MSSC Aligns with President Trump's Prison Reform Goals
In his State of the Union address the President reiterated his support for criminal justice reform, citing the
First Step Act
which passed Congress in December with strong bipartisan support that "will give inmates a second chance."
MSSC's rapidly growing programs in 32 federal and state prisons offer a national model for providing pre-release populations with nationally portable industry certifications. These programs are seeing recidivism rates as low as 12% vs. national average of 77%, putting these individuals on a career pathway with strong wage growth opportunities. MSSC to Announce New Certified Automation Technician (CAT) at ProMat
MSSC Chair, Leo Reddy, and Amatrol President, Paul Perkins, will lead a workshop in Chicago on April 8 to announce a new "CAT" education and certification program. The workshop will take place as part of a Symposium organized by the NSF-supported National Center for Supply Chain Automation in connection with the April 8-11 ProMat Trade Show and Conference organized by the Material Handling Industry (MHI) at McCormick Place.

install, support, operate, maintain or upgrade the automated material handling equipment that support the supply chain.

MSSC Board Secretary Bryan Albrecht to Serve on NSF Panel on the Future of Work
The National Science Foundation has established The Future of Work at the Human Technology Frontier program as one of its 10 Big Ideas to push forward the frontiers of U.S. research and provide innovative approaches to solve some of the most pressing problems the country faces.
Bryan Albrecht, President of Gateway Technical College, Kenosha, WI, has
been selected to serve on the panel of advisers for this national study.
Gateway is currently expanding programs in advanced manufacturing and engineering to include machine language, smart sensors, data analytics and additive manufacturing processes. Dr. Albrecht also serves as MSSC's Board of Directors Secretary.

Madison Correctional Facility & Ivy Tech Community College Gives Inmates a Second Chance with MSSC Certifications
The Madison Correctional facility based in Madison, Indiana is at the forefront of certifying students who are currently incarcerated and upon release seeking to jumpstart a career path in advanced manufacturing or logistics.
Through a partnership with, Ivy Tech Community College- Madison Campus, this successful model begins with students earning the full MSSC Certified Production Technician (CPT) Certification.
At a ceremony in August 2018 Indiana Governor, Eric Holcomb, gave an address to women who are being awarded and recognized for their hard work and accomplishments while earning the CPT certification and other industry recognized credentials amongst facility staff, community, and family members.

Students Needed for Free Manufacturing Training

"The need for a qualified workforce in the region continues and the West Central Ohio Manufacturing Consortium is working to meet the industry's needs.
A new and improved course of training is about to get underway and they are looking for students. They are once again teaming up with Rhodes State College for the free manufacturing training combining the basic curriculum with manufacturing skills standards giving students a chance to earn the Manufacturing Skills Standards Council's certified production technician national credential."

State CTE Policies: 2018 Year in Review
In 2018, 42 states and Washington, D.C., passed a total of 146 policy actions related to CTE and career readiness, including legislation, executive orders, board of education actions, budget provisions and ballot initiatives. Completed by AdvanceCTE and ACTE, it is a comprehensive national snapshot of state activity and provides a critical opportunity for state and national leaders to reflect on national trends and consider future directions. In 2018, the top policy areas of focus included:
- Funding
- Industry partnerships/work-based learning
- Dual/concurrent enrollment, articulation and early college
- Industry-recognized credentials, tied with graduation requirements
- Access/equity
A similar report was published by the Education Commission of the States that provides a policy snapshot of state activity related to career and technical education policy. The report provides examples of several specific states activities. The report can be downloaded here.

The Trade War is a Farce
A recent article authored by Ken Pulverman makes the case that talks around global trade are missing the real story and that manufacturing is coming back to first-world countries, and we have no idea how to fill these new, more sophisticated jobs.
According to a report by the Reshoring Initiative (MSSC Board Member Harry Moser is President), in 2017, companies announced 171,000 manufacturing jobs brought to the U.S. from offshore (90% of the total number of manufacturing jobs added that year), up 52% from 2016. Individually, companies need to embrace the concept of reshoring and start designing their factory of the future now.
They also need to consider what technologies will augment these workers to quickly deliver the precise and demanding work needed to staff their next-generation factory.

States Measuring Career Readiness
Shortly after the Every Student Succeeds Act (ESSA) was passed, the Obama administration developed regulations requiring states to publish their performance report cards by December 31, 2018. When Congress overturned those rules in early 2017, it left states without clear guidance on the deadline to release their report cards. While several states have published information on 2017-18 student performance, many have yet to do so. Significantly, more than 30 states are measuring career readiness on their state, district and high school report cards, some for the first time.
