Hot Issues 

Straws
The city and county of Los Angeles both took steps Tuesday to limit the availability of single use plastic straws in restaurants, joining the state and a slew of smaller cities that have approved similar restrictions. 

Congestion Pricing
The head of Metro endorsed congestion pricing for Los Angeles Thursday, telling the agency's board of directors that rush-hour tolls on drivers could fund free fares on public transit. This is only a report and the Metro Board has yet to take a position on congestion pricing.

Homelessness
Mayor Eric Garcetti's plan to ease Los Angeles' homeless crisis by putting up temporary shelters across the city moved forward Wednesday after City Council members supported shelters in Venice, Wilmington, San Pedro, Watts, and South L.A. 

Aerial Tram
Metro CEO Phil Washington announced Thursday that the agency had signed a letter of intent with a company called Aerial Rapid Transit Technologies that plans to build an aerial tram running between Union station and Dodger Stadium.

Housing
 Senate Bill 50 (Wiener) has the potential to add apartments and condominiums near transit. SB 50 is a resurrection of a similar bill that died in its first committee hearing earlier this year.

Taxes
California legislators are attempting to eliminate the sales taxes on diapers and tampons. Democratic Assemblymembers Lorena Gonzalez Fletcher and Cristina Garcia have reintroduced bills to exempt purchasers from paying sales tax on the products.

Solar
The California Building Standards Commission voted unanimously to require homes built in 2020 or later to be solar powered.

Los Angeles City General Managers Discuss Business in the City

On Thursday,  VICA members enjoyed lunch at the  Sportsmen's Lodge  with Frank Bush, General Manager of the Department of Building & Safety; Doane Liu, Executive Director of the Department of Convention and Tourism Development; Cat Packer, Executive Director and General Manager of the Department of Cannabis Regulation; and Michael Shull, General Manager of the Department of Recreation and Parks, at VICA's Leaders Forum. Each general manager discussed a wide range of topics including the issues in their departments that relate to the business community. Bush spoke about his department's work on housing, billboards, and seismic safety; Liu discussed the LA Convention Center expansion; Packer described the need to treat cannabis like any other business; and Shull spoke about the 2028 Olympics and other exciting investments in Los Angeles.

Take Two! Senator Wiener Takes Action to Address Housing Crisis
This week, Senator Scott Wiener introduced Senate Bill 50, reaffirming his commitment to address California's housing crisis. SB 50, the More H.O.M.E.S Act of 2019, is a spin-off of Senator Wiener's SB 827, which failed to make it out of committee in the 2018 legislative session. VICA is proud to support SB 50 as an innovative approach to building more housing, cutting gridlock and reducing emissions. The bill's provisions preserve local planning approval processes, displacement policies and affordable housing requirements for new construction. VICA looks forward to working with Senator Wiener to make SB 50 a bill that will transform housing in California.
