August was a very busy month for me and my office. As some of you may know, August is budget planning month and therefore, my calendar is inundated with meetings regarding the city budget and resource allocation. I was happy to be reappointed as the Vice Chair of the City's Budget Oversight Committee (BOC) which means that in addition to the regular council budget briefings, I attend special meetings of the BOC and make sure that our budget decisions reflect a prudent approach to spending and of course, saving. It's been a real honor to serve on this committee and I am grateful that City Council officially passed the budget this past Tuesday.
In terms of my meetings, here's a recap of the number of meetings I attended in August.

ELECTRONIC SCOOTERS
 Recently the City has begun a pilot program to allow electric scooter rental stations on public sidewalks. This pilot program requires that riders wear helmets, ride only in the street, and obey all traffic laws.
These businesses that are currently operating in Long beach under this pilot program have caused some concerns from residents. The City has set up a call center for this e-scooter program for residents to call with questions or concerns.

This program is going until October, and then at that point the topic will be brought before the City Council for the first time to discuss if any longer term permits will be allowed. These are a new technology and a new business model so we expect that there will be a number of issues that need to be addressed. MORE BEACH ENFORCEMENT HAS BEEN APPROVED
 Last month Councilwoman Price brought an agenda item before the City Council directing City staff to develop a plan for additional enforcement along our beaches. There have been concerns with beach camping, with violations of beach hours, and with trash and problems with widespread littering. Now, the Councilwoman has directed the City Manager, the Police Department, the Homeless Outreach team, the Quality of Life team, the HEART team, Parks Recreation and Marine Department, and Public Works to all work together to develop a plan for how the City can increase enforcement and reduce violations on the beach. This is a big step in ensuring that our beaches are well maintained and provide a great space for recreation and enjoying our largest open space.

HOMELESS OUTREACH SUCCESS STORIES
We may not give updates every month on the progress being made to address homelessness here in Long Beach, but that doesn't mean there is not great news occurring. Here in the Third District we are lucky enough to have the East Division Police Department's Quality of Life team who, day in day out, do the hard work of contacting homeless people with the goal of getting them into services that get them off the street long term, and not just for a day or two. This is often a thankless job that works hard hours in locations that can be difficult to get in and out of, but they are doing fantastic work and making real impacts for individual homeless people and our community.
In general it takes 13 contacts with an individual homeless person before they are willing to accept services for housing assistance, rehabilitation, jobs training, mental health, or any other service that could lead to getting their lives back on track. So, these success stories represent real time and energy from our police department to build the trust and credibility with those individuals suffering from homelessness.
Here are a few of their recent successes in getting people off the streets and getting them the help they need.

Councilwoman Price and I enjoy meeting business owners
throughout the Third District, but when we find out they live locally, and have kids in our local schools, it makes it even more exciting. Joanna West is one of those local business owners. She is a resident of Belmont Shore with her husband and two boys, and she owns the Bar Method Long Beach at 6695 E. Pacific Coast Hwy. Her studio has been around for 6 years, but the Bar Method brand has been going strong for 17 years.

CITY COUNCIL UPDATES
City Council Meetings are held every Tuesday evening, with the exception of the last Tuesday of the month when council is "dark." Meetings are held in City Hall - Council Chambers (333 W. Ocean Blvd.) at approximately 5pm. Times do change, so please check with our office or website for exact times. City Council meetings are open to the public and we encourage your attendance, especially if there is an important topic up for discussion.

My name is Nathalie Soussan. I am a wife, mother of two and a resident of the 3rd District.
I left New England for warmer weather in 1999 and have been a Long Beach resident ever since. Belmont Shore reminded me of Nantucket so it was an easy choice. Fast forward several years, I got married, we now have two spirited elementary school kids...
My husband and I are both transplants and when our kids were young, we truly were clueless - Facebook was in its' infancy - I remember driving from Irvine to LA for activities and events. Eventually
we made some awesome friends by hanging out in our local parks and discovered many of Long Beach's riches.
This project found me last summer when I was at a career crossroads.
I fell in love with the concept of having everything in once place. I also
felt it was another way for me to give back and support this amazing city with a small town vibe all the while sharing some of the knowledge
I've acquired raising kids here in Long Beach.

