I joined with LA County Public Health Director Dr. Barbara Ferrer on July 13 to announce the new K-12 protocols for reopening schools. You can find a link to them below.

Many districts are making the tough decision to start the new school year with 100% distance learning. LACOE supports each district's decision as their leadership knows what is best for their school communities. We are here to provide assistance to ensure a successful start to the academic year no matter what model is adopted.

As far as reopening of Head Start and Early Learning programs, our LACOE team led by Keesha Woods along with service providers have developed a reopening framework for these programs. Guidelines for these differ from those for K-12 schools. More information about these new guidelines is provided below.

Child Care/Early Childhood Education
Head Start and Early Learning: Reopening Planning Framework:

LACOE’s Head Start and Early Learning Division, in collaboration with its Head Start delegate agencies, developed a reopening planning framework to support all county child care and early learning providers as they make decisions related to reopening.

The framework addresses five key areas: Instruction, Health and Safety, Social and Emotional Supports, Family and Community Engagement and Operations. It presents requirements and considerations for safe reopening, links to resources, implementation templates and potential stakeholder, fiscal and staffing implications.

As the county's 80 districts address the COVID-19 challenges and pivot into virtual instructional/learning environments, LACOE is offering support with academic, behavioral and social-emotional instruction. This webinar will highlight LACOE’s collective impact professional development models, tools and resources. It will provide guidance and support for school communities on reopening equitable, safe, inclusive and nurturing educational environments to ensure continuity of learning and safety for all students, staff and families during this unprecedented time.

Foster Youth
Summer tutoring for foster youth and youth Involved in the juvenile justice system:  

LACOE’s Foster Youth Services Coordinating Program connects students age 5-21 to tutoring services. Services are provided to youth who are LA County residents, have an open DCFS/dependency court or open Probation/delinquency court case and are living in a suitable placement. Tutoring services started on July 1.

Nutrition and Meal Services
Authorized meal program operators may have sites that have been temporarily closed and/or have a reduction in the number of meals served due to the pandemic. The California Department of Education is providing authorized operators with a reimbursement to offset fixed expenses, such as salaries and benefits, which continue to accrue during temporary closures, pursuant to the 2020 Budget Act, Sec. 118.

Protective Equipment for Schools
As of July 15, LACOE has only received one-third of the anticipated shipment of PPE equipment for schools coming from the Governor’s Office of Emergency Services. LACOE requires the full supply of PPE to arrive before sorting, repackaging and notifying LEAs for pick-up. LACOE’s team is ready to make this process happen as quickly as possible once the entire shipment of materials is received. Thank you for your patience.
