NC Rate Bureau Requests 17.4 Percent Rate Increase

The North Carolina Rate Bureau has requested a 17.4 percent increase in homeowners' insurance rates effective October 1, 2019. The Rate Bureau claims this year's increase is needed to cover increased losses, hurricane losses and the net cost of reinsurance.

Last year, the Rate Bureau requested an 18.9 percent increase in homeowners' insurance rates, but Insurance Commissioner Mike Causey settled, instead, on an average 4.8 percent rate increase.

A public comment period is required by law to give the public time to address the Rate Bureau's proposed rate increase. BHI property owners are encouraged to provide comments on the proposed rate.

There are three ways to provide comments:

  • A Public Comment forum will be held to listen to public input on the Rate Bureau's rate increase request at the N.C. Department of Insurance's Second Floor Hearing room on February 26, 2019, starting at 10 a.m. until 4:30 p.m. The Department of Insurance is located in the Albemarle Building, 325 N. Salisbury St., Raleigh, N.C.
  • Emailed public comments should be sent by February 26, 2019, to: 2018Homeowners@ncdoi.gov.
  • Written public comments should be mailed to Tricia Ford, Paralegal Administrator, to be received by February 26, 2019, and addressed to 1201 Mail Service Center, Raleigh, N.C. 27699-1201.
BHA will keep property owners informed of any developments regarding the proposed increase.
Meeting Weekend Schedule

The last weekend in January is referred to 'Meeting Weekend' and for good reason. In addition to BHA's Annual Meeting, other homeowners associations and organizations use the opportunity to gather their respective audiences annually. Here's the schedule:

(With the exception of the Conservancy's meeting, all other meetings will be held at the Association Center - 111 Lighthouse Wynd.)
  • BHA Annual Meeting - 9am-10:30am*
  • The Villas Association Annual Meeting - 1pm-3:30pm
  • BHI Conservancy Annual Meeting - 1pm-2:30pm
  • Flora's Bluff/Killegray Annual Meeting - 2pm-4pm
  • Village of BHI's Hurricane Florence Public Forum - 4pm-6pm

Reception at the Village Chapel from 11:30am-12pm - with the Chapel Board meeting immediately afterward

Why Can't I Recycle Plastic Bags?

Users of plastic bags may find it helpful to know that even though they have the recycling symbol on them, the recycling industry doesn't want us to put single use plastic bags into co-mingled recycling. CLICK HERE to view a great video from PBS on why and what users should do instead.

BHA's 2019 Annual Meeting
Saturday, Jan. 26th at 9am
Association Center

All BHA members should have received by now their information regarding the 2019 Annual Meeting, as the packets were mailed in mid-December. A couple of voting reminders:
  • Proxies must be signed and dated and received by BHA by Thursday, Jan. 24th in order to be counted.
  • Proxies can be sent via fax (910-457-4677), email (carrie@baldheadassociation.com), mailed (PO Box 3030, BHI, NC 28461) or dropped off at the office (111 Lighthouse Wynd).
  • If someone else is voting for you on the day of the meeting, they'll need to bring YOUR signed, dated proxy to give to BHA.
  • Members who wish to vote at the meeting will be given a ballot that day.
Send any questions regarding the meeting, proxy, voting or attendance to Carrie Moffett ( carrie@baldheadassociation.com).
2019 ARC Meeting Schedules

The Architectural Review Committee is divided into two sections in an effort to manage the volume of submittals. Section A reviews submittals generally from single family properties. Section B reviews those from the planned unit developments and multi-family sites. Contact Karen Mosteller ( karen@baldheadassociation.com) or Julie Starcher ( julie@baldheadassociation.com) with questions.

BHA's Boat Park and Community Garden

Spaces are available in BHA's newly expanded boat park and the community garden. Boats that fit the Village ordinance requirements of 16hp/25 feet in length can be stored on an annual basis. The storage area has been completely overhauled and offers wider spaces with a marl entrance and parking area. The community garden area has also undergone a facelift and provides areas for gardeners to plant flowers, vegetables or other items of enjoyment (legal ones, of course!)

American Flag Disposal Available

Don't forget that BHA collects American Flags that have been damaged and staff takes them to the mainland for proper disposal. Drop flags off between 9am - 4pm, Monday through Friday.

Village of BHI Hurricane Task Force Needs Input

From the Village...As a reminder, the Hurricane Florence Task Force is looking to receive public comments and suggestions as they are currently reviewing the Village's planning for and response to Hurricane Florence to identify both areas of excellence and opportunities for improvement, and with the longer-term goal to identify actions that will strengthen the Village's ability to respond to a variety of future major disasters, including both operational and infrastructure changes.  The Task Force is soliciting written public comments to their e-mail address below and ask that comments be sent before January 15th, 2019.  The e-mail address is:
 
 
Following the deadline for public comments will be a "listening session" moderated by Chris May, Executive Director of the Cape Fear Council of Governments.  This listening session will be held at the Bald Head Association Center on Saturday, January 26th, at 4:00 p.m. as part of "association weekend" and will provide an additional opportunity to share your views on issued related to Hurricane Florence.
Haven't Registered Your Golf Cart? It's Already Late

All golf carts on BHI must be registered annually before the end of each year through the Village of BHI's Public Safety Department. The initial registration must be completed in person at Public Safety (252 Edward Teach Extension) but renewals can be completed online.

Deer Immuno-contraception Effort Extended by Village Council

At its December meeting, the Village Council voted unanimously to continue the effort to control BHI's white-tail deer population through immuno-contraception. The Council directed staff to pursue authorization of a 3-year permit.

Old Baldy Closed Until March 1st

Old Baldy is closed for the season to conduct inventory and for the annual cleaning of the offices. The lighthouse and museum will reopen on March 1st.
Howl at the Moon Sunset/Moonrise
Sunday, Jan. 20th from 4-6pm & Lunar Eclipse from 10:30pm-?

The next Howl at the Moon will be held on  Monday, Jan. 20th from 4-6pm at Access #39. BYOB and an appetizer to share. As always, the Maritime Market will bring a pot of soup for all to enjoy. This month, there will be a lunar eclipse later that evening so everyone will gather again by 10:30pm at the same location to view the full "blood moon."
