Local Improvement By-Law Public Hearing

Take notice that Municipal Council intends to consider the adoption of a Local Improvement By-Law at its regular meeting to be held at 6:00 p.m. on Wednesday, January 17, 2018 in the Council Chambers of the E.D. Fullerton Municipal Building, Upper Nappan.
At this meeting, and prior to consideration of adoption, Council will hold a Public Hearing during which members of the public may express opinion in support of, or in opposition to the by-law. Prior to the hearing date opinions or comments may also be submitted to the Municipal Clerk via email or regular mail.
The purpose of this By-Law is to establish the manner in which the Municipality shall impose, fix, and enforce payment of charges for local improvements.

Tonka Truck - Disposal of Surplus Municipal Asset
|
|
Tonka Truck available for donation to local charity or not-for-profit organization
The Municipality has a portion of the 2017 Christmas Parade Float, a large yellow plywood Tonka Truck, that is currently a surplus asset. As per the Disposal of Surplus Municipal Assets Procedure this asset is available for donation to a local charitable or non-profit organization free of charge. If no local charitable or non-profit organization is interested in acquiring this truck then it will be offered for sale to the public by sealed tender.

Conference report urges municipalities to act on climate change
The Cumberland Energy Authority, in partnership with the Centre for Local Prosperity and Thinkers' Lodge, organized a two and a half day intensive retreat with
24 global and regional Thinkers, representing all aspects of community life, to focus on actionable, locally-focused and forward-motion Climate Change plans.
We believe this retreat can be a significant part of fostering a Climate Change Movement in Atlantic Canada.
This retreat was a beginning, a first step toward what we hope will be an ongoing and positive movement generating new ideas and innovations to help our communities survive and thrive in the midst of changes to come.

Coats for Cumberland 2018

Successful Coats for Cumberland Campaign
Over 500 coats were given out at the the Amherst Centre Mall.
Along with the Amherst store we had partners run stores in Oxford, Parrsboro, Pugwash, Springhill and Wentworth. Several of those sites are set up and left unmanned for distribution and often receive donations as they operate so tracking how many coats are given is not possible. Based on previous years and numbers of bags, we expect it was approximately 250 to 300 coats throughout the satellite stores.
Many coats have already been redistributed to The Adult Bridge Service Centre and the Salvation Army Thrift shops as well as the Amherst Food Bank.
A few comments from our recipients:
- "My son will be warm walking to school."
- "I would like to thank everyone for their generous donations. They come in very handy for those families with single parents or low income families."
- "I would like to thank you for the clothes and the jackets because I have lost my husband and I am having a hard time."
- "Thank you so much Coats for Cumberland! We have used this program for several years having 3 children it help us out a lot!! Thanks so much!!!"
Empowering Beyond Barriers and approximately 1,000 people who felt the warmth of Cumberland County's kindness once again would like to say THANK YOU!

Springhill resident Faron Young: A whittling story
Excerpt from Saltscapes story
It was the large tree stump near the sidewalk at the front of their property that first caught his eye. Faron Young and his wife Joyce had just moved into their home in Springhill, NS; he began to study the stump, its lines and angles, and within a couple of years, he knew exactly what to do with it. But even Faron, a wood carver for more than 30 years, couldn't predict what would happen after he carved his vision of a wood spirit into the street-facing side of the trunk, along with the words, 'Touch for luck, health, fortune.' Neighbours worried it would be vandalized but after three years, the wood spirit has inspired only curiosity, even devotion.
"There is an elementary school down the street and when the kids walk to and from school, they all touch the wood spirit," Faron said. "We've had someone bring a lottery ticket from the store across the street and rub it against the tree. Adults on their morning walk touch it every day. The other day, a pair of women walked by then one ran back and hugged the tree. I'd like to know her story."

Age-Friendly Communities Grant Program
The Age-friendly Communities Grant program, administered by the Nova Scotia Department of Seniors, supports community planning and collaborative, innovative projects that support the goals of promoting healthy, active living and enabling older Nova Scotians to age 'well' - in place, connected to community life.
The Department of Seniors is accepting grant applications under two categories:
- Age-friendly Community planning:Support for consultation and community planning initiatives that result in robust action plans and facilitate the creation of Age-friendly Communities. These planning initiatives must be in partnership with local government and include consultations and engagement of older adults, the broader community, and key stakeholders throughout the entire process.
- Community Projects:Collaborative, innovative projects to develop and implement programs, services, resources or events that support active, healthy living, help older adults to age 'well'-in place connected to community life and increase social interaction and community involvement among older adults (50+).

Community Development Grant
Available through Communities, Culture and Heritage the Community Development Grant is designed to support activities and initiatives which respond to the recreation and physical activity goals and priorities of communities and the Shared Strategy for Recreation in Nova Scotia: Active Living, Inclusion and Access, Connecting People and Nature, Supportive Environments, and Capacity Development.
Applications will be accepted between April 1st and
February 1 of a given fiscal year pending legislative approval of the budget.

Canadian Tire Jumpstart Accessibility Grants
Two separate funding streams:
1. Accessibility-Enabling Grants: Jumpstart will provide grants up to $50,000 for projects designed to help organizations enable general accessibility within their facilities. Where possible, applications should demonstrate evidence of matching funds or in-kind support from Federal/Provincial/Territorial and/or municipal governments. Up to 14 Accessibility-Enabling Grants will be awarded annually;
2. Inclusive Design Innovation Grants: Jumpstart will provide grants between $250,000 and $1,000,000 for projects designed to enhance existing building plans for sport and recreation spaces with uniquely innovative solutions for inclusion & accessibility for children of different abilities. On an annual basis, Jumpstart will award:
a. Up to four grants valued at $250,000
b. Up to two grants valued at $500,000
c. Two grants valued at $1,000,000

Heating Assistance Rebate Program (HARP)
The Heating Assistance Rebate Program (HARP) helps with the cost of home heating for low-income Nova Scotians who pay for their own heat. Rebates range from $100 to $200.
You can apply between October 16, 2017 and March 31, 2018. The winter 2017-2018 applications are now for those who are eligible as per the following criteria:
· Single household: $29,000 or less (after tax) annual income.
· Family household: $44,000 or less (after tax) annual income.

Small Business ACCESS-Ability Grant
Dear Business Association and Operator,
Do you want to open your business to a growing market?
About one in five Nova Scotians identifies as a person with a disability. The Nova Scotia Government is now offering a $1 million-dollar fund to support business owners who want to improve accessibility to their businesses.
The Nova Scotia Government will fund up to two thirds of projects that will make your business more accessible to persons with disabilities for trade or employment through the Small Business ACCESS-Ability Program.

Joggins Fossil Institute seeking new board member for fundraising
The Joggins Fossil Institute (JFI) Association is a not-for-profit, charitable organization that works in partnership with three levels of government, the private sector and the community to protect, present and promote the natural heritage values of the Joggins Fossil Cliffs UNESCO World Heritage Site, and the award winning Joggins Fossil Centre. The Joggins Fossil Institute is led by a 12-member board comprised of federal, provincial, and municipal government representatives, residents of Cumberland County, members of the scientific community, and members at large. Members of the Board are appointed for a two-year term.
The Joggins Fossil Institute is currently seeking applications for a board member who has interest and experience in fundraising.
