Albert’s Mexican Food Gives Back to Local Businesses
The La Mesa Chamber, La Mesa Business Assistance Fund received a check from Albert and Jessica Garzon, owners of Albert’s Mexican Food to donate to local La Mesa businesses that were forced to close, due to the pandemic.  Albert is a wonderful businessman and wanted to assist local bars and wineries that no longer can be open. He chose - The Regal Bar, Pete’s Place, Helix Brewing Co. and San Pasqual Winery to each receive a check in the amount of $1,000. They were all invited to be at La Mesa Springs Shopping Center to receive an “award” from a local business and the Chamber on Wednesday, July 29th. They had no idea they would receive this check!! What a surprise! Albert brought his entire family to meet the recipients and show his children, what “paying it forward” looks like. Take a look at the video to hear directly from Albert and view the photos of this “surprise morning.” We thank Albert for his generosity and this gift from his heart!
Chamber Launches the “La Mesa Live” Video Series
The Chamber is passionate about our members! We have created a new series to help promote them and spotlight them and ALL that they provide! This “up close and personal” visit to the business is a perfect opportunity to enhance their marketing efforts. This informative and unique video series has a variety of purposes such as: Spotlight a Chamber Member and their business, introduce the owner(s) and/or managers, share interesting facts about the business, menu of a restaurant or items for sale if retail, and other details of this business! Anything that the Chamber can do during these challenging times, to promote our members and help them gain new customers and share their business attributes is our goal! We are thrilled to announce our partnership with Marvin Sears, owner of Studio M.I.F. and his videography partner, Shana Gegantoca to help us make this happen!

La Mesa Sets A Date for Town Hall – August 13th to Focus on Protest That Turned Violent
The La Mesa City Council has picked August 13th as the date the city will hold a town hall meeting to discuss the events of May 30th. This venue will allow residents to share their feelings, concerns, recommendations and a dedicated place to ask questions and get answers about May 30th. Because of COVID-19 protocols about in-person gatherings, the meeting will be held from 6 -8 p.m. on August 13th via a virtual platform, most likely Zoom. The city will accept comments via email ahead of the meeting and will also allow in-person comments at the Adult Enrichment Center on La Mesa Boulevard. At the Center, multiple laptop computers will be available for public speakers to use, as well as a monitor for the people there to view the meeting. Occupancy inside the Adult Enrichment Center will be managed to maintain social distancing. The city plans to record the meeting and post it online. The meeting will also be broadcast on FaceBook Live.  

Before the August 13th town hall meeting, the city expects to receive the report from La Mesa Police, Walt Vasquez regarding an external investigation into a controversial arrest of Amaurie Johnson by La Mesa police Officer Matt Dages on May 27. While the La Mesa Police Department’s report on Dages will be forthcoming, and the department has previously shared its timeline of events, City Manager. Greg Humora said the city’s independent investigation into the events of May 30, requested by the City Council in June, will take several months to complete. Source: The San Diego Union Tribune - Karen Pearlman.

Fine Dining Moves to Mission Valley
Our valued La Mesa Chamber member, the Town and Country Hotel is just emerging from their $90-million-dollar renovation that includes revamped rooms and an additional pool complex. They have added a new restaurant opening in mid-August, called Arlo. Arlo is an entirely new stand-alone eatery guided by Chef Josh Mouzakes, who returns to San Diego from Houston, where he was the Executive Chef of the JWMarriott. He is a Johnson and Wales grad previously spent four years at the Hotel del Coronado and also cooked at the French Laundry and Joel Robuchon at MGM Grand, Las Vegas. The menu for Arlo revolves around a custom wood fired oven and reflects the region in dishes that includes, Carlsbad strawberries and Baja shrimp. He has also created “center of the table” plates that can be shared.

County Creates a Hot Line for
Employers to Report Positive COVID-19 Cases
Due to the latest revision of the Public Health Order, which requires employers to notify the Public Health Officer and their employees if an employee tests positive for COVID-19, the County has created a hotline for employers to report positive cases to Public Health: (888) 950-9905. Please note that this number is a message line, and the employer will only be contacted if further clarification is required. You will be asked to leave a message and include the following information: Your name and contact number, name of business or entity, employee’s name, date of birth and contact number.
Governor’s Office Accepts Applications –
California Competes Tax Credits
GO-Biz (Governor’ Office of Business and Economic Development) is now accepting applications for the California Competes Tax Credit (CCTC). There are $80 million in tax credits available during this application period for businesses that are expanding and adding full-time jobs in the state. The deadline to submit applications is Monday, August 17, at 11:59 P.M. and the online application website will automatically close once this deadline has passed. The online application can be accessed at www.calcompetes.ca.gov. There are 45-minute webinars available to learn more about the program.

