Important Invoicing, Contracting and Funding Update 
Virginia Community Action Network Colleagues, we want to provide an update on funds received to date, and our plans for completing this program year. As you know, we issued a contract for the full year based on a best guess estimate. We have received funding letters very sporadically this year. Our last letter covered the period from January 17th to February 8th. We have been processing invoices, even as some agencies have exceeded the amount received to date. We need to get more in line with the anticipated funding, as we will need to square up the contract to our actual funding received in the fourth quarter. Our current plan is to process invoices for February. February is the 8th month of this program year, therefore our expectation is that agencies would be invoicing for about 67% of their funds at this point in the year. We recognize that some agencies may request more earlier, knowing they will not have much left at end of year. We will be asking agencies that are requesting more than 67% of total budget (not including the carryover budget, which is funds from past year) through February to provide additional information. We also will be looking to ensure that we bring reimbursements back in line with actual funds received very soon. Once we receive the funding letter that ensures funds through late March, we will send each agency updated information on their expected contract amount for the year. We will need to stay in close contact with the network in April, as we will need to ensure we do not approve any invoices for funds we will not receive in the final quarter (April to June). At the point that we receive our final funding letter for this program year, that gives us our actual total received through June, we will then begin the process of modifying contracts to the actual amount received. Thank you for working with us as we attempt to provide the timeliest funding possible to agencies during this period of continuing resolutions and the receipt by our office of short-term funding letters. Community Action Plan and CSBG Reporter Training
As you may know we have agency representatives testing the new Community Action Plan module of CSBG Reporter, testing has taken a week longer than anticipated. The developers are making a few changes and we hope to have a training webinar within the next two weeks. Further information will be sent out when a training date has been finalized. 
CSBG State Plan Comment Period
As discussed on our webinar February 14th, the first comment period for the 2018-20  State  Plan is open through  March 14th. We have uploaded that webinar  here, along with the PowerPoint from the webinar, and the Model  State  Plan document that has been completed to date. If you did not see the webinar this week, you may want to start there, but the key point is to provide feedback to our office on the information we are entering into our Virginia  State  Plan for the next two years. You can submit comments to  [email protected], and we will consider them and make changes prior to the second comment period. Neighborhood Assistance Program Informational Webinar 
The Neighborhood Assistance Program application for the FY 2018 - 2019 program period will be available by email and posted on the Virginia Department of Social Services (VDSS) web page on March 19, 2018.   The completed application and supporting documents must be received in the office of VDSS by 5:00 p.m. on Tuesday, May 1, 2018
 
NAP will be conducting a webinar designed specifically for Community Action Agencies. The webinar will focus on how agencies can use NAP Credits and briefly discuss the application process. You will also hear from agencies currently using NAP credits within their organization.

Network Highlight
Ann Kagie CSBG Award Honors Reba Bolden
 
Anthony Conyers, Interim Executive Director for the Williamsburg-James City County Community Action Agency, accepted the Ann Kagie CSBG Award at the NASCSP Conference on March 1st in Arlington on behalf of Reba Bolden. The Ann Kagie award is presented each year to an individual at the national, state, or local level that has made significant contributions through CSBG in their field. Reba was submitted by the Virginia Community Action Network for consideration for the award, and the entire network wishes to thank and recognize Reba for her years of service to Community Action. We also want to extend our condolences, and support for the future, to the entire staff at W-JCC CAA.

Save the Date: 2018 Virginia Volunteerism and Service Conference 


The Annual Virginia Volunteerism and Service Conference is the Commonwealth's leading conference for organizations and individuals making a difference in their communities. Presented by the Virginia Office on Volunteerism and Community Services and the Virginia Service Foundation, this highly-interactive two-day conference featured a diverse array of instructional workshops, networking events and opportunities for service.

The 2018 Conference will be held May 21-22, at the Doubletree by Hilton Hotel Richmond - Midlothian.

The conference is open to the public and is ideal for volunteer service leaders, nonprofit executives, faith-based organization leaders, and government agency personnel.  Registration includes a networking reception, two breakfasts, two lunches, and two full days of workshops (30+ total!). General Registration is $160 person.
