Dear NAPE Members,

We have so much to celebrate as a community as we move into the holidays and the end of the year. This fall we were deeply engaged with state leaders and their teams in planning for the implementation of Perkins V and the unique and critical opportunities it provides to put equity at the center of CTE. I applaud the leaders who are being bold and innovative in identifying equity as a central part of their vision for CTE, and I challenge us to rethink our systems so that equitable outcomes for African American students, Latinx/Hispanics, Native Americans, Asian Pacific Islanders, persons with disabilities, persons with low socioeconomic status, and persons from the additional subcategories of special populations become a key component of success at the state and local levels.

The passage of Perkins V and the increased emphasis on closing equity gaps in CTE and STEM in the law has created a significant opportunity for the CTE community, with support from NAPE, to make a significant difference in increasing student access and inclusion, educational equity, and ultimately workforce diversity. This will require an "all-hands-on-deck" approach that brings the capacity of many organizations from all aspects of the education spectrum. The NAPE Education Foundation's NSF-funded STEM Equity Pipeline has been working in 20 states using a collective impact approach since 2007. In 2017, NAPE received a NSF INCLUDES Design Development Launch Pilot to work on developing a six state collective impact alliance called the Intermountain (IM) STEM Alliance.

NAPE is seeking partners from a diverse group of organizations around the country to form the Broadening Participation in STEM and CTE Alliance to apply for an NSF INCLUDES Alliance grant. This application will focus on the goal of increasing participation and closing achievement gaps in STEM education, including CTE at the middle school, high school and community college level. Spotlight on NAPE's public policy work

NAPE CEO Ben Williams and Senior Policy Advisor Lisa R. Ransom joined LCCHR coalition members in attending the Leadership Conference on Civil and Human Rights' 2018 Annual Conference on December 4. This year's conference theme, Bend Toward Justice was inspired by the Rev. Dr. Martin Luther King's precept that "the arc of the moral universe is long, but it bends toward justice."

Some of the dynamic LCCHR conference speakers included Senator Cory Booker, Senator Mazie K. Hirono, Congresswoman Pramila Jayapal, Congresswoman-elect Rashida Tlaib, Former Tallahassee Mayor and Florida Gubernatorial candidate Andrew Gillum, Managing Editor and Curator of The Beat DC and MSNBC contributor Tiffany Cross, and, of course, Leadership Conference President and CEO Vanita Gupta. NAPE congratulates Vanita Gupta and the staff and Board of LCCHR for hosting a successful and inspiring conference as we prepare for a new 116th Congress.

In addition, NAPE CEO Ben Williams and Program Manager Janay McClarin joined state leaders, business and industry partners, and association and community organization leaders in the Rethink CTE Summit at the U.S. Department of Education on December 14, where Ben was a featured speaker in the Stakeholder Engagement Panel.
Resources
The ECMC Foundation has recently funded " Bridging the Gaps in Postsecondary Career and Technical Education Research" to support a CTE research fellow program at North Carolina State University. This 3-year $2 million project supports 15-18 CTE research fellows annually at the postdoctoral, dissertation, and graduate student levels.

The " Equity-Based Framework for Achieving Integrated Schooling" tool, from the Center for Education Equity, gives communities a good visual presentation for better understanding the elements and critical supports needed for socioeconomic integration.

Perkins V news
The Department of Education (DOE) is proposing a revision to the Consolidated Annual Report (CAR) to reflect changes made by Perkins V. DOE proposes to collect narrative information and fiscal status reports through the CAR and performance data through the ED Facts Submission System.

A Federal Register notice invites comments on the draft CAR revisions until January 7, 2019. 
 
A Federal Register notice invites comments on the proposed EDFacts Information Collection package until January 7, 2019.

In addition, DOE will accept public comments on the Draft State Plan until December 24. NAPE plans to submit comments as an organization.
