A special Meeting for neighbors
has been arranged with the Tucson Police Department. Officer Hould, who worked with the Jefferson Park on the 1747 Highland clean up and is very familiar with the area, will speak. He will cover the latest statistics and best practices for crime prevention. There will be time for questions and answers.

For decades, like many law enforcement agencies, we have sold a concept that if you need an officer just call 911. With our staffing crisis in Communications, a call to 9-1-1 now translates to sometimes being placed on hold. With current technology, the public now has the ability to obtain necessary police services without ever having to dial 9-1-1. Located at our public website,

Does TPD want you to quit reporting minor crimes?
NO!!!!!!!!
REPORT EVERY CRIME, but if it is a NON-EMERGENCY crime, use alternate means to contact police other than calling 911. Anything that relates to immediate danger is for the 911 operator.
How bad is the staffing shortage? TPD is currently staffed at 811 commissioned officers. The City budget authorizes them to be staffed at 880. They are losing about 8 officers a month due to attrition (retirement, better paying departments in other cities, leaving the profession, etc.) Also, for various reasons, there are fewer people choosing to enter the profession of policing, so an influx of new officers is not keeping up with attrition.
Getting more officers. Please spread the word and encourage young people to look into becoming a police officer. It takes about a year and a half to become a commissioned officer. TPD is especially targeting the 18 - 21 year old population to become trained first as non-commissioned Community Service Officers (CSO) and then they can move on to the Police Academy. The CSO job involves driving in marked police cars and responding to calls of burglary, traffic accidents, and found property. CSOs also interview witnesses and victims, collect forensic evidence, complete reports, and testify in court. Being a CSO is a great stepping stone to being a commissioned police officer and deciding if the profession is a calling for you.
Volunteers for TPD. There is also an opportunity for the general public to volunteer for TPD and relieve officers of some tasks. See the article block later in this newsletter for more information.
Giving money to beggars. Increase on beggars on the street. Captain Sayre told a story about a street beggar who wanted the Captain to know that he was not a thief. That he was able to afford his $60 -70 a day narcotics use by the $70 to $120 he "earned" each day begging. If you want to help, buy beggars food and/or give them information about the various shelters and churches that offer multiple services.
Don't give gift cards because they can be traded for drugs.

Neighborhood Public Park Returns
|
The International School playground, aka Jefferson Park School playground, will return as an official city sponsored after hours public park. The original "governmental" agreement with TUSD will be replaced with a separate agreement with the International School. Parks and Recreation and the International School are working on an agreement whereby the city will maintain the playground in the summer when the school is not in session and will keep the playground open to the public after school hours and on weekends. The city will provide watering and mowing in the summer and for playground lighting year round.
Additionally, surveillance cameras will be installed and additional dusk to dawn lighting on the north side of the playground. Further policing will be scheduled. This is a huge assest to our neighborhood increasing the security around the school and providing an official neighborhood park. The agreement will go to Mayor and Council in March and we hope for a finalized agreement by April. Many thanks to the International School, Parks and Recreation, and the Ward III office for their cooperation and support!

Start reviewing your Neighborhood Plan on March 19, 2018 from 6:00-8:00pm at the Human & Neighborhood Resources Building, 320 N. Commerce Park Loop
(off N. Bonita Ave between W. St. Mary's Rd and West Congress St, just west of the Santa Cruz River).
The second TRRG forum on Neighborhood and Area Plans will be held in the City's Human Resources building. The session will start with a presentation about the plans followed by a training session to start the process of evaluating individual neighborhood plans. Neighborhood Associations registered with the City will be receiving invitations in the coming weeks to participate in the training session. 1560 E Grant - March 6

The Jefferson Park home at 1560 E Grant Road has been cleared of debris. It has been almost ten years, one TV show, multitudes of code enforcement reports, many extensions, and interventions! Vehicle after vehicle was removed from the property March 6th. It took 2 days and several crews to clear the yard after the cars were removed. A special thanks goes out to the City Code Enforcement officer who did exceptional documentation, involved neighbors, and finally gave lengthy court testimony to persuade the judge to order abatement. The current order only allowed a clean up of the outside property. The home is condemned. If anyone is present on the property after dusk it should be reported to TPD.