SEPTEMBER IS CALIFORNIA PEDESTRIAN SAFETY MONTH
September is Pedestrian Safety Month and Long Beach Police Department (LBPD) will be joining the California Office of Traffic Safety (OTS), along with other law enforcement agencies, transportation agencies and pedestrian advocates to promote public awareness aimed at pedestrian safety.
The LBPD supports efforts by OTS to educate drivers that "Pedestrians Don't Have Armor." This campaign highlights the importance of pedestrian safety awareness, regardless of whether one is on foot or behind the wheel.
Both in California and nationally, the number of pedestrians killed or injured on roadways is rising at alarming rates. In 2016, 867 pedestrians were killed and more than 14,000 injured in California alone, a nearly 33 percent increase from 2012. In 2016, the LBPD investigated 16 pedestrian fatal collisions and another 335 major injury collisions.
Traffic officers working this enforcement campaign and on routine patrol will be focusing on drivers as well as pedestrians who violate traffic laws such as the following:
* Excessive speed
* Making illegal turns
* Distracted driving
* Failing to stop for signs and signals
* Failing to yield to drivers or pedestrians.
Safety goes both ways, drivers and pedestrians must work together to exhibit safe behaviors that protect themselves and those around them, reducing injuries and saving lives.
The LBPD reminds pedestrians of the following safety tips:
* Use crosswalks or intersections with a stop sign or signals
* Make eye contact with drivers
* Look before stepping into a crosswalk
Drivers are also reminded of the following:
* Be alert for pedestrians
* Use caution when backing up
* Always wait for pedestrians to safely cross the street, and be courteous and patient
Both drivers and pedestrians should avoid distractions by not using cell phones and being aware of their surroundings.
Funding for this enforcement campaign is provided to the LBPD by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

- The Los Cerritos Wetlands Authority (LCWA) is pleased to host a public workshop to present the Draft Optimized Restoration Alternative for the next phase of Los Cerritos Wetlands comprehensive restoration planning. The workshop will be held on September 26 at the Aquarium of the Pacific's Watershed Classroom in Long Beach. Development of an Optimized Restoration Alternative and production of a Program Environmental Impact Report is the next step in the LCWA's efforts to provide a comprehensive restoration plan for the Los Cerritos Wetlands.
Past work completed by the LCWA included production of the Final Los Cerritos Wetlands Conceptual Restoration Plan (Final LCW CRP), which was adopted by the LCWA Board of Directors in August 2015.
Using information contained in the Final LCW CRP, additional studies and baseline surveys completed since the Final LCW CRP was produced, and information obtained at the first public workshop held in March 2018, a Draft Optimized Restoration Alternative was designed for the entire Los Cerritos Wetlands complex. An overview of this Draft Optimized Restoration Alternative will be presented at the workshop. After the presentation attendees can ask questions of technical experts and offer comments regarding what has been designed to date.
Who is invited:All are welcome to join this workshop to learn about restoration efforts regarding the Los Cerritos Wetlands. This workshop is about wetlands and community, so be sure to invite your friends and neighbors.
What will happen at the open house: Beginning at 6:00 p.m., the LCWA's consulting team, spearheaded by Environmental Science Associates (ESA), will lead the public through a presentation of the details of the Draft Optimized Restoration Alternative design. Public feedback regarding the design will be solicited.
Who is the LCWA and their consulting team:The Los Cerritos Wetlands Authority is a joint powers authority composed of the City of Seal Beach, the City of Long Beach, the State Coastal Conservancy, and the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy. The ESA consulting team also includes Altman Environmental Consulting and Coastal Restoration Consultants.

This year the Office of the City Clerk is coordinating Voter Registration Drives with local high schools for National Voter Registration Day (NVRD), September 25, 2018. We will be working with students and faculty to coordinate events at Cabrillo, Jordan, McBride, Millikan, Poly, and Wilson High Schools.
On Monday, September 17, 2018, the Office of the City Clerk and the Los Angeles Registrar-Recorder/County Clerk is hosting a Voter Registration Training for students and faculty involved with NVRD and City employees who assist the public with voter registration forms. RUNWAY THE REAL WAY
 The Real Way will be held on September 27 at the Alpert Jewish Community Center in Long Beach. Now in its fifth year, this highly-anticipated event that benefits the programs and services of JFCS offers a new theme, according to event creator and producer Wendy Manasse Wiese. "This year professional models wearing fall fashions from Macy's Los Cerritos will show how the looks that walked the New York and international runways can be worn 'the real way', said Manasse Wiese. "Like the past two years, we anticipate another sold-out event!" she added.
RUNWAY begins at 5:30 p.m. with wine, a signature cocktail, and a variety of fresh, delicious salads and breads. The program begins at 7:00 p.m. The evening will conclude with the drawing of two lucky winners for the New York Experience. Each winner and the guest of his/her choice will fly to New York for two nights, and a visit to one of Hearst Magazines' premiere fashion titles-Harper's Bazaar, Elle, or Marie Claire. The winners will see the production floor and will also visit the fashion closet.
