Dear Neighbors,
On Tuesday, March 13, the City Council will be discussing two important items related to mobile home parks. These items are highly important to me given that the majority of the parks are located in the district:
Item 4.1--
Mobilehome Opt-In Stay In Business, offers park owners incentives to continue operating over a period of time. Many residents have already reached out to my office to express many concerns about the Mobilehome Opt-in issue.
Item 10.3-- General Plan Land Use designation, creates a new land-use designation for mobile home parks. This will protect and preserve mobile home parks and provides a safeguard for our mobile home park residents. I encourage you all to continue to reach out to my office with your thoughts and questions.
Also on Monday, March 12, please join me as I host a ribbon cutting ceremony to celebrate a new crosswalk in the Story/Tropicana neighborhood. We will be meeting at 2pm at the corner of Lanai and Waverly Avenue. Come celebrate our newest pedestrian safety project in the district that will help to curb speeding along Lanai Avenue. I would like to thank the Valley Palms and the Tropicana/Lanai neighborhood associations for being the champions behind this project. I look forward to celebrating with everyone.

aylight savings time also starts this Sunday, March 11. We will all lose an hour as we spring forward. Remember to set your clocks one hour forward before going to bed on Saturday.
Our next neighborhood clean-up is scheduled for Saturday, March 17. We will be meeting at College Connection Academy School at 8am to clean up Lucretia Avenue. Finally, please save-the-date for our District 7 Safety & Immigration Townhall meeting on Wednesday, March 21 at 6pm located at Saint Maria Goretti Church. We will have representatives from the Office of Immigrant Affairs, San Jose Police Department, Santa Clara County District Attorney's Office, the Mexican Consulate, the Vietnamese American Roundtable, and other local agencies to address your questions. Come and learn about your rights and legal resources that are available. I look forward to seeing you then.

MEET AND GREET AT SAN JOSE VERDE MOBILE HOME PARK
Monday night, I had a wonderful Meet and Greet at the
Verde Mobile Home Park.
It was very nice to meet new faces who are eager to get involved in making District 7 safer. I want to thank everyone who came, participated, and shared their concerns and ideas with us. Special thanks to Heather Rhines for
organizing and helping bring the community for fruitful discussion regarding several issues.

MCLAUGHLIN CORRIDOR NEIGHBORHOOD ASSOCIATION MONTHLY MEETING
Last night, I attended the McLaughlin Corridor Neighborhood Association meeting which had a good turnout. We had a very productive meeting discussing several items including the Tully Ballfields, Los Lagos Golf Course, and Bridge Housing Community. I want to thank all of our residents who came out to raise concerns and ask questions pertaining to their neighborhoods.

If you live in a mobile home or know someone who does, you may be interested in attending next week's City Council meeting. The following two mobile home related items will be heard by the San José City Council on Tuesday, March 13, 2018.
- Item 4.1: Mobilehome Opt-In Stay In Business Update: At this meeting the City Council will review staff analysis of the Opt-In/Stay concept, an idea to provide incentives to mobilehome park owners in exchange for continuous operation over a period of time. On November 27, 2017, the Community and Economic Development (CED) Council Committee recommended that staff stop working on this concept. On March 13, the City Council will direct staff to either stop or continue working on this concept. The staff report and letters from the public are available for review. - Item 10.3: General Plan Land Use Overlay for Mobilehome Parks and Recommendations from the Law Foundation of Silicon Valley: At this meeting the City Council will review the staff analysis and provide direction on potential land use changes and General Plan text changes to preserve mobilehome parks. Both items will be heard in the City Council Chambers at 200 East Santa Clara Street in San José. Parking under City Hall can be validated in the Council Chambers.

California's shortage of housing has placed a premium on housing, running home prices and rents to record highs. It has also triggered a wave of homelessness that has overwhelmed the resources of cities and counties.
To quickly provide help for people who are homeless and provide them with shelter, Senator Beall has introduced Senate Bill 912, a proposal to allocate $2 billion funding to house and help the homeless and families with low and moderate incomes. Senator Nancy Skinner, D-Berkeley, is joining him as an author of SB 912.
There is no better investment than to immediately put those dollars to work to shelter the homeless, seniors, and children.
The $2 billion would come from this year's higher than anticipated state revenue as a one-time investment to cope with homelessness and the shortage of affordable housing.
The bill calls for the Department of Housing and Community Development to provide funds to cities and counties for homeless and affordable housing programs.
SB 912 fills a void created by the Trump Administration's action to defund affordable housing tax credits and eliminate Community Development Blocks, two federal programs that have historically supported the creation of homes and apartments throughout the states.

The Housing Department has released an
Information Memo to the Mayor and City Council today, March 5, announcing the removal of the Bridge Housing Communities (BHC) candidate site identified on Hellyer Avenue in District 2 from the list of potential BHC project locations. For the past two years, the City of San José has been in discussion with the County of Santa Clara on a possible land trade for property needed by the City to widen the roadways at Martial Cottle Park as well as Branham Lane and Snell Avenue. Recently, the City and County identified several City owned parcels meeting the County's requirement to complete the land trade. These parcels of land included the Hellyer Avenue site identified as one of the top three BHC sites.
While the Housing Department believed that the Hellyer Avenue site could still be utilized for a BHC once transferred to the County, the City has now learned that County funding restrictions require that the site be used for park purposes only. With the land trade between the City and County reaching its final phase of negotiations (terms of the transaction will be presented to the City Council for approval this spring), and the use restrictions defined, the Housing Department has decided to remove the Hellyer Avenue site from the list of potential BHC locations.
The Housing Department is not proposing a replacement site for consideration at this time. Staff will continue to evaluate the remaining two candidate sites identified for BHC.
The March 1 community meeting that was originally postponed to accommodate the larger number of residents will not be rescheduled.

