CITY MANAGER 
City Manager's Weekly Report Update

This Weekly Report is sent every Friday and serves as the City Manager's "update" to City Council on items that are useful for scheduling purposes and/or communicating with constituents on matters of interest. It also  provides details on special events, and  City-wide accomplishments. Some examples include:
  • Project kick-offs and completions
  • Initiatives that will affect service valued by our residents
  • Construction updates
  • Updates on inter-governmental relations, and
  • Special Recognitions for outstanding achievements
ANNUAL HOUSEHOLD HAZARDOUS WASTE IS OCTOBER 20
Norman's annual Household Hazardous Waste Collection Event is scheduled for 9:00 a.m. to 2:00 p.m. October 20, 2018 in the southwest parking lot of the Lloyd Noble Center.   Citizens coming to the event need to enter from Jenkins or Chautauqua.  There is no charge to residents of Norman. 

The collection provides an opportunity for Norman residents to dispose of dangerous items that cannot be put in the waste stream or taken to the landfill.  Many items will be accepted as part of the event. These include: oil, paint, kerosene, cleaners, pool chemicals, pesticides, computers and computer accessories, automobile and small truck tires (without rims).  

Some of the items that cannot be accepted include: radioactive waste, explosives, medical waste, business-generated waste, household trash, and compressed gas or containers.  Products should be kept in their original containers and chemicals should not be mixed.  Re-usable household chemicals can be dropped off for redistribution to citizens.  Five-gallon buckets of recycled latex paint will be given away while supplies last.

Approximately 1,500 households disposed of waste material at last year's event, that included 46,000 pounds of chemicals, 1,100 gallons of used motor oil, 200 gallons of antifreeze, 17,000 pounds of latex paint, and 31,000 pounds of oil-based paint were brought to the event.  In addition, approximately 36,000 pounds of electronics (computers, TVs, etc.), 300 tires, and a number of old appliances (refrigerators, washers, dryers, etc.) were collected.  

Organizers are seeking volunteers to help with the event.  Some of the work assignments will include setting up the event, surveying participants, traffic control, unloading materials, and bulking paint and oil.  Those interested in volunteering for the event, can contact City of Norman's Environmental Services Division at 292-9731.
Stormwater Division Hosts Lake Thunderbird Watershed Blitz Park Clean-ups
The Second Annual Lake Thunderbird Watershed Clean-up Blitz is being held throughout the month of October in parks across the watershed as part of the Stormwater Division's ongoing public education and outreach efforts. On Sunday, October 28, the Stormwater Division will be hosting a park clean-up  at the Little Axe Community Center Disc Golf and Park from 3 p.m. to 5 p.m. Participants will be provided with trash bags, trash grabbers and gloves as well as water and snacks
 
The blitz will culminate in the Third Annual Lake Thunderbird Watershed Workshop and Clean-up Event at Lake Thunderbird State Park on November 3, 2018, which will be held at the Lake Thunderbird  Boat House from 1 p.m. to 3 p.m. Representatives with Keep Oklahoma Beautiful, Oklahoma Conservation Commission, Blue Thumb, and the Oklahoma Water Survey will be on hand to discuss water quality and Lake Thunderbird. Following a short presentation, participants will pick up trash throughout the park to have a hands-on, immediate impact on stormwater quality in the watershed.  Supplies and refreshments will be provided and prizes will be awarded. The Sailing Club will offer pontoon rides, weather depending. 
FALL CLEAN-UP IS UNDER WAY
Over 280 tons of material has been collected during the first two weekends of the Fall Clean-Up. The event runs through November 3, according to the following schedule: 
  • October 20 - Residents with Wednesday service
  • October 27 - Residents with Thursday service
  • November 3 - Residents with Friday service
Residents should have all items out by 7:30 a.m. on their designated Saturday, and may place items at the curb up to a week before their scheduled collection day.  Rural customers (east of 48th NE/SE) may call the Sanitation Division at (405) 329-1023 prior to October 6 to place their address on the pick-up list.

OCTOBER STREET SWEEPING 
For the month of October 2018, the Stormwater Division will conduct routine street sweeping activities on all arterial streets from 48th Ave W to 12th Ave E and Indian Hills Rd to Post Oak Rd. Residential curbed streets within the following areas will also be swept this month depending on weather and other work requirements:
  • 12th Ave NE to 36th Ave NE between Alameda Street and Post Oak Road
  • Berry Road to 24th Ave SW between Lindsey Street and State Highway 9

E-Scooter Revocable License Agreement
Staff sent a finalized version of the Revocable License Agreement to e-scooter companies that have located and/or indicated interest in locating in Norman. Changes discussed at the October 11th Council Oversight Committee were incorporated into the final version of the agreement that was sent. Once the required information and signed agreement are returned from the companies, the agreements will be brought forward to Council for final approval.

