Dear Bainbridge Islanders,
 
We are now fully experiencing our typical Pacific Northwest Autumn, with times of abundant sunshine and Fall colors, but also a healthy dose of rain and clouds.  It is a good reminder to prepare at home to be ready for more challenging weather.  And it is important for us to be extra alert as bikers, walkers, students, and commuters all share island roads and travel together in the increasingly dim mornings and evenings.

The City is also focused on the change of seasons, and Public Works is finishing the important preventative projects that are needed to keep our drainage and roads ready for additional wind and rainfall.  State forecasts predict that our region is likely to have an El Nino winter, which will mean warmer and drier conditions compared to last year. 

As you enjoy your October activities, please consider taking a moment to learn more about two important items that impact every member of our community:
The City website has a great deal of information to help voters understand this proposed levy lid lift.  If approved, the levy will provide $15 million in funding for a wide range of non-motorized transportation and accessibility projects.
The City Council has begun its work to finalize and adopt a budget to guide City resources for the next two years.  The new budget will provide a common roadmap for how we provide core services and support key community priorities, while also meeting our long-term financial goals for sustainability and stewardship of public assets.

This month marks two milestones for me, personally, in my work here at the City.  It is the start of my term as City Manager and is also exactly eight years since I first joined the organization.  Both events are very meaningful to me.  I consider myself lucky to be a part of the Bainbridge community, and to work for the town where my family lives.  And I am also very fortunate to be a part of a City organization that moves forward every day due to the professional effort of 120 thoughtful, hands-on employees. 

Know that when you see City employees here in City Hall, at the Police Station, in our Municipal Court, or around the island taking care of roads, trees, trails, pipes, and residents, we are all working hard to keep our community safe and well-tended.  Thanks to all of you for the many ways in which island residents help us in that work.

City Accepting Applications for Open Water Marina Community

Know anyone interested in the liveaboard community in Eagle Harbor? The City is now accepting applications for one-year subleases in the Open Water Marina to begin on January 1, 2019 and expire on December 31, 2019. 

The City of Bainbridge Island operates a residential marina within Eagle Harbor, under the terms of a lease with the Washington State Department of Natural Resources (DNR). The DNR lease allows the City to enter into subleases with a limited number of individual tenants in the Dave Ullin Open Water Marina (DUOWM) for the purpose of supporting a vibrant liveaboard community. A limited number of spaces are currently available for buoy moorage. To apply for a DUOWM sublease with the City, potential tenants must submit an application by 4 p.m. Thursday, November 15, 2018. Ferry Schedule Changes Next Weekend Due to Colman Dock Construction
  
The sailings on the Bainbridge Island and Bremerton routes will be on a   temporary sailing schedule Saturday, October 20 and Sunday, October 21 due to construction activity at the Colman Dock. During this time, all Bainbridge Island and Bremerton sailings will share a single slip. The vessels will operate slower and departure times will shift between five and 30 minutes to prevent more than one ferry from arriving or departing the single slip at the same time. Passengers should expect longer crossings and are encouraged to plan ahead. Read the details here.
PCD now Offering Online Services & Appointments for Building Permit Applicants
  
In an effort to improve customer experience during the development review process, the Planning and Community Development Department is now scheduling appointments for people applying for building permits and also offering the option to apply online for other permits.

During the appointment, an application will be uploaded immediately to the online portal system for the applicant and staff to review. This will allow for real time online viewing-- a significant improvement to current practices. 

People can still walk-in to submit a building permit application, but scheduled appointments will take priority. You can schedule an appointment in-person at the PCD counter, by emailing [email protected], or calling 206-780-3750.

In addition, the City is now offering online application services. As of October 1, the following permits may be applied for online:
  • Solar
  • Roofing
  • Plumbing
  • Mechanical

City Seeking Input on Intersection Improvements at
Sportsman Club Road & New Brooklyn Road
  
A public meeting will be held on Thursday, October 18 to discuss improvements at the Sportsman Club Road and New Brooklyn Road intersection, an area near Woodward Middle School, Sakai Intermediate School and the Coppertop Park Business Complex that is often congested in the mornings and afternoons with cars and buses coming and going.

The meeting will be held 6 - 8 p.m. at the Woodward Middle School Commons, located at 9125 Sportsman Club Road.

The intersection improvements could include a roundabout, sidewalks, and bike lanes. The City received grant funding in the amount of $679,840 for construction of the Sportsman Club Road and New Brooklyn Road Intersection Improvement Project.

SAFE Mobility Levy: Listen & Learn
  
Two Bainbridge Islanders who wrote the Pro & Con statements on the SAFE Mobility Levy for the voters pamphlet (Proposition 1) recently spoke with Bainbridge Community Broadcasting (BCB)  Host Christina Hulet about the $15 million ballot measure. Listen and learn as they discuss their thoughts about the levy that's designed to provide safe access for everyone on the island. COBI Engineering Project Manager Mark Epstein was also part of the discussion to add some background. Listen here
BIFD Pancake Breakfast Returns
   
The popular pancake breakfast with the Bainbridge Island Fire Department is happening tomorrow at Station 21, located at 8895 Madison Ave NE. Pancakes will be served 8 a.m. to 12 p.m. and BIFD is accepting suggested donations of $8 for adults and $5 for kids and seniors. Kids under five are free. They're also doing fire truck rides and demonstrations. Don't miss the fun!
