Good morning, Healthcare Council. For those of you in the northern portion of the state and have seen heavy snows, please stay safe! On Tuesday the General Assembly reconvenes for what will likely be the last legislative week of the calendar year as we wrap up the second week of Veto Session. And today is the filing deadline for candidates running in the Chicago mayoral election. On to the update!
 
Last Week of Veto Session
The week before Thanksgiving, the House and Senate began the process of overriding dozens of Gov. Rauner's vetoes of legislation. This week will conclude override activity. In our last update, we detailed which healthcare-related bills began the process of being overridden. Of note, the Chamber supports the House override of SB1737, which includes provisions providing regulatory clarity to short-term medical policies.

HB5769 - Morrison - Replaces everything after the enacting clause. Amends the Illinois Insurance Code. Requires the Department of Insurance to develop a uniform electronic prior authorization form to be used by an insurer that provides prescription drug benefits when requiring prior authorization for prescription drug benefits

Note: while no health care bills are currently posted, we are monitoring this committee in case an anti-ethylene oxide amendment gets filed and called. Chair Sente has circulated a draft amendment to stakeholders that would place emissions limits on EO and provide greater regulatory oversight responsibility to the Illinois Environmental Protection Agency.

SJR67 - Moeller - Creates the Home Birth Maternity Care Crisis Study Committee to provide the General Assembly a consumer-focused, evidence-based solution to the Illinois Home Birth Maternity Care Crisis.

Room D-1 Stratton Building - Springfield, IL

HR1276 - Mah - Endorses and supports the Screen at 23 campaign and urges the Illinois Department of Public Health to endorse and support the Screen at 23 campaign's efforts to increase awareness of diabetes among Asian American communities, including using appropriate screening measures for Asian American patients, and to eliminate disparities.

SB1870 - Gabel -  House Amendment 1 Replaces everything after the enacting clause. Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that nothing in a provision concerning Family Support Services is intended to diminish the ability of the Department of Healthcare and Family Services from seeking financial participation or reimbursement as permitted under State or federal law. Amends the Juvenile Court Act of 1987. Provides that a minor between the ages of 18 and 21 may be placed under a specified provision of the Act if, among other occurrences, the court has adjudicated the minor a ward of the court, returned the minor to the custody of the respondent without terminating the proceedings, and subsequently made a finding that it is in the minor's best interest to commit the minor to the Department of Children and Family Services for care and services. Effective immediately.

HB1710 - Riley - HB 1710 (HFA 0001) Replaces everything after the enacting clause. Amends the Counties Code and the Community Mental Health Act. Extends the repeal of provisions relating to appointing a volunteer 7-member mental health advisory committee from December 31, 2018 to January 1, 2022. Provides that county board chairmen or township supervisors that have not appointed the members to the mental health advisory committee as required by the provisions shall make the appointments no later than December 31, 2019. Effective immediately.