MAINTENANCE 

Parks Playgrounds
The turf contractor who installed the Lions Park Tot Lot safety surfacing has been on site this week to finish repairs to surface that was damaged during the flooding rains last month. The repairs were dependent on dry weather allowing the surface to be pulled and re-installed properly. The turf contractor has now moved to the new playground at 12th Avenue Recreation Center and will complete the installation of that safety turf system next week. 
   
SPECIAL EVENTS

Zombie Escape Oct. 20
The City of Norman Parks and Recreation will be hosting its third annual Zombie Escape on Oct. 20 at the Griffin Disc Golf Park from 5:00 p.m. to 7:00 p.m. Participants will be challenged to race through a one mile course while attempting to avoid zombies. Each participant will begin the course wearing a belt with two flags. Zombies will attempt to "infect" participants by snatching their flags. Those who complete the course with one or both flags still attached will be given a "Survivor" medal. Those who finish the course with both flags missing will be given an "Infected" medal. In addition to receiving a medal, each participant will receive a t-shirt and souvenir race bib.

Moonlight Masquerade Family Dance
The Norman Parks and Recreation department will host its first ever Moonlight Masquerade Family Dance at the 12th Avenue Recreation Center on Friday, October 26. This is the first dance sponsored by the City that includes the whole family or any dynamic in the family. There will be a DJ and music, haunted house, pumpkin patch and a flashlight candy hunt. This dance replaces the Mummy Son Masquerade Ball that turned into the Mother and Son Spring Dance last year.


@Legacy Concert Series 
The Norman Philharmonic will team up with the Boyd Street Brass this Saturday at Legacy Park for a sunset concert of "When Sousa Plays, America Sings". The concert is free to the public and will start at 6:00 p.m. This is the final @Legacy concert of 2018; preparations are being made for the 2019  @Legacy concert series. 

Little Axe Community Center
The Mobile Smiles free dental clinics were held October 11 and 12 at the Little Axe Community Center.  All appointment slots were completely filled and a waiting/cancellation list is in place. This event was sponsored by the Oklahoma Dental Foundation, Delta Dental of Oklahoma and Operation Round Up through the OEC Foundation. Little Axe also hosted a flu shot clinic on Thursday in cooperation with Classen Urgent Care. 
 
Irving Recreation Center
The Irving Recreation Center staff has partnered with the JD McCarty Center for a Trunk or Treat on Monday, October 29th at the JD McCarty Center.

PUBLIC WORKS
MAJOR TRANSPORTATION PROJECTS
State Highway 9 East Bridge over Little River
Construction began on September 10, 2018. This is a $5.3 million dollar construction project awarded to
Haskell Lemon Construction Company of Oklahoma City, and administered by the Oklahoma Department of Transportation. The project includes full replacement and widening of the State Highway-9 East Bridge over Little River, from two lanes to four lanes. The project will also reconstruct the east and west approaches to the bridge. The planned sequence of construction is to construct the south half of the bridge while keeping traffic on the north half. Traffic will be shifted to the south half of the bridge once it is completed, while the north half is under construction. The project is expected to be completed in March of 2019.     
 
The project involves the following items:
  • Widening the Little River Bridge over State Highway-9 East from two lanes to four lanes
  • Reconstructing the pavement on the approaches to the bridge.
Next week the contractor's activities are as follows:
  • Begin driving piles for the bridge abutments on the south half of the bridge (phase 1)
  • Begin grading the banks along each side of the channel

James Garner Avenue - Phase I
Construction began on April 9, 2018. This is a $1.8 million dollar construction project awarded to Silver Star Construction Company of Moore, OK. The project includes reconstruction of the Acres Street intersection to improve safety and to meet Railroad Quiet Zone requirements.  The project will create the extension of James Garner Avenue between the railroad and the new Central Library. 

Next week the contractor's activities are as follows:
  • Weather permitting, the contractor plans to complete the asphalt pavement on James Garner and Acres Street west of the railroad tracks.   
Main Street Bridge over Brookhaven Creek
Construction on the Main Street Bridge over Brookhaven Creek project began on Monday, August 13, 2018. This is a $4.9 million construction project awarded to Silver Star Construction Company of Moore, Oklahoma. This project has an expected completion date of June 2019. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being used. The south limits of the project covers an area along Brookhaven Creek that spans approximately two-thousand feet south of Main Street, with a north limit that spans three hundred-feet north of Main Street. The west project boundary is just west of Lamp Post Road and the east boundary is three hundred feet east of Willoway Drive.    
 
