIFORNIA - February 5, 2018 - Fuscoe Engineering, Inc. is pleased to announce that three of its projects, Argyros Girl Scout Leadership Center, Laguna Beach Festival of Arts Grounds and ABC Green Home 3.0 Project, have been honored with awards from the American Society of Civil Engineers, Orange County branch (ASCE-OC). The ASCE-OC recognizes professional engineering achievements in Orange County through its prestigious annual awards program.
 
The Argyros Girl Scout Leadership Center was awarded ASCE-OC's 2018 Architectural Engineering Project of the Year . The bayfront LEED Silver certified Argyros Girl Scout Leadership Center, designed by Bundy-Finkel Architects, is on the leading edge of recreation and sustainability. Fuscoe Engineering provided civil design for the project, which is located on a tight infill space within Marina Park, a unique public marine recreational facility on 10.5 acres on Balboa Peninsula. The new one-story, 6,100 sf Girl Scout Center has been fully integrated within the Marina Park development and was designed to enhance the surrounding park and adjacent marine environment with beneficial LID features . The Laguna Beach Festival of Arts Grounds was awarded ASCE-OC's 2018 Historical Renovation Project of the Year. Since 1932, the Laguna Beach Festival of Arts has been an iconic Orange County cultural landmark. The Festival Directors commissioned Bauer Architects with Fuscoe Engineering (civil engineer of record) and Spurlock Poirier (landscape architect) to design a new and inviting facility on the Festival grounds. This exceptional 31,774 sf multi-million-dollar renovation was designed and constructed within an aggressive schedule, in time for the annual art festival. (Photography: Laura Goforth)

The ABC Green Home 3.0 Project was awarded ASCE-OC's 2018 Sustainable Engineering Project of the Year. The ABC Green Home 3.0 is the third prototype of Habit for Humanities' award-winning ABC (Affordable, Buildable and Certified) Green Home Series, which utilizes collaborative design, planning, engineering and science to create the ideal high performance, sustainable and cost-effective home. A multi-discipline team of professionals, including Habitat for Humanity Orange County, architect Danielian Associates, Inc. and Fuscoe Engineering for civil design, among others, provided services for this highly efficient, Net-Zero Energy, LEED Platinum home constructed for a U.S. Veteran family.
