ACSA to Solicit Member Feedback on Proposed TTB Label Rule Changes
The TTB has announced the publication of a  rulemaking document (Notice No. 176)  in the Federal Register of Monday, November 26, 2018, in which the bureau proposes to update, simplify and clarify the labeling and advertising regulations for distilled spirits, wine and malt beverages.

ACSA will be soliciting your feedback on TTB’s notice of proposed rulemaking on labeling. We will have more details shortly.

This rulemaking is the latest phase of TTB’s multi-year effort to  Facilitate Commerce through a Modern Labeling Program Focused on Service and Market Compliance , one of the five strategic goals outlined in the bureau’s current Strategic Plan. In recent years, TTB has made significant improvements to modernize its labeling program and reduce approval times for labels and formulas by employing a range of strategies, including:

· Eliminating the need to obtain formula approval in certain instances;
· Expanding the list of changes that can be made to approved labels without getting a new Certificate of Label Approval (COLA);
· Updating COLAs Online and Formulas Online to better meet user needs and expectations;
· Increasing guidance about label and formula requirements by improving content on TTB.gov and offering webinars; and
· Adding staff to improve overall service levels.

TTB says that, when finalized, the updated labeling and advertising regulations will facilitate industry compliance by simplifying and clarifying regulatory standards, incorporating guidance documents and other current policies into the regulations, and reducing regulatory burden on industry members where possible.

Tribal Distillery Bill Heads to Oval Office
A bill intended to repeal an 1834 law preventing Native American tribes from owning and operating distilleries is headed to the president’s desk. The bipartisan legislation spearheaded by Rep. Jaime Herrera Beutler, R-Battle Ground and Sens. Maria Cantwell and Patty Murray, D-Wash., passed the U.S. Senate on Tuesday. (The Columbian)

Boulder-based Cocktail Squad launches a new line of ready-to-drink canned cocktails fresh from the Rocky Mountains in time for holiday gatherings. (BevNet)   
Pennsylvania's Manatawny Still Works Releases Maple Whiskey
Manatawny Still Works released its Maple Whiskey on Wednesday, November 21. The spirit is a blend of multiple vintages of Manatawny’s four-grain whiskey and Pennsylvania-made Whiskey Hollow Maple Syrup, combined to produce a handcrafted and luscious spirit. (BevNet) 
Illinois Art Gallery to House Distillery and Brewery
The city-owned art gallery in downtown Waukegan, Illinois will be transformed into the home of a new craft brewery and distillery next year, but not before the Kohl Children's Museum pop-up returns for a second run. While the museum pop-up is running, the brewery and distillery will be working on obtaining the necessary federal licensing, said Mike Hathaway, the brewer and owner behind Nightshade and Dark's Pandemonium Brewing. Hathaway and his wife, Terry Barber, are teaming up with Jeff Walsh, the founder of Wheeling-based Oppidan Spirits, to offer a joint tasting room at the Urban Edge

New Distillery Opens in Anchorage, Alaska
New distillery Alaska Proof Vodka is proving it has what it takes to launch a new product. Alaskan Spirits Distillery owner Hilary Lockhart is bottling several new drinks that will hit store shelves. (KTUU)
Asheville Distilling Co. Expands Operations into Alabama

Asheville Distilling Co., which makes Troy & Sons moonshine and whiskey, started moving equipment from its location next to Highland Brewing to a site in Birmingham, Alabama, about a month ago. (WLOS News 13) 
Ohio's Karrikin Spirits to Open December 7
Karrikin Spirits Company plans to make spirits bright when it opens to the public on December 7. John Pattison, one of Karrikin's co-founders, promised the craft distillery would take craft cocktails to a whole new level when he first announced the business in March. (WCPO)