On Tuesday, August 14, 2018, a severe rain event caused the Main Street Bridge over Brookhaven Creek to collapse. On August 28, 2018, the Oklahoma Department of Transportation submitted Change Order No.1 which provided the funding to incentivize the contractor to expedite the Main Street Bridge construction by 15 days. Should the contractor achieve maximum incentive, the bridge will be open to traffic on November 26, 2018.  
   
Next week the contractor's activities are as follows:   
  • Continue back filling and grading the banks along the reinforced concrete box culvert
  • Continue clearing channel along the west bank
  • Begin soil stabilization on Main Street   
PUBLIC WORKS
STREETS
Lahoma Ave. from Gray St. to Hughbert St. 
The 2016 Norman Street Maintenance Bond Program includes Urban Roads Reconstruction Projects.  The current two street projects are the FYE 2017 Lahoma Street from Gray Street to Nebraska Street and FYE 2018 Lahoma Street from Nebraska Street to Hughbert. These projects were awarded on March 13, 2018.  The projects were bid together to allow continuity of construction and better unit costs for construction items.  The projects were awarded to A-Tech Paving in the amount of $561,799.25 and $376,872.00 respectively. This work consists of reconstruction to widen the road to 26 feet and install curb and gutter to improve drainage.  Existing sidewalks and ramps will be replaced to provide ADA accessibility.  Driveways will be replaced within the public street right-of-way, and are designed to accommodate future sidewalks meeting ADA requirements. Construction began on March 19, 2018 and is expected to be completed by the end of November 2018.
 
Next week activities include:
  • Begin paving surface course between Daws Street and Kansas Street
  • Mill and repave surface course between Kansas Street and Nebraska Street
  • Complete sodding bare areas throughout the project area.
  • Begin clean up between Tonhawa and Nebraska    
FYE 2019 Urban Concrete Streets
The FYE 2019 Urban Concrete Streets portion of the 2016 Street Maintenance Bond Program was awarded to Central Contracting Inc. in the amount of $1,778,400. This work consists of select concrete panel replacement on 17 streets located within 7 urban Norman additions. Work began October 8, 2018.  Current construction is underway on Beaumont Dr. through Brandy Wine Ln./Biloxi Dr. 

FYE 2019 Urban Asphalt Streets
The FYE 2019 Urban Asphalt Streets portion on the 2016 Street Maintenance Bond Program was awarded to Silver Star Construction Inc. in the amount of $1,651,700. This work consists of select asphalt maintenance on 22 streets located within 7 urban Norman additions. Work began on October 8, 2018. Current Construction is underway in Ross's Addition at Chautauqua Ave. to Comanche St./Symmes St.  
 
PUBLIC WORKS
SIDEWALK PROGRAMS
The Sidewalk Horizontal Saw Cutting Project bid was awarded on September 25th, 2018 by City Council to Precision Concrete Cutting of Oklahoma, LLC in the amount of $38,850.00 to repair tripping hazards up to 2 inches high without removing and replacing the existing sidewalk. The project this year is along the arterial roads West Main Street from Park Drive to West 24th Avenue and on 24th Avenue N.W. from West Main Street to West Robinson Street. Work began October 1, 2018 and is expected to be complete by November 1.

Traffic Calming Program
Staff received no new traffic calming program inquiries this week.
 
During the week of October 22, 2018, speed trailers will be deployed at the following locations:
  • Chautauqua Avenue, between Timberdell Road and Lindsey Street (Wards 4 and 7)
  • Porter Avenue, between Highland Village Drive and Chardonnay Lane (Ward 6)
CHANGE ORDERS 
Construction change orders Authorized
Change Order No. 1 with L&M Office Furniture, K-1718-112, for furniture at Norman Public Library East in the amount of $4,335.44 for changes for East Library furniture fabric changes and furniture items designed to increase durability and the lifespan of the fabric and structural elements of the furniture purchased in the contract. Bonding and tax changes were not anticipated by the contractor during the bid process and are being requested by the company. The change order will be submitted with the City Manager's Change Order Report on November 13, 2018. 

UTILITIES
WATER TREATMENT
Lake Thunderbird's water surface elevation of 1039.3 is about four inches above the conservation pool elevation of 1039.0; the Corps of Engineers is releasing water at a rate of about 270 MG per day. Water production averaged 10.5 million gallons per day (MGD) this week as compared to 11.5 MGD last week and 12.7 MGD at this same time last year. 28 of 32 wells are operational.

Water Treatment Plant Expansion
Construction by Foley Company of the Phase 2 Water Treatment Plant Expansion has reached approximately 50 percent completion.
