A Message from City Manager Feacher
October 1st marks the beginning of a new fiscal year for the City of Haines City and brings greater opportunities for us to move #HCForward. Haines City continues experiencing tremendous growth and this year, by far, will exceed all previous growth numbers. With increased growth also comes challenges, however working together with our elected officials, staff, business and development partners and you, the citizen, we will be able to overcome them. The City Commissioners have maintained the same millage rate resulting in no increase in taxes to the citizens of Haines City. However, staff is examining how we can more effectively and efficiently utilize your resources to provide a level of service comparable and/or better than other municipalities similar in size to Haines City.
The elected officials and staff are dedicated to revitalizing our neighborhoods and downtown core with the community as the focus. The CRA has allocated over $500,000 in grants and assistance to community revitalization and over $1,000,000 to special projects. We continue to work with FDOT on deploying adaptive signaling that will assist in addressing the vehicular congestion during peak and off-peak hours, but also focusing long-term on an alternative roadway connecting Haines City to Interstate 4 and/or Highway 417 (Central Florida Greenway N), or Highway 429 (Daniel Webster Western Beltway). In addition, we are offering new music concert series, façade grants, holiday camps for students, a reading corner, Innovation Lab and community arts to name just a few of the current and upcoming events.
During this upcoming year, we as a City will continue bringing new and exciting offerings to our community, re-ignite our downtown, re-establish historic neighborhoods, and make economic development a central theme of our City. We are moving #HCForward and we want you to be part of this new direction, helping make our City the desired destination to live, work, play, learn and raise a family!

Haines City Veteran of the Year 2018 Nominations
To be eligible for consideration for the Haines City Veteran of the Year Award, the nominee must have served their country honorably in a branch of military service and must be confirmed by attached copies of documentation.
All nominee packets (see download at end of article) must be completed and returned by 5:00 p.m. on Friday, October 26
th to be considered. These may be submitted to the Haines City Community Center at 555 Ledwith Avenue OR City Hall at 620 East Main Street, or emailed to

The honor will be presented on Veterans Day, Sunday, November 11, 2018 at the annual Veterans Day celebration starting at 1:00 p.m. at Railroad Park in downtown Haines City. The recipient will be awarded a plaque and a paver in their honor will be placed in the Military Court of Honor.
Submission for Veteran of the Year
To submit a Veteran for this honor the following items will need to be completed and submitted:

The
Emergency Home Energy Assistance for the Elderly Program (EHEAP)
assists low-income households, with at least one person age 60 and older, when the households are experiencing a home energy emergency.
A home energy emergency may result from a delinquent utility bill, lack of fuel or wood, or the receipt of a shut off notice. Payments are for home heating or cooling and other emergency energy-related costs during the heating (October-March) and cooling (April-September) seasons. Eligible households may be provided one benefit per season, up to $600 per season. Payments are made directly to the vendor or by a two-party check to the vendor and client for electricity, natural gas, propane, fuel oil, kerosene, or wood.

Single-Family Building Permits
|
|
For September 2018, the City of Haines City issued 56 building single-family residential building permits. For the Cities in Polk County, only Winter Haven issued more permits (90) for this month. This is another large number for this year, and exceeds our monthly average of 34 single-family permits per month for 2018. If permits continue at the average rate, then we’ll exceed over 400 permits for 2018. This would be the busiest year since 2006, at the height of the previous boom, when the City issued 438 single-family permits.
We expect this rate to continue – currently the City Development Services Department is tracking 6,031 single-family and 2,501 multi-family residential units in various stages of approval. As part of our review of these permits, the Development Services Department will continue to provide excellent customer service while ensuring proper, well-planned, and orderly growth for our community.

Smoke alarms
Smoke alarms save lives. Smoke alarms that are properly installed and maintained play a vital role in reducing fire deaths and injuries. If there is a fire in your home, smoke spreads fast and you need smoke alarms to give you time to get out.
Here's what you need to know!
·
A closed door may slow the spread of smoke, heat and fire. Install smoke alarms in every sleeping room and outside each separate sleeping area. Install alarms on every level of the home.
·
Smoke alarms should be interconnected. When one sounds, they all sound.
·
Large homes may need extra smoke alarms.
·
Test your smoke alarms at least once a month. Press the test button to be sure the alarm is working.
·
Today’s smoke alarms will be more technologically advanced to respond to a multitude of fire conditions, yet mitigate false alarms.
·
When a smoke alarm sounds, get outside and stay outside.
·
Replace all smoke alarms in your home every 10 years.
Facts and figures about smoke alarms
·
In 2009-2013, smoke alarms sounded in more than half (53%) of the home fires reported to U.S. fire departments.
·
Three of every five home fire deaths resulted from fires in homes with no smoke alarms (38%) or no working smoke alarms (21%).
·
No smoke alarms were present in almost two out of every five (38%) home fire deaths.
·
The death rate per 100 reported home fires was more than twice as high in homes that did not have any working smoke alarms compared to the rate in homes with working smoke alarms (1.18 deaths vs. 0.53 deaths per 100 fires).
·
In fires in which the smoke alarms were present but did not operate, almost half (46%) of the smoke alarms had missing or disconnected batteries.
·
Dead batteries caused one-quarter (24%) of the smoke alarm failures.

News Flash articles inform you of what is happening in and around our city.
If you created an account for the website, you can choose which mobile alerts you receive in the Notify Me section of the app.
The Public Meetings portal allows you to listen to past meetings and listen to live commission meetings. Tapping this icon opens your device’s web browser and displays the meeting portal page. When a meeting is live, tap the green “Listen Live” link on the page.
Recreation Registration opens the Community Pass website where you register for upcoming events held at the Community Center or around Haines City.
Report an Issue is a new service our app offers. You can contact the city when finding issues such as pot holes, graffiti, a broken light, or other concerns. You can include a photo of the incident by tapping the Take Photo button or Choose Existing Photo. Your device’s GPS location sets the location of the incident. You can also set a specific pin on the included map, or type in the address. A name and email address are required when submitting an issue. Someone from the city will contact you within a reasonable amount of time after submitting your issue.
Use the search feature within the app to find more information regarding a topic. For example, you may want to find when a facility is open. Searching “hours” provides results related to your search term.
Lastly, you can also pay your utility bill using our mobile app. Contact our Utility Billing department at 863-421-3600 and choose option 1 to speak to a customer service representative about setting up online access.

- Odd addresses may water Wednesdays and/or Saturdays before 10:00 AM or after 4:00 PM
- Locations without a discernible address, such as right-of-ways and common areas inside a subdivision, may water Tuesdays and/or Fridays before 10:00 AM or after 4:00 PM
- Hand watering and micro-irrigation of plants (other than lawns) can be done on any day and any time
