NABCA Control State End of Year 2018 Results
Published on College of Engineering, Michigan State University
During 2018 nine-liter case spirits sales in the control states grew at 2.8%, up from 2017's 2.5% and mirroring 2016's 2.8%. Shelf Dollars grew at 5.8%, improving upon 2017's 4.8% and 2016's 5.0%. 2018's volumetric growth, 2.8%, duplicates the Control States' long-term trend of 2.8%. 2018's growth rate was the first during the past six years that didn't lag its long-term trend. 2018's growth is consistent with a short-term cycle that suggests 2019's volumetric growth may be comparable to, or slightly better than, those reported during recent years, and 2019's dollar growth may be influenced by the same cycle.

Legislative support: Arizona Craft Distillers Guild
By Gary Ellam, Ph.D., Chair, Legislative Affairs, Arizona Craft Distillers Guild
The Arizona Craft Distillers Guild has language in our state's LIQUOR OMNIBUS bill (HB 2281) for 2019 that is a huge benefit to our industry as well as an essential part of maintaining operations. To summarize, the changes allow for the co location of wineries and distilleries with shared tasting rooms, currently the two separate licenses MUST maintain two separate facilities and not permit customers from co-mingling. There was a provision in the winery statutes that only permitted a distillery owned by a winery to produce a maximum of 1000 gallons and only from winemaking materials, this has been eliminated in entirety. Finally, and most importantly, it prohibits state and local agencies (minus our department of liquor) from viewing the bonded premises as public areas for any purposes of regulation or taxation. These areas will continue to fall under the purview of TTB and FDA without interference by state and local ordinances that may be in conflict with CFR or GMPs. Read more

The Search For Whisky Terroir: A Round Table Discussion
By Joseph V Micallef, Forbes Contributor
In recent years, the idea of "whisky terroir," the notion that a whisky should be uniquely expressive of the time, place and ingredients from which it was fashioned, has become increasingly popular. Recently, I sat down with three leading advocates of terroir in whisky. Simon Coughlin (SC), is the CEO of Global Whisky Brands at Remy Cointreau. He was an early proponent of barley varietal and location specific whiskies at Bruichladdich. Mark Reynier (MR), the former CEO of Bruichladdich, was also a prime mover in the distillery's experiments with terroir driven whisky and has continued his efforts as the CEO of Ireland's Waterford Distillery. Rob Arnold (RA), the head distiller at Fort Worth based Firestone and Robertson Distilling Company, has been conducting similar experiments in the US with corn.

Private liquor sales on table for Asheville,
rest of North Carolina, Sen. Edwards says
By Joel Burgess, Asheville Citizen Times
ASHEVILLE - Republican N.C. Sen. Chuck Edwards told a conservative business group Friday he was open to privatizing government-controlled liquor sales and that a committee he is chairing has some sway over the issue.
"Lots of folks already are coming to me and talking about changes to North Carolina's antiquated ABC laws to make things streamlined both for folks who administer that and for business," said Edwards, who represents part of Buncombe County including Asheville and all of Henderson and Transylvania counties.

Alabama lawmaker looks to privatize state alcohol retail sales
By Kristen Conner, WHNT News
DECATUR, Ala. - Alabama Senator Arthur Orr is again trying to shake up the state's alcohol retail sales. He's drafting a bill to file in the Alabama Legislature's upcoming session in March that would eventually do away with state-run ABC stores.
Orr (R-Decatur) is looking to phase out Alabama's 170 ABC stores over a period of several years by privatizing the retail function of the Alcoholic Beverage Control board.
"Why are we in the liquor business to start with?" Orr said. "We would wind up the liquor sales at the retail level. It would take time to do, but we wind it up and just let the private sector compete and sell liquor wherever they want to sell."