STORM UPDATE AND RESOURCES
After a dismally dry February, March has come in like a lion. Rain and snow has fallen in the mountains surrounding Santa Clara Valley, and the forecast shows several more storms on their way. While unanticipated stream or storm drain blockages could always cause localized flooding during a rainstorm, we do not currently anticipate any creek flooding issues.
Santa Clara Valley Water District (SCVW) crews have worked all year to prepare our creeks for winter rains. We are dedicated to keeping residents and businesses safe through our flood protection programs.
In preparation for this series of storms, all five of our
sandbag sites have been fully stocked. In addition, cities around the county operate an additional 18
sandbag sites.
Our maintenance staff stands ready with heavy equipment to respond to reports of downed trees or large debris flows in locations where we have property rights. We are monitoring streams for blockages at key bridges and culverts. We need the public's help as our eyes and ears to alert us to obstructions in the creeks and to prevent flooding. To report issues in creeks, residents can call

Access Valley Water.
As of Thursday morning, our ten reservoirs have a combined storage of just 26 percent of their full capacity. This leaves a significant amount of storage space to capture the expected storm runoff. Therefore, we do not anticipate any possibility of our large reservoirs reaching capacity this week or next. The exception is the relatively small Vasona Reservoir in Los Gatos, which regularly reaches capacity during the rainy season.

RAPID RESPONSE NETWORK
The Rapid Response Network in Santa Clara County is a community defense project developed to protect immigrant families from deportation. They provide moral and accompaniment support during and after immigration operations in our community, and activate immigration attorneys when needed. The number is

Briefly, these four things will happen when contacting the RRN:
- Bilingual dispatchers (Eng/Spanish) will help the caller assert their rights over the phone. [For other languages, a third party interpreter service will be connected to the call.]
- The Network dispatcher will send trained Rapid Responders to the impacted area. They will confirm if a raid is taking place and conduct legal observation of any ICE agents.
- If someone was detained or is at risk of being detained, we activate immigration attorneys immediately.
- The Network provides moral and family support to community members who have had a loved one detained by immigration.

ONE YEAR COMMEMORATION OF SAN JOSE FLOOD RESPONSE - STILL A NEED FOR HOUSING
As we approach the one-year commemoration of the Coyote Creek Flood, we want to thank all who provided assistance and housing to those individuals and families that were impacted by this unfortunate event. It is with your help that we were successful in rehousing 210 households, but there is more work to do. Currently, there are
still 25 households
that remain displaced by the flood and need new permanent housing.
If you have any apartments available for rent between the ranges of $1,500 to $2,700 a month, please contact Lindsey Caldwell at lcaldwell@catholiccharitiesscc.org. Lindsey is working directly with the Coyote Creek flood survivors.

FRANKLIN-MCKINLEY SCHOOL DISTRICT ANNOUNCES APPLICATION PROCESS FOR BOARD OF EDUCATION VACANCY - DEADLINE: 03/30/2018
There is a vacancy on the Franklin-McKinley Board of Education as of February 28, 2018. The remaining Board of Education members will be reviewing the applications received by the deadline of March 30, 2018.
During the March 13, 2018 Meeting, the Superintendent will bring recommendations forth to the Board of Education for members of an advisory committee. The advisory committee will consist of stakeholders who will review applications and submit final recommendation to the Board of Education. The newly appointed school board member will serve until December of 2020.

FREE TAX ASSISTANCE IN SAN JOSE
2018 TAX HELP AT SAN JOSE PUBLIC LIBRARIES
Tax help from Volunteer Income Tax Assistance (VITA) is available until April 14 for individuals and families whose annual income is less than $54,000. Volunteers are trained to prepare basic 2016 Forms such as: 1040EZ, 1040A, 1040 with Schedule A, B, limited Schedule CEZ, C and California Income Tax Returns only. Assistance is available in English, Spanish and Vietnamese, at most locations, and the participating branches are: Dr. Roberto Cruz, Alum Rock, East San José Carnegie, Hillview, Seven Trees, and West Valley. E-filing is available at all participating libraries.

SAFE, CLEAN WATER AND NATURAL FLOOD PROTECTION GRANT PROGRAM - DEADLINE: 03/30/18
The Water District has $1.3 million in Safe, Clean Water grants available to restore wildlife habitat!
This grant funding will support activities such as creating or enhancing wetland, riparian and tidal marsh habitat; protecting special status species; removing fish migration barriers; installing fish ladders; removing non-native, invasive plant species; and planting native species. Individual grant awards range from $50,000 - $500,000.

Residents are sought to serve on Arts Commission, Council Appointment Advisory Commission, Downtown Parking Board, Historic Landmarks Commission, Housing and Community Development Commission, Human Services Commission, Library and Early Education Commission, Neighborhoods Commission, Planning Commission, Senior Citizens Commission, and Youth Commission; residency within a specific council district may be a requirement for some of the boards and commissions.
