UWP and PA 2-1-1 partner with Unite Us to offer a comprehensive statewide Social Determinants of Health solution in response to DHS request for information
The concept we submitted, called PA Care360, leverages an existing, comprehensive, locally-sourced resource guide provided by 2-1-1 with the proven coordinated care system offered by Unite Us. The result of this partnership is care delivery infrastructure that can screen consumers, facilitate care and coordination across services, and track all SDoH outcomes delivered throughout communities.
PA Care360 is modeled after a statewide initiative with HHS across North Carolina. Unite Us frequently partners with 2-1-1 programs to leverage existing contact center and resource database infrastructure, while enabling care providers to not merely send referrals, but collaborate around patients as a community care team, track their shared clients, and aggregate structured data on actual care outcomes at scale.
Unite Us is a cloud-based care coordination software and change management solution, focused on connecting the healthcare, behavioral health, and social service supply chain together as one connected ecosystem. Unite Us is the leading platform in the industry, launching over 48 accountable, coordinated networks across the country, enabling service providers across communities, cities, counties, regions, and states to collaborate in real-time around every consumer, and collect data on each client's outcomes and total health journey. All other vendors in the space combined have launched fewer than 4. The largest health plans, systems, and governments have chosen Unite Us as their infrastructure to support the connectivity needs between the healthcare and social services ecosystem.
PA Care360 is focused on real-time coordination among quality and accountable organizations delivering services in a person-centered approach - not merely referring from a resource list. A true coordinated system begins with a robust, vetted, locally-maintained resource directory that can be used as an entry point for consumers. PA Care360 goes miles further, by leveraging its proven model for equipping organizations to perform collaborative case management, allowing visibility across the entire care journey, and capturing structured data showing all outcomes.
DHS issued the RFI to learn more about options to address social determinants of health and care coordination. Some respondents will be invited to give vendor presentations as a next step in the process. This is a priority of DHS in the second term of the Wolf administration.

Start Strong PA campaign for infants and toddlers launches with strong bipartisan support
This week, UWP participated in the
Start Strong PA campaign launch to help Pennsylvania's infants and toddlers have access to affordable child care. The
Start Strong PA coalition includes Fight Crime: Invest in Kids; First Up; Mission: Readiness; Pennsylvania Head Start Association; Pennsylvania Partnerships for Children; Public Citizens for Children and Youth; Trying Together; and United Way of Pennsylvania.
Start Strong PA has four main policy goals:
- Increase funding for high quality childcare;
- Increase reimbursement rates to pay providers adequately;
- Help build the capacity of the child care workforce to attract, fairly compensate, and retain a talented workforce; and
- Ensure childcare programs are efficient and effective.
UWP understands the importance of access to high-quality and affordable child care for the families in our communities and have committed to advocating to support the policy goals of the campaign. The Start Strong initiative has widespread bipartisan support from both chambers, as well as the administration. FEDSD texting project on hold pending Feb. 15 expiration of the agreement to re-open the federal government
|
On Monday, January 28, PA 2-1-1 texted subscribers who signed up to receive daily informational resources intended to help employees impacted by the partial federal government shutdown. We explained that we would be discontinuing daily messages, but will activate again if the government is shut down after February 15. The government shutdown resources web page is still active.
From January 1, 2019 through January 25, 2019, PA 2-11- fielded 247 contacts from furloughed federal workers. 237 of the 243 contacts have been from PA; other states heard from include New York and Ohio. Contacts have come from 24 of the 67 counties in PA including: Allegheny, Berks, Blair, Bucks, Cambria, Centre, Chester, Clinton, Columbia, Cumberland, Dauphin, Delaware, Erie, Franklin, Indiana, Lackawanna, Lancaster, Lehigh, Luzerne, Lycoming, Montgomery, Northampton, Philadelphia, Somerset, Washington, Westmoreland, York.
Since the launch of the government shutdown resources web page on January 17th, 2019, it received 1,066 unique page views. This accounts for 869 new users and 197 returning users over that time frame. 807 of those unique page views took place on a mobile device or tablet. 485 are referred through Facebook, 324 are through direct clicks on links (such as in a text message or email), and 143 are referred through Twitter.

Charitable forecast for 2019 and 2020 predicts individual
giving will trail overall philanthropic growth, with foundations and estates driving growth

According to the
Philanthropy Outlook for 2019 and 2020, researched and written by the Indiana University Lilly Family School of Philanthropy, if the economy remains strong, Americans should see an overall growth in charitable giving. However, individual giving will grow at a much slower rate. Federal tax reform, which greatly reduced the number of itemizers and therefore the number of Americans who will receive tax benefits from their charitable giving, is named in the outlook as a reason for this.
Total charitable giving is projected to increase by 3.4% in 2019 and 4.1% in 2020. Individual giving is project to grow by 2.1% in 2019 and 3.4% in 2020. Corporate giving is projected to increase 3.2% in 2019 and 2.6% in 2020. Growth in giving by foundations will range from 6 to 7 percent in each year, and growth from estates will exceed 5 percent in 2019 and 2020.
Among the categories of charities studied, public benefit organizations will see the lowest rate of growth. Education and health will be high growth sectors. The study takes into account factors such as macroeconomic growth, stock market volatility, and donors' responses to tax policy change.

United Way Worldwide is leveraging the buzz and excitement of Super Bowl to broadly share the good news that Character Playbook is now available at no cost to schools or local United Ways for any community interested in implementation.
The Character Playbook is a completely digital in-school program that teaches students how to build healthy relationships and make good decisions.
The program is available at no-cost to any middle school interested in implementing the program.

UWP Annual Conference Update: New Venue, Same Good TImes

United Way of Pennsylvania's Annual Conference will be in State College on June 5th-7th. The conference has been moved, due to renovations, from the Atherton Hotel to the Days Inn by Wyndham on Pugh Street.
UWP is excited to be visiting the center of the state in 2019 as we launch our ALICE Project and provide innovative and excellent sessions for your United Way staff to be a part of!

Lauren is a senior at Dickinson College in Carlisle, studying American Studies and political science. She previously held internships at the Maine Coalition Against Sexual Assault, researching legislation on child sex trafficking, and at and Planned Parenthood Maine Action Fund, doing deep canvassing work on reproductive health. Lauren is extremely excited to intern at United Way, where she will be focusing her time on 2-1-1 and the ALICE project.
