Organ Concert at St. Dunstan's
Jonathan Dimmock, one of the few organists in the world to tour on six continents, returns to St. Dunstan's Episcopal Church Monday, January 7, 2019, to perform Oliver Messiaen's La Nativité du Seigneur: Nine Meditations for Organ. His will be the first concert of St. Dunstan's 2019 organ concert series.
The concert begins at 6 pm. Guests are invited to arrive earlier, at 5 pm, for wine and cheese and to meet the artist. Mr. Dimmock will perform on St. Dunstan's magnificent Dobson Tracker pipe organ, commissioned by the parishioners of the church and installed in 2015. Three more concerts are planned for 2019.
Admission is $20; students and listeners under 18 admitted free.

Carmel Valley Faces a Number of Important Issues in 2019
Short Term Rentals (STRs):
According to the service Host Compliance, there are currently about 140 homes in our valley that are being advertised on services such as AirBnB and Vacation Rentals by Owner as available for short term tourist stays. About 85% of these are "entire houses" which are homes in residential zones that have been illegally re-purposed as hotels.
After much delay, county staff intends to present an ordinance to the Board of Supervisors concerning these illegal rentals in the first quarter of 2019. CVA, in concert with other community organizations has asked that the following provisions be included:
- Owner must be a natural person, or Living Trust for a Natural Person who is a permanent year-round resident, and the home is his or her primary residence
- No absentee owners, property management companies, corporations, LLC's, or other forms of ownership is permitted.
- The owner be required to live in and be present on site during the STR/Home Stay rental period.
- The "Home Stay" version of STR must at all times operate as if it were a residence, and not a hotel, party house, special event location, or other use inconsistent with the zoning in which it is located.
- STR's (including "Home Stay's) must, of course, be counted as Visitor Serving Units (VSU's). Each bedroom of a STR or Home Stay is counted as one VSU (just like for hotels) and must not exceed the remaining limits on the number of new Visitor Serving Units under their Land Use Plans for all areas.
September Ranch:
Clear Peak Group has purchased previously approved development rights for September Ranch. The Group's purchase comes with a tentative map and well permit, as well as 190 conditions for the 891-acre property. Planned is a Tehama style project with 73 residential lots, sized at 2-4 acres and priced at $1-1.5 million. The project also calls for 22 affordable housing units (15 inclusionary and 7 deed-restricted workforce housing). The equestrian center fronting Carmel Valley Road will remain in place.
We will be meeting regularly with the developers to insure that permit requirements are adhered to.
Cima Colina Winery's Hilltop Ranch Event Center:
In late 2017 the Monterey County Board of Supervisors re-affirmed the Planning Commission's reversal of the "administrator's interpretation" that Cima Collina's "Hilltop Ranch" be allowed to hold special events because some grapes are grown on the property. The board's decision was that special events and large marketing events are not part of viticulture in the low density residential zone. That was the position strongly advocated by CVA and Hilltop's neighbors.
Hilltop Ranch has sued the county, claiming that opponents (including CVA) waited too long to contest the administrator's interpretation and that neither the county supervisors nor the county planning commissioners had jurisdiction to hear the matter.
CVA's attorney is representing neighbors and attending court sessions.
Reversal of the County Supervisors' ruling, and the precedent set by it, would have an extremely negative impact on our valley!
Rancho Cañada:
The Carmel Valley Association's suit prevailed with respect to the California Environmental Quality Act (CEQA) and affordable housing. The developer can negotiate a settlement, appeal, restart the process with new documents, or abandon the project. We are in negotiations, and hope for a settlement which will alleviate many of the project's shortcomings.
Folktale Event Center:
Lax county regulation has allowed the owners of Folktale to turn their winery into an event center. Neighbors have complained about noise, parking, and disruption. CVA is taking a leading role in representing the neighborhood. As with Hilltop, there are potential negative impacts for the entire valley.

Carmel Valley Association is one of the oldest, largest, and
most successful community organizations in Monterey County. We are entirely volunteer, with no paid employees. Our mission is to defend the beauty, resources and rural character of our beautiful valley. We do that by working with residents, businesses, and government.
CVA was instrumental in the adoption of the Carmel Valley Master Plan and recently settled a lawsuit with Monterey County regarding traffic measurement and capping future development on very favorable terms for our valley. Our volunteer experts represent Carmel Valley's interest, testifying before governmental bodies concerning development, water, traffic, road signs, and other quality of life issues.
We keep valley residents informed about important issues and events with our online Calendar, our weekly email Bulletin, which goes to over 900 residents, and our quarterly Newsletter, which is mailed to over 7,000 valley addresses
