Regulatory Update
What's New with Tier II?
Before we get into this year's changes, it is important to note who is required to report. Anyone storing 10,000 lbs or more of hazardous chemicals. 10,000 lbs of propane equates to 2,380 gallons of propane . So if you have over 2,380 gallons, you need to complete a Tier II Report.
There are some very important changes you need to be aware of.
  • No more software to download. Tier II is now done through online reporting.
  • You must SAVE your work. System will kick you out after 20 minutes if you remain idle on the same screen. SAVE.SAVE.SAVE.
Tier II reports are due March 1, 2019

Legislative Update
Grants & Tax Credits
Legislative Initiatives on the State & Federal Level
There has been a bi-partisan effort and been numerous bills filed to keep funding the Texas Emission Reduction Plan (TERP). Why is that important? TPGA can tell you over the last year , at least $2.4M has been granted so far to fund (80) propane vehicles, bobtails, school buses and (1) refueling infrastructure through TERP in Texas. The propane industry has really been able to leverage TERP funds to grow propane autogas adoption.

In addition to state advancements in alternative fuel funding, last week, the Texas Propane Gas Association (TPGA) signed onto two different national coalition letters urging Congressional leaders to extend the alternative fuel tax credits that expired December of 2017.

The letters ask that the alternative fuel tax credit be included in the new government spending bill slated to be taken up this Friday, February 15, 2019.
If not adopted this Friday, there may other opportunities to introduce the credits.

What's in this February issue of Texas Monthly?
In the February 2019 edition of Texas
Monthly , Love Letters to Texas, a special collector’s
edition, the Propane Council of Texas has a full-page ad
targeting the 2.45 million Texas Monthly
readers made up of parents, teachers, and
others who may be concerned with clean air
for kids. The advertisement highlights how
propane school buses significantly reduce
NOx over clean diesel buses. NOx gases react
to form ground level ozone also known
as smog which cause adverse health effects like aggravating asthma in our school kids.
