Annual Rent Registrations
In response to the COVID-19 pandemic crisis, DHCR has extended the July 31 deadline for filing the 2020 Annual Rent Registrations to September 30, 2020. We encourage our clients to use this additional time to carefully review and complete the required paperwork. The DHCR now requires annual rent registrations to be submitted online. Rent Increases
The RGBO order #52 applies to renewal leases for rent-stabilized apartments and lofts beginning anytime on or after October 1, 2020, and through September 30, 2021.
For a one-year lease: 0%
For a two-year: 0% for the first year of the lease and 1% for the second year of the lease.
Ban On Late Fees Extended
From March 20 until August 20 owners may not send out rent demand, and are not entitled to, any payment, fee, or charge for late payment of rent.
Showing Apartments
Apartment showings are allowed only in unoccupied or vacant units (that is, the tenant is not inside the unit).
All individuals visiting the property must wear a face covering at all times.
Replace or clean and disinfect gloves after every showing (as applicable).
Clean and disinfect high-touch surfaces (such as handrails, doorknobs, etc.) before or after every showing.
Virtually stage showings to avoid the congregation of people outside and inside properties.
Use Of Security Deposit For Rent
If a residential tenant is eligible for unemployment insurance or benefits under state or federal law or is otherwise facing COVID-19 financial hardship, he may (at his sole option) request that the owner apply his security deposit (including any accrued interest) to pay past due rent or future rent.
HCR COVID-19 Rent Relief Program
For low-income renters that have had an increased burden paying their rent during the pandemic, you can direct them here. DHCR has a program to subsidize low-income tenant’s rental payments. The amount of the RRP rent voucher would be calculated to cover “the gap between [a tenant’s] pre-COVID rent burden and their new rent burden” up to 125 percent of the federally mandated fair market rent.

The Council is comprised of 51 elected officials, representing different districts within the five boroughs of NYC.