Pandemic & Business Updates
Truvian’s COVID-19 Test Gives Results in 10-Minutes
San Diego startup Truvian Sciences has received federal emergency approval for a blood test that detects COVID-19 antibodies in as little as 10 minutes. Called Easy Check, the portable test will be sold by Truvian to health professionals for about $15 and has an accuracy rate in excess of 98 percent, according to the company. The test is available immediately. Easy Check antibody blood test exceeds FDA accuracy thresholds. The company, which is developing a compact blood testing machine that aims to deliver results faster, with less blood and at a lower cost than current systems, has agreements with U.S.-based manufacturer to produce up to 500,000 Easy Check COVID-19 kits per day if necessary. FDA Approves Sorrento to Test Drug for COVID-19 Trial
San Diego biotech Sorrento Therapeutics announced that it has received FDA clearance for a COVID-19 trial that could begin as soon as August. Sorrento’s experimental drug, Abivertinib, shuts off two cellular signals that can cause inflammation, known as cytokine storms, are deadly for COVID-19 patients whose lungs have filled with fluid and dead cells. The drug hopefully will let patients out of the ICU and go back to their normal lives. The upcoming trial will enroll 40 COVID-19 patients who are ill enough to be in the ICU but no yet on a ventilator. Black Friday Could Look Very Different This Year
Doors bursting open at stores, crowds spilling into the aisles, elbows brushing up against others, and products flying off shelves. These are the hallmark images of Black Friday. That was before the COVID-19 pandemic gripped the nation. Now, the future of the biggest shopping discount day of the year is unknown. For many, shopping on the day after Thanksgiving is a tradition. Historically, it’s also one of the best days of the year to save money on big ticket items like electronics and appliances. Retail experts believe Black Friday will still happen in 2020, despite the pandemic. But there’s no disputing the fact that it won’t be a traditional experience. Being at the store at the crack of dawn, waiting in lines, the hustle and bustle in the store – that’ probably not going to exist. After months of shelter-in-place orders, consumers have become more comfortable shopping from home. That may lead to increased online Black Friday purchases this year. There are a number of unanswered questions about how Black Friday will look. Retailers are still figuring how to market the holiday shopping season. One possibility is that Black Friday may become an extended period, rather than a single day of sales. Throughout the holiday season, stores will have to perform a delicate dance. Shopping may become just as much about public health as it is about discounts. The question is - what type of Black Friday shopping environment will state, and local governments allow? Time will tell. KAABOO Festival at Petco Park Officially Postponed Until 2021
It’s official, it is not unexpected – the 2020 edition of KAABOO San Diego has been postponed until 2021 because of the coronavirus pandemic. The upscale music and food festival was scheduled to take place September 18-20 at Petco Park. All current pass holders will be given a special offering for those that wish to hold onto their passes for KAABOO 2021. Target Joins Walmart in Closing on Thanksgiving Day
Target is joining Walmart in closing its stores on Thanksgiving Day ending a decade-long tradition of jump-starting Black Friday doorbuster sales. The move comes, as stores are rethinking this year’s Black Friday shopping bonanza weekend – along with other key retail days during the holiday season – as the country battles the coronavirus pandemic. Walmart, the nation’s largest retailer, announced its move last week. Target opened for the first time on Thanksgiving in 2011, joining other stores in starting Black Friday sales a day early and creating a new tradition of shoppers heading out the stores after their turkey feast. Many retailers did so because they were trying to better compete with Amazon and other online players. Walmart and Target declined to comment on their plans for Black Friday, but analysts say they believe that the retailers will pivot their business more online and focus on limiting the number of shoppers in stores. Like Target, other retailers will likely start holiday sales even earlier to stretch out crowds. This is going to be a very tough holiday season in terms of where sales are going to come from. Linkedin Laying Off About 1,000

Linkedin is laying off nearly 1,000 employees, approximately 6 percent of its workforce globally due to the pandemic. The outbreak has disrupted commerce globally, closing thousands of businesses while forcing others to furlough large numbers of employees as they await a recovery. Hiring has slowed dramatically.
San Diego Home Prices Outpace Other Markets in California
San Diego home prices kept rising in the third month of the pandemic and grew at faster pace than other California markets. As of May, prices in the San Diego metropolitan area has risen 5.2 percent in a year. The county’s price gains have outpaced those of Los Angeles and San Francisco for 10 months. While recent data shows that the current resurgence in COVID-19 cases undermines the sustainability of economic recovery – and may restrain available for-sale homes – home buying fundamentals driven by demographics and favorable mortgage rates suggest housing demand will remain solid. The rate for a 30-year, fixed-rate mortgage in May was 3.23 percent, reported Freddie Mac, down from 4.07 percent at the same time last year. Source: The San Diego Union Tribune – Phillip Molnar.
New York & Company Could Face Closure of All Stores
Clothing retailer New York & Company could shutter all its stores throughout the nation following a pandemic induced Chapter 11 bankruptcy, including 5 locations in San Diego county. The company’s parent company, RTW Retailwinds Inc., announced the news, saying the retailer expects to close a significant portion, if not all, of its brick and mortar stores. In San Diego, New York & Company locations include Westfield Mission Valley and Plaza Bonita malls, along with the Parkway Plaza Outlet in El Cajon, Chula Vista Center and the Las Americas Premium Outlets. RTW owns 378 retail and outlet locations in 32 states. New York & Company joins a growing list of mall retailers suffering from low or no foot traffic at shopping centers due to the COVID-10 pandemic and resulting in retail shutdowns. No COVID-19 Testing Required Before Employees Can Go Back to Work
Based on new guidance from the Centers for Disease Control and Prevention, it is no longer recommended that employers require employees who tested positive for COVID-19 to be tested again before they can return to work. The CDC test-based strategy is no longer recommended to determine when to discontinue home isolation, except in certain circumstances.

