Aaron Winters | Executive Director, Healthcare Council | 847-334-6411

Good morning, Healthcare Council. Gov. Pritzker outlined his progressive income tax rates last week. The House and Senate are both in session this week starting tomorrow and we have new appointees at the Illinois Department of Insurance and Illinois Department of Aging. On to the update!
Last Week In Review
A few items to note from last week - SB111 passed out of Senate Insurance on the agreed bill list. The legislation requires anesthesia coverage for dental procedures for individuals up to 26 years old (currently 19). The Chamber was neutral.

Speaking of Senate Insurance, Sen. Oberweis' Right to Shop legislation was not called, but a subject matter was held. Members raised concerns about the implementation of letting individuals shop outside of networks for cheaper procedures, including what would happen to HMO plans. The Chamber believes there is not enough data from other states to show that such a program would result in better outcomes and more affordable services.

HB2846 passed out of House Insurance last week. It's an insurance mandate requiring that a specific code be used for reimbursement for pediatric acute onset neuropsychiatric syndrome. The Chamber was opposed, as the legislation required using a different code than the stated illness.

On the sharps front, HB349 was reassigned from House Consumer Protection to the House Prescription Drug Affordability Committee. The Chamber is currently scheduling a meeting with the Illinois Environmental Council, the bill's chief proponent, to gauge intent behind the bill this session.

Also last week the House Prescription Drug and Affordability Committee heard subject matter testimony regarding how Medicaid addresses payments for prescription drugs. You can download the Illinois Healthcare and Family Services deck here. Illinois Department of Central Management Services' background on pharmaceuticals and the the state group health program is here. Both documents present a vary detailed look at prescription drug spend and what each entity does to control costs. This week the committee will hear testimony regarding "the patient perspective on drug prices."

JCAR Update
The Board of Higher Education proposed amendments to Nursing School Grant Program (23 IAC 1100; 43 Ill Reg 3106) to replace an emergency rule that was effective 8/6/18 and expired 1/2/19. The rulemaking combines what were formerly two categories of grants to nursing schools (expansion grants and improvement grants) into a single category, includes master's degree entry programs as well as bachelor's degree programs, establishes priorities for program appropriations, lists acceptable uses of grant funds, and outlines the application and award determination process. Factors to be considered in awarding grants include performance measures from the previous 3 years, such as the number of nursing degrees conferred, the first-year retention rate, the nursing exam pass rate for first-time test takers, and job placement within 6 months after degree completion. Institutions of higher education that offer nursing degrees are affected by this rulemaking.
