The Weatherization Leveraged Partnerships Project is funded by the Department of Energy to offer training and assistance to local WAP organizations  in designing private partnerships and programs that leverage the WAP.

FIRST LOOK AHEAD: ELECTIONS AND OUR ENERGY PROGRAMSCongress

The 116th Congress will see senior Democrats take the Chairs of the Committees and Subcommittees. With respect to Weatherization's funders and oversight that means Rep Marcy Kaptur [D-OH], a staunch advocate, will chair the Energy and Water development Appropriations Subcommittee, and program defender Rep Mike Simpson [R-ID] is expected to remain as Ranking Minority Member. The House Energy and Commerce Committee Chair will almost certainly be NJ Rep. Frank Pallone. Even before the election, he told the media that Democrats want to focus on oversight of Energy and other Departments in the Committee's very broad jurisdiction and on advancing good policy. He would leave investigations to the Committees charged with general oversight.

The Energy Subcommittee will be chaired by Rep. Bobby Rush, D-IL and the Environment Subcommittee by Rep Paul Tonko, [D-NY]. Both have been engaged with promoting WAP for years.

One unresolved issue to watch: will this Committee take up the recent destruction of past gains in advancing climate change policy or will the incoming Speaker appoint a special Committee to address these tough issues?

Making sure that a particular design or set of rules works for your program can be a challenge. This webinar will discuss both the strategy for winning leveraged dollars and the challenges of designing coordinated programs to be a win-win for Weatherization Agencies and potential partners. With years of experience in regulatory and legislative advocacy, program design, and program management, the OPAE Energy Services team has critical tips and guidance to share. CAP's energy team will facilitate the webinar and highlight online resources available to the Weatherization network. 

THROUGH NOVEMBER 19TH: SUBMIT FEEDBACK ON CREW LEADER JTA JTA
 
The continued success of the Crew Leader JTA is critical to developing quality accredited training programs. To maintain a sound, effective Crew Leader JTA, the National Renewable Energy Laboratory (NREL) routinely reviews and evaluates the knowledge, skills and abilities necessary for competent practice within the field. A panel of subject matter experts has already identified the tasks and essential knowledge required of crew leaders and classified that knowledge into different content areas. Now it is time for those of you that have performed or are performing the Crew Leader role to participate in an online industry validation that will be used to support the work of the expert panel.

GET EXPERT ASSISTANCE ON WINNING OR IMPROVING UTILITY-WAP PROGRAMS: MEET WITH OPAE ENERGY SERVICES AT CAP CONFERENCE OPAE

Leaders at the CAP Winter Management Conference will have the opportunity to schedule one-on-one technical assistance sessions with staff from Ohio Partners for Affordable Energy. OPAE's experienced team can assist Weatherizers, Agency Leaders, and State Associations with winning and negotiating programs that leverage the WAP as well as responding to challenges in current leveraged program designs. Talk with their staff about partnering to providing expert witness or representation during regulatory litigation proceedings or legislative processes in your state in order to secure additional funding and design programs that complement the WAP.

The Department of Energy has announced that it will sponsor the 2019 Home Performance Conference and Trade Show taking place April 1-3, 2019 in Chicago, IL. This training opportunity replaces the historical DOE hosted National Training Conference. This is an important opportunity for local agencies to get 'hands-on' and classroom training and can be funded utilizing WAP Training and Technical Assistance funding according to WAP Memorandum 044.
