Fly Quiet Committee Reviews Runway Rotation Models, Predictability and Case Studies
The Fly Quiet Committee met on September 17, 2018. At that meeting, the Committee reviewed Runway Rotation models and reviewed an overview of the runways, length, usage and potential predictability. Interim Fly Quiet Status Update
The FAA reported at the September 25, 2018 Technical Committee that the draft IFQ document is expected to be released in early 2019 with 4 public workshops to follow. The comments provided will be contained in the final report and the FAA decision on IFQ will be presented at that time.
Residential Sound Insulation Program, Odorous Windows Updates
At their September 19, 2018 meeting, the Residential Committee received a status update on O'Hare Phase 17 Residential Sound Insulation Program; a report on Future Planning for the Residential Planning Sound Insulation Program (Phase 18); CDA gave an update on the Odorous Windows issue. CDA reported that for over a year they have been investigating and studying the causes of the complaints from homeowners experiencing odors emanating from sound insulated windows. There have been public meetings and two reports issued that concluded that the odor was coming from the window screens but is not harmful or a health issue. ONCC Leadership Meets with Control Tower
ONCC representatives met this month with staff from the O'Hare Control Tower. They learned about analysis that has been done on Chicago's airspace. As a follow-up to that discussion, Chairman Juracek sent a letter to the FAA requesting clarification and information regarding the definition of Metroplex and asking the FAA's perspective on that system as it relates to O'Hare.
FAA Noise Division Manager to Give Presentation on Status of Noise Research 
Rebecca Cointin, Manager of the Noise Division at the FAA Office of Environment and Energy will address the ONCC at the November 2, 2018 General Meeting on the status of FAA noise research.

In her position, Ms. Cointin she develops, recommends and coordinates national aviation policy relating to aviation noise. Specifically, she oversees a research and development program on aviation noise impacts, noise certification, and noise mitigation. Ms. Cointin serves as a Working Group Co-Rapporteur on noise technical issues under the International Civil Aviation Organization (ICAO) Committee on Aviation Environmental Protection (CAEP).
