I'm sharing one last reminder as Election Day approaches to make your vote count and return your ballot for the 2018 General Election by Tuesday, Nov. 6. Information about Proposition 1 - SAFE Mobility Levy is available on the
City's website to help you understand the details of this proposed levy lid lift, which will provide $15 million in funding for a wide range of transportation and accessibility projects. Please take a moment to learn more.
As November begins, the City is focused on completing final decisions related to the 2019-2020 Biennial Budget. The process to develop and approve the budget involves making hard choices about community priorities and City services. It can be difficult to find the right balance between new opportunities, core City functions, and limited financial resources. As City Council and City staff work together to model different budget scenarios, we apply a 10-year perspective to estimate the long-range impacts of our two-year budget plan. City Prevails in Legal Challenge to Updated Critical Areas Ordinance (CAO)
The City of Bainbridge Island prevailed this week in a legal challenge by the Kitsap County Association of Realtors and other parties related to the City's Critical Areas Ordinance (CAO) update and, specifically, the Aquifer Recharge Protection Areas (ARPAs) component of the updated CAO.
The Central Puget Sound Growth Management Hearings Board unanimously upheld the City's February 2018 update to its CAO by dismissing a Petition for Review filed by the Kitsap County Association of Realtors and other parties (Realtors). In upholding the City's CAO update, the Board rejected all the Realtors' challenges and held that the City acted lawfully in enacting
Ordinance No. 2018-01.
The CAO is a set of development regulations to designate and protect critical areas, as required by the state's Growth Management Act (GMA).
The Board concluded the City met the requirements under the GMA related to public notice and participation, protection of private property rights, and use of best available science in developing the regulations to protect critical areas and aquifer recharge zones. Learn more here

SAFE Mobility Levy Outreach at Farmers Market
City staff and council members will be at the Farmers Market tomorrow 9 a.m. - 1 p.m. to provide information about the
SAFE Mobility Levy. This is the final outreach event before election day next Tuesday, Nov. 6.
The $15 million levy is designed to enhance safety across the island for walkers, runners, bicyclists, drivers and other users. If the levy is approved, the projects would be funded through an increase in property taxes. Learn more

PCD Begins Online Scheduling for Building Permit Applications
Need to make an appointment for a building permit application? Do it online! The Planning and Community Development Department is now scheduling appointments through the City's
website.
The change is part of the effort to improve customer experience during the development review process. People can now schedule appointments for building permit applications and apply online for other permits.
People who walk-in can still submit a building permit application, but scheduled appointments will take priority. You can schedule an appointment in-person at the PCD counter, by emailing [email protected], or calling 206-780-3750.

Call for Participation: Seeking Applicants for Citizen Advisory Groups
We're looking for volunteers to fill vacancies on three citizen committees:
- Ethics Board (one position through June 2021)
- Environmental Technical Advisory Committee (one position through June 2019)
- Marine Access Committee (one position through June 2020)
Applications are due by 4 p.m. Friday, Nov. 23. Applicants must be available Nov. 27 - Nov. 30 for interviews. Terms begin Dec. 31.

Volunteers Wanted for Winter Wonderland Event
We're about a month away until Waterfront Park is transformed into a winter wonderland on Saturday, Dec. 8! There are lots of exciting activities planned for this year's Winter Wonderland and we're looking for volunteers to help with the event!
Organizers are looking for help to set up lights Monday, Dec. 3 from 8 a.m. - 12 p.m. and during the day of the event on Saturday, Dec. 8 to assist with parking, face painting, arts-and-crafts, monitoring the Santa Claus line, and cleanup.

You're Invited: Launch Preview of Kingston-Seattle Foot Ferry Service
Kitsap Transit is hosting three informational sessions tomorrow to discuss the Kingston-Seattle fast-ferry service. The sessions will be at the Village Green Community Center, located at 26159 Dulay Rd NE in Kingston, at 8:30 a.m., 3 p.m., and 6:30 p.m.

We wrapped up October with a big "Thank You" to our PCD staff! Planning departments nationwide celebrated Community Planning Month throughout October to acknowledge the work of many who contribute to making our communities special places by advocating for sound planning and plan implementation.
It's also a chance to recognize the participation and dedication of members of planning commissions, volunteer advisory committees and boards and the professional community who contribute their time and expertise to the improvement of Bainbridge Island.
