While it's not technically winter yet, you wouldn't know it by the weather this week - brrrr! Hopefully you're staying warm as you read this and plan out your week. Nicer weather is in the forecast, but not for a while yet so bundle up!

Current Projects
Washington Complete Street Project

The contractor began work on Monday, Sept. 17. Washington Avenue is closed from just east of the 7-11 entrance down to Iowa Dr.  There are detours in place. The road is anticipated to re-open in mid-December. 

Meantime, Washington Ave. is open to local traffic only. Other traffic will need to use the detours on Hwy 93 and Hwy 58.

2018 Utilities Replacement

Diamond Contracting continues water main replacement on Orchard St and W 5th Ave. Paving is expected to be completed by October 10.

2018 Street Improvement Program

Work is underway on the final streets scheduled for this year's paving program.  Work is expected to wrap up this week.

Extended Street Closure on 17th Street

17th St. from Washington to Jackson is closed for construction staging and access for the Colorado School of Mines project at 1750 Jackson St. The road is scheduled to reopen October 30.

Community Sustainability Advisory Board Study Session
 
The Community Sustainability Advisory Board will meet in Study Session on Wednesday, October 10 at 6 p.m. in the Golden Community Center at 1470 10th Street.

City Council Regular Meeting
 
City Council will meet in regular session on Thursday, October 11 at 6:30 p.m. in the Council Chambers at 1470 10th Street.

At the meeting, City Council will consider the following:
  • Consent Matters - All items listed under Consent Matters are considered to be routine and will be enacted by one motion and vote. To see all items included in the motion, please see the meeting agenda.
  • City Council will consider requests to designate both the Golden Mill and Golden Mill Mural at 1012 Ford Street as historic sites within the City of Golden pursuant to Chapter 18.58 of the Golden Municipal Code.
  • City Council will consider a request to amend Chapter 18.70 of the Golden Municipal Code to allow an early start for qualified affordable dwelling units, pursuant to the Community Housing Goals and Strategies of the Comprehensive Plan. City Council will conduct a public hearing on the request.
  • City Council will consider a request to amend Chapter 18.40 of the Golden Municipal Code to increase the standards for the Tier 2 Bonus Criteria related to building height in specially designated zones.
  • City Council will consider a request to amend Chapter 18.26 of the Golden Municipal Code to allow more flexibility for locally produced products at Neighborhood Farmers' Markets. City Council will conduct a public hearing on the request.

9Health Fair
 
This is your chance to make health a priority for you and your family in a convenient location with free health screenings and low-cost blood work. Check out the new heart health (hs-CRP) and blood type (online only) screenings in addition to the comprehensive blood screenings, and a wide array of free health checks. Plus, this fall, get a FREE flu voucher with purchase at any fall fair.

The 9Health Fair takes place on Saturday, October 13 from 8 a.m. to noon at Bell Middle School, 1001 Ulysses St.

Chili Cook-off & Beer Tasting
 
A Golden tradition, the Knock Your Boots Off Chili Cook-Off and Beer Tasting is now in its 11 th year!

General admission tickets include free samples from over 30 chili competitors, 90 different beers (courtesy of Coors Distributing), and a live show by country faves  Buckstein.

Chili cooks compete for the People's Choice award in three categories: Red Chili, Green Chili, and White Chili.

A portion of the proceeds goes towards the Golden Chamber of Commerce's Scholarship Fund for Golden High School and St. Jude Children's Hospital.

The event will take place on Saturday, October 13 from 1 to 4 p.m. in Parfet Park, corner of 10th Street and Washington Avenue.

Statewide Ballot Issues Community Meeting

This Statewide Ballot Issues community meeting happens on Saturday, October 13 from 1 to 3 p.m. at the Jefferson Unitarian Church. Free and open to the public, the meeting is co-sponsored by the League of Women Voters of Jefferson County and the Jefferson Unitarian Church Community Action Network (JUC CAN). 

All statewide ballot issues will be explained and pro/con arguments will be presented. Representatives from both sides of each issue have been invited to have a display table and answer your questions. No candidates will be present. Ballot issue pamphlets from the League of Women Voters will be provided free of charge. More information is available at Jeffersonunitarian.org and on Facebook.

You're Invited! Mayor's Community Celebration Oct. 30

Mayor's Awards for Excellence
The tradition continues for the 8th year in a row, as Golden's Mayor Marjorie Sloan honors outstanding individuals and organizations for their exceptional contributions to Golden with the Mayor's Awards for Excellence. The winners will be awarded at the Mayor's Community Celebration  Tuesday, October 30, 6:30 p.m. at the Mines Campus Student Center at 1620 Maple St. Golden. The event is free and this year, don't forget to bring your non-perishable food contributions for the "Trick or Treat so Golden Can Eat" canned food drive. Each year students from Colorado School of Mines collect non-perishable food donations from the community on Halloween to help support families in our community in need. (See the article below for more details). This year, the Mayor's Community Celebration offers another venue to make your donation to this worthy canned food drive.
Trick or Treat So Golden Can Eat!

On Halloween night, Wednesday, Oct. 31 from 6 to 8 p.m., students from the Colorado School of Mines will go "Trick or Treating," but instead of collecting candy, they collect canned goods. All of the cans will go back to the local food bank to be donated to Golden community members in need. They'll collect as many cans as they can, so please have your donations ready to go!

Around Town
The City is Seeking Proposals for the Astor House
 
A Request For Proposals (RFP) has been issued to help determine the best possible future uses for the Astor House.

The Astor House inhabits a special part of Golden's history and lore. The 150-year-old structure was built in 1867 and served as a hotel and boarding house for more than a century. The building was saved from demolition in the 1970s, came under City ownership, and was made into an historic house museum. In 2015, the Astor House underwent a major structural rehabilitation that effectively left the building structurally stable but the interior gutted with no ceilings, walls, plumbing, or electrical.  The decision was made to not complete interior finishes until a determination is made as to the use or disposition of property. Cost estimates anticipate a minimum of $500,000 to make the building inhabitable. The City replaced the roof in August 2018. The property is zoned C-2.

The City previously considered several options for building use. These included other types of museums, office space, bed and breakfasts, special event rental space, conference space, etc. An extensive feasibility study was conducted in 2017 to evaluate a Colorado Beer Museum concept for the property. The findings of the study were that the standalone Astor House is an insufficient and inadequate space for a successful Colorado Beer Museum and that the Astor House is ill-suited for ANY standalone museum to sustain itself. Copies of the complete feasibility study are available for review.

While the City's Golden History Museum and Park division utilized the building in the past, staff determined that the structure is not ideal for any current municipal use.  According to the City Attorney, because the property was purchased for municipal use, any other type of use would be subject to a vote of the people for approval. City Council directed staff to solicit Requests for Proposals (RFP's) to help determine best potential future uses and whether or not a vote of the people would be required.
