LOT SPLIT AND DEMOLITION UPDATE

The City Planning Commission will vote on the adoption of the new Subdivision Rules and Regulations

As discussed at the Mt. Lookout Community Council (MLCC) meeting on Monday evening, the City Planning Commission will vote this Friday (tomorrow) on the adoption of the proposed new Subdivision Rules and Regulations. This document is a product of the Subdivision and Zoning Working Group, which was appointed by City Council earlier this year to explore options to address the increasing number of house demolitions and lot splits taking place in our community (note that the term "subdivision" refers to practice of splitting a single lot into two or more parcels).

Some key elements in the proposed new regulations include:
  • Language that encourages developers or others planning to split a lot to make preliminary development plans available for public review and input prior to filing a subdivision application.
     
  • More stringent criteria pertaining to the creation of rear (or panhandle) lots.
     
  • New signage requirements for proposed property subdivisions. Signage must be posted on all lots for which subdivision applications are filed. Posted prior to the City approving the applications, this signage would indicate that a lot split is being considered at that location and would outline where the public can find more information and how to submit comments.
  • Adjustments to Minor Subdivision and Major Subdivision designations. The number of lot splits that qualify as a Minor Subdivision will be reduced from five lots to three. This means that if a proposed subdivision will result in three lots or less, it will be considered a Minor Subdivision. If the result is four lots or more, it will be considered as a Major Subdivision and subject to additional development requirements.