Police also need us to "Harden the Target". LOCK your home, even when you are at home. LOCK your yard. LOCK your vehicle. Take steps to prevent the preventable crimes, like burglarizing vehicles or yards.
A narcotics user is usually a burglar. A burglar is usually a narcotics user. When medical marijuana became legal in some states the Drug "industry" moved to Heroin and made it cheaper and flooded the streets to make a profit and gain new customers. Due to how the drugs hit their systems, Heroin users tend to be the daytime criminals, especially early in the morning. The Meth criminals tend to be out at night (the vehicle door checkers). Most stolen goods end up at places like Craigslist, Offer Up, and Let It Go. Cardfather for gift cards and for silver and gold, shops like Cash for Gold and Good Ole Tom's. OR the stolen items may be traded with the Dealer in exchange for drugs. Stolen items can end up at Pawn Shops, but Pawn Shops are closely monitored by police and require ID, so stolen items are more easily traceable to the thief who brought them in. Pawn Shops are not used as often as the public thinks to fence stolen items. That said, still check nearby Pawn shops if you ever have items stolen. If you see someone having multiple yard sales more frequently than once a quarter, report it to Code Enforcement. That is why City ordinance allows only one yard sale per quarter per property. Thieves were disposing of stolen goods by having weekly yard sales.
RECORD your serial numbers. In this day and age, it is easy to photograph the serial numbers on your possessions. Police do recover items, but often there is no way to match the item with an owner and return it. Police are recommending using an online nationwide program called foundrop to help the public recover stolen items. It's free, you can register your lost or stolen property and see if it has been found.
A few weeks ago, Lt. Corey Doggett shared the following information about street beggars in the City of Tucson:
A person should NOT be in the median begging. That is a city code violation.
If the person is on a public sidewalk, then it is different. The violation is when they walk from the sidewalk and lean into the vehicle, or even just the lane of traffic to receive the money. If police see them do that, then they could be cited. You can call 911 if you feel the situation warrants it or you could call the front desk at the Hardesty Station. 791-4253 Either will create a call for service. TPD will then also work to keep an eye on those areas.
There has been an increase in thefts from vehicles. However, over half of the vehicles burglarized were unlocked. (This is also true of home burglaries). These are PREVENTABLE CRIMES.
Remember to lock your vehicles and remove all valuables. If you don't want it stolen, don't leave it in your vehicle. Because people often leave, laptops, ipads, money, wallets, purses, etc. in their vehicles, thieves have discovered that it can be just as lucrative to burglarize your vehicle, as it is your house, and it is a whole lot safer and quicker and often easier for them to burglarize your car.
Also, the old fashioned Club on your vehicle's steering wheel sends a message to the Bad Guys. "I've secured my vehicle, so you can't steal it. Therefore, I've probably secured the contents of my vehicle! Why bother breaking in?"

What's happening at Bookman's?
|
From Catalina Vista Newsletter: "Readying for the demolition crew, chain link fences were erected recently around the Campbell-Grant Southeast corner. Unfortunately the owners forgot to leave us any walking space on Grant Road. Steve Kozachik (SteveK) stepped in quickly and got the fencing shifted to meet City code.
The property is owned by Holualoa Companies a real estate investment firm managing assets that span the U.S. and Europe. The old movie theater and parking garage are still owned by Banner Health, a corporation with hospitals in Arizona, Colorado, Wyoming, Nebraska, Nevada, and California. (Banner Health will continue to use the parking garage for employee and contractor parking for the next few years.)
The future of these properties is as yet unknown. It is important to remember that this corner lot is an important part of Catalina Vista Neighborhood for which our CCRs remain minimally applicable and require a 20 foot setback. We expect any developer using the corner will apply to the City for Planned Area Development (PAD) approval. Meantime, the widening of Grant road has been delayed for phases IV and V for the next 6-8 years due to money issues. (Catalina Vista is in Phase V, the final widening segment.)
This means we could face a dirt lot at the corner for a few years. In an effort to ameliorate the situation, Steve Kozachik is trying to work a deal to have the City add some green space at the corner. Thanks Steve. We hope you are successful!" (

The UA has started the process of reviewing and revising its Master Plan, of particular importance to those neighborhoods abutting the UA, is the subject to water run-off from the UA, housing of students, and further encroachment into neighborhoods by UA sponsored buildings. i.e. Honors Dorm
