Metal Roof Ordinance- City Council passed Ordinance No. 14-014 in 2014, allowing the installation of metal roofs provided the roof has an appearance of a composition shingle or tile roof. A resident has recently asked City Council to consider revising the ordinance to allow alternate metal roof designs, included seamed metal roofs. After discussion, Council asked staff to bring back a resolution for changes.

2018-19 Fiscal Year Operating Budget -
Council reviewed and discussed the proposed 2018-19 budget following changes from last discussion. In addition they noted changes resulting from action at the Municipal Development District meeting held earlier in the evening on their budget. Approved action on the MDD budget included costs of holiday police pay and 4 projects previously included in the City budget. Budget surpluses include General Fund ($58,620) and Hotel/Motel ($243,132); deficits include Water and Sewer ($95,387). A public hearing on the proposed budget was held.
Council voted to approve the budget with changes by a vote of 5-0.

Lift Station Electrical Panel Rebuild - The electrical panels at the lift stations see rapid deterioration caused by the corrosive gases that emanate from the lift stations, in particular hydrogen sulfide. There have also been several updates to pumps and the lift stations and electrical components for the old equipment that was abandoned in place. Repairs of the electrical panels will reduce failures caused by electrical power issues and will open up space for future expansion. This repair was budgeted for the 2017-18 fiscal year. Staff recommended CSA Technical LLC to complete the project at a cost of $26,877.65.
Council voted 5-0 to approve CSA for the rebuilding of the lift station panel.

Shenandoah Public Improvement District (PID) Bank Account - The city created the Public Improvement District (PID) in February 2018. Per the agreement with Metropark Square LTD, the city will collect assessments levied against property within the PID to repay the associated bonds held at UMB Bank
These funds will be transferred to UMB Bank to pay the scheduled bond payments each year. In order to keep funds separate and promote transparency, our PID Administrator recommended a separate bank account. All transactions will be recorded in our Incode financial software as a new separate fund.

Change of Date for October 10 Meeting -
The majority of Council and management staff will attend the TML Annual Conference in Fort Worth on October 10-12. The first full day of the conference directly conflicts with the regular City Council meeting which is also set for October 10. In order to attend the first day of the conference,
Council voted 4-0 to reschedule the meeting to Monday, October 8.

Temporary Repairs Ordinance - The proposed ordinance describes Temporary Repairs as “those made in order to restore sufficient integrity to continue the safe operation and/or habitation of a structure until permanent repairs can be scheduled and accomplished within a time period acceptable to the City.” It stipulates a period of 90 days in which to make permanent repairs. It also provides the opportunity for an extension, if approved by the Building Official, if a hardship or other circumstances prevent permanent repairs within the 90 day time frame. The city attorney prepared the ordinance, which will add Article VII, Section 14-200 through 14-204 to the City’s Code of Ordinances.
Council voted 4-1 to adopt the ordinance.

2018 Tax Rate -
Per the Truth in Taxation law the Council must adopt, by resolution, the annual Ad Valorem Tax Rate (property taxes). The tax rate consists of two components: Maintenance and Operations (M&O) and Debt Service; which must be adopted as separate items.
- The Maintenance and Operations tax rate of $0.0810/$100 valuation provides the same amount of tax dollars as last year and is based on the total tax rate of $0.1799/$100 as proposed by Council. These funds can be used for Maintenance and Operations or to fulfill debt service obligations. Council voted 5-0 to adopt the M&O Ad Valorem Tax Rate of $0.0810/ $100 valuation.
- The Debt Service tax rate of $0.0989/$100 valuation is also based on the total tax rate of $0.1799/$100 as proposed by Council. These funds can only be used toward debt service obligations. Council voted 5-0 to adopt the Debt Service Rate of $0.00989/ $100 valuation.

Special Use Permit - Tourist Accommodations: Lodging - City Council had requested the applicant to provide additional information including demand for added hotels in the region based on the number of existing rooms and any improvement plans for property owned by the applicant. This property was issued a Special Use Permit for Tourist Accommodations in 2016 and denied a request in 2017. A public hearing on the SUP was held.
Council voted 3-2 to approve the SUP with the stipulation that only a Hampton Inn can be constructed on the property and must include a bistro and bar.