DMV Extends Commercial
Drivers Licenses
The DMV announced that they are issuing an extension through September 30‚ 2020 to all commercial driver licenses‚ learner’s permits‚ endorsements and certificates expiring between March and September 2020.

Commercial drivers age 70 or older will receive a paper extension in the mail‚ and drivers 69 and younger will be able to request a free temporary paper extension online.

DMV Extends Senior Licenses for One Year
The DMV is also providing an automatic one-year extension for drivers 70 years and older with a noncommercial driver’s license expiring between March 1 and December 31‚ 2020.

The DMV previously provided 120-day extensions to senior drivers with noncommercial licenses expiring in March through July. While the new extensions are automatic‚ drivers will not receive a new card or paper extension in the mail.

As an option‚ drivers can request a free temporary paper extension online beginning July 15 through DMV’s Virtual Field Office to document the extension‚ though it is not needed to drive. Californians with a suspended license are not eligible.

Senate Democrats Limit Public Debate on 2nd Amendment Rights
Senate Democrats recently passed AB 88‚ which included gun control measures‚ without a policy committee hearing or opportunity for public comments. I spoke out against this attack on our Second Amendment rights on the Senate floor‚ which you can view in the video.
SDG&E Community Resource Centers
In the event of a public safety power shut-off‚ SDG&E may activate community resource centers in impacted areas to provide critical supplies such as water‚ shelter‚ and up-to-date information.

Plasma Donations
Local hospitals are requesting COVID-19 convalescent plasma donations from recovered COVID-19 patients in order to meet the surge in demand.

The San Diego Blood Blank has created a form where people can submit their contact information to be qualified for convalescent plasma donation which you can view here.
Tell Congress: Pass the Small Business Comeback Act and Help American Businesses Recover!
Since the COVID-19 pandemic began over 49 million unemployment claims have been filed and over 100,000 small businesses have closed for good. Representatives Filemon Vela (D-TX-34) and Lance Gooden (R-TX-05) have introduced the Small Business Comeback Act to help save American businesses as they are once again are being asked to close their doors to help slow the spread of COVID-19.
The Small Business Comeback Act will establish a Small Business Recovery Fund so America’s businesses can retain and rehire staff, pay rent, adapt to new regulations and requirements, and pay their state and local taxes – in turn, getting our country back up and running. Congress needs to act now, and they need to act boldly to ensure the economic fallout from COVID-19 is minimized! Thank you for taking action!
What Every Business Must Know About Prop 15, the $12.5 Billion-A-Year Property Tax Hike on the November Ballot
California is in the midst of an unprecedented economic crisis, and yet another threat is on the horizon for small businesses. Prop 15 on the November ballot will be the largest property tax increase in state history at $12.5 billion per year. Unless defeated by voters, the measure shreds long-standing Prop 13 protections that have kept property taxes affordable and provided every taxpayer that buys a home or operates business with certainty that they can afford their property tax bills in the future. Prop 15 repeals these protections for business property by requiring reassessment at current market value at least every three years. Prop 15’s higher property taxes will cause rents to skyrocket for small businesses and the cost of living to increase for all Californians. More details.

Cal Coast Cares Foundation Educator Grants Deadline Extended
to Help Teachers in Challenging Times
The Cal Coast Cares Foundation is extending the application deadline for teacher grants to August 31, to give teachers more time to prepare for the school year in these uncertain times.
The decision to extend the deadline came as the foundation received feedback from local educators about the challenges COVID-19 is placing on classroom projects, with districts still finalizing plans for the 2020-2021 school year, applying new distance learning and hybrid teaching models.
In 2020, The Cal Coast Cares Foundation will award $40,000 with grants ranging from $500 - $2,000.
“We want to support teachers as they move to distance and virtual learning, which presents not only a challenge, but an opportunity to explore new ways to motivate, engage and excite students,” said Todd Lane, President & CEO of California Coast Credit Union. “California Coast Credit Union was started by teachers more than 90 years ago and remains dedicated to helping local teachers provide greater education opportunities for their students.”
Cal Coast Cares Foundation Educator Grants are provided to teachers in K-12 public, private or charter schools, community and state colleges/universities in San Diego or Riverside Counties with funds to support classroom projects related to any of the STREAM fields (Science, Technology, Reading, Engineering, Arts, and Math).
