Perdue announces ERS, NIFA site selection criteria
U.S. Agriculture Secretary Sonny Perdue announced the criteria the U.S. Department of Agriculture has developed to evaluate the 136 Expressions of Interest received from parties in 35 states vying to become the new homes of the Economic Research Service (ERS) and National Institute of Food & Agriculture (NIFA). Perdue announced in August 2018 that most ERS and NIFA personnel would be moving to outside of the National Capital Region by the end of 2019.
"We don't undertake these relocations lightly, and we are doing it to improve performance and the services these agencies provide," Perdue said. "We will be placing important USDA resources closer to many stakeholders, most of whom live and work far from Washington, D.C. We will be saving money for the taxpayers and improving our ability to retain more employees in the long run, and we are increasing the probability of attracting highly qualified staff with training and interests in agriculture, many of whom come from land-grant universities."

Support mixed for bioengineered food labeling rule
Key agricultural and farm groups praised the U.S. Department of Agriculture's public release of the final rule implementing the National Bioengineered Food Disclosure Standard. However, some had some concerns about the proposed rule.
Designed to inform consumers about the presence of bioengineered genetic material in their food for marketing purposes, USDA's disclosure standard stands firmly with science in that it validates the fact that there is no health, safety or nutritional difference between bioengineered crops and comparable conventional or organic crops. This is a position held by nearly every major national and international scientific and health organization, including the American Medical Assn., the National Academy of Sciences, and the World Health Organization.

Milk production affected by annual, biological rhythms
The amount and composition of milk produced by dairy cows appears to be more regulated by internal, annual biological rhythms than by environmental factors such as heat and humidity, according to researchers at The Pennsylvania State University who studied more than a decade of production records from herds across the U.S.
Although researchers have long recognized an annual pattern for milk composition in dairy cattle - with higher milk fat and protein concentrations observed during the winter and lower levels in the summer - the rhythms of milk yield and composition previously have not been well quantified, Penn State said.

Farm Bill Signed and Government Shutdown Begins
President Trump signed H.R. 2, the Agriculture Improvement Act of 2018 (the 2018 Farm Bill) into law on December 20. This was followed the next day with a partial government shutdown that includes USDA. As noted last week the Farm Bill includes several positives for Agricultural Research including:
- Maintaining the Foundation for Food and Agriculture Research (FFAR) that was first established as part of the 2014 Farm Bill, and authorizes $185 million in funding.
- Maintaining the Agricultural Genome to Phenome Initiative and specifically including animals.
- Included the "International Agricultural Education Fellowship Program" with authorized annual funding of $5 million for each fiscal year from 2019 to 2023. The program supports fellowships to US Citizens building capacity for school-based agricultural education and youth extension programs in developing countries.
- Including a new initiative to combat animal diseases with a livestock vaccine bank
- Scrapped a decades-old provision that only allowed 1890 land-grant to carry over a small chunk (20 percent) of their extension funding if it wasn't used in a calendar year. It now applies to all land-grants.
- Including funding for three new "centers of excellence" on HBCU campuses with specific focuses like food security. It takes a step toward forcing states to match federal funding for historically black land-grant universities.
We hope that these positives can soon begin to the implemented; however, the length of the "shutdown" that began on Friday may impact this. Congress is seeking a solution, but it is uncertain what will happen and how soon it will be.

2019 ADSA Annual Meeting Call for Abstracts
The abstract submission site for the 2019 ADSA Annual Meeting is now open! Visit https://www.adsa.org/Meetings/2019-Annual-Meeting/Abstracts to submit your abstract. Submission instructions, quality standards, answers to frequently asked questions, and student competition guidelines are available on the page. There is no abstract submission fee.
Again in 2019-Platform Sessions
. In a platform session, an invited speaker leads off a themed or topical oral session with a 30- or 45-minute talk, which is then followed by submitted abstract talks. This oral session type can result in higher levels of engagement of oral session submitters/presenters, while disseminating the most current research. Platform sessions provide a third oral session option, somewhere between a symposium and a general oral session. When submitting your abstract(s), be sure to look for platform sessions that may incorporate your research.
The deadline for abstract submission is February 20, 2019, at 11:59 pm (CST).
