COFFEE WITH A COP
On October 3, 2018, between 7 am and 9 am, the SFPD participated in the nationally recognized Coffee with a Cop campaign at the local Starbucks located at 1135 Truman Street.

Throughout the morning approximately 60 people were greeted by the Chief of Police Anthony Vairo, Lieutenants Nichole Hanchett and Chris Colelli, Sergeants Irwin Rosenberg and Paul Ventimiglia, as well as Police Officers from Team 3. Community and business members expressed their appreciation of the interaction with the officers and the great work that is being done in the City of San Fernando.

  • Election Media Kit: In preparation for the General Election, the Los Angeles Registrar-Recorder/ County Clerk (RR/CC) assembled a media kit that includes critical election information and helpful Countywide statistics. The media kit includes information such as:

  • Vote By Mail New and Improved: On October 9, 2018, the RR/CC will begin mailing out the new and improved Vote by Mail packet to 2.2 million permanent Vote by Mail voters.  The packet includes a new full-face ballot, return envelope, secrecy sleeve, and "I Voted" sticker.  Vote by Mail will no longer require postage!   • Los Angeles County's Request to Use City Facilities:
    • Inspector Supply Pick-up (October 27, 2018; 7 am to 5 pm) - County personnel will use the parking lot (behind City Hall) to load election supplies onto the vehicles of Inspectors (i.e., poll workers responsible for running their specific polling location).  Sixty-five Inspectors will pick up their supplies during this timeframe.  City Hall will not be open; the County is only using the parking lot.
    • Election Day Regional Distribution Center (November 6, 2018; 6 am to 8 pm) - One 15 ft truck with emergency election supplies will be parked at the corner of First St and Maclay Ave. Throughout the day, poll workers may pick up election materials and supplies from the designated supply truck.
    • Election Day Check In Center (November 6, 2018; 6 pm to 12 am) - The County will again use the back entrance to City Hall to allow Inspectors to drop off their supplies after the polls close.  Three 26 ft trucks will arrive and set up for the collection of all election supplies and live ballots.  For traffic and safety control purposes, Inspectors are instructed to pull up while County staff unloads their vehicles. Throughout the evening, Los Angeles County Sheriffs will pick up the ballots and have them delivered to the RR/CC headquarters in Norwalk.
  • Polling Places: The following polling places have been established:
    • Las Palmas Park | 505 S. Huntington Street
    • Rudy Ortega Sr. Park | 2025 Fourth Street
    • San Fernando Recreation Park | 208 Park Avenue

The City Clerk Department welcomes new intern Cynthia Alba!  Ms. Alba is a resident of San Fernando and holds two degrees from California State University Channel Islands, in Political Science and Communication with an Emphasis in Business and Nonprofit. She is currently interning with the City Clerk Department and Mayor Sylvia Ballin with the hopes of learning about her city as much as possible. She is a public servant at heart and says that her main goal is to empower and uplift her community here in San Fernando.

COMMUNITY PLANNING MONTH
On October 1, 2018, the City Council proclaimed October 2018 as Community Planning Month.  The American Planning Association endorses National Community Planning Month as an opportunity to highlight the contributions that sound planning and plan implementation make to the quality of our environment. The celebration of National Community Planning Month gives us the opportunity to publicly recognize the participation and dedication of the members of planning commissions, professional community planners, and other citizen planners who have contributed their time and expertise to the improvement of San Fernando. To commemorate Community Planning Month, TED Talks and American Planning Association videos that dive into the most dynamic topics in contemporary planning are being shown all month long at City Hall at the planning counter.
CODE ENFORCEMENT APPRECIATION WEEK
The State of California has recently proclaimed the 2nd week of October as Code Enforcement Appreciation Week. San Fernando has the benefit of four community preservation officers that help provide for safety, health, and welfare through the enforcement of local, state, and federal laws and ordinances dealing with various issues of building, zoning, housing, animal control, environmental, health, and life safety. While San Fernando's code enforcement professionals often do not receive recognition for the job they do, they are dedicated professionals and highly visible in the community. Thus, join the City in recognizing the Community Preservation team that serves the San Fernando community and leads the way to improved quality of life in San Fernando.

PLANNING AND PRESERVATION COMMISSION
  • Conditional Use Permit for Flor De Lima Farms (1431 Truman Street): On September 5, 2018, the Planning and Preservation Commission approved a conditional use permit for expansion of a restaurant use, including the development of an outdoor dining patio at the home of Flor De Lima Farms, a local juice manufacturer and delicatessen.
  • Conditional Use Permit for New Warehouse Development (510 Park Avenue): On October 2, 2018, the Planning and Preservation Commission approved a conditional use permit and site plan review for a new 168,000 sq. ft. warehouse development. The site, currently home to a Frontier Communications service yard, will be a state of the art building projected to generate high quality jobs and economic activity in San Fernando.

MEASURE A ADVISORY COMMITTEE
On October 15 2018, the City Council will consider the formation of a Measure A Advisory Committee to review the required Measure A Annual Report and provide general recommended priorities for use of Measure A funds.

POLICE
LAPD TRANSFER CALL AND QUICK ACTION BY SAN FERNANDO POLICE DEPARTMENT (SFPD) DESK OFFICER LEADS TO PREVENTION OF A SUICIDE
On August 29, 2018, at 2:25 pm, SFPD Desk Officer (D/O) Vanicek received a transfer call from the Los Angeles Police Department (LAPD). The LAPD operator reported that an anonymous female called 911 to report that a male was cutting himself and was trying to commit suicide with a gun.  The female caller provided LAPD with the male's cell phone number then hung up.  Based on that information D/O Vanicek ran the male's cell phone number through the SFPD records system and identified another phone number and a residence address within the city.  D/O Vanicek immediately dispatched SFPD Sergeant Ventimiglia, Field Training Officer (FTO) Yoo, and Officers Flores and D. Delgado to the residence and called the phone number on file. D/O Vanicek was able to contact the subject's mother and ascertain details about the residence crucial for officer safety. D/O Vanicek then called the male subject and asked if he was ok. The male said he was fishing in a remote location and all was fine.  D/O Vanicek kept the male on the phone until he finally admitted that he was in San Fernando and was aware that officers were outside of his home. D/O Vanicek asked the male regarding possession of a gun and determined that he did not have one.  D/O Vanicek was able to convince the male to safely leave the residence to speak with officers, all the while reporting the ongoing events to the officers at scene via the radio.  The male subject contacted officers and admitted that he was attempting to kill himself. Officers saw fresh lacerations to his arms and transported him to a local hospital for medical care.  Another life saved by SFPD.
VEHICLE BURGLARY INVESTIGATION LEADS TO ARREST OF MAN AND RECOVERY OF GUN
On August 31, 2018, at approximately 1:20 am, Officers Esquivel and D. Delgado were in the area of Fifth St and N. Brand Blvd when they observed activity consistent with a vehicle burglary occurring. The Officers stopped to investigate and saw two males immediately walk away from a parked vehicle.  They contacted another male who was standing adjacent to the vehicle and he admitted to trying to open the vehicle with a coat hanger.  Further investigation revealed that the vehicle had an arrest warrant attached to the license plate. Officers determined that one of the males who initially walked away was the identified subject of that arrest warrant.  While attempting to arrest the male for the warrant, he violently resisted and a physical fight ensured.  Officers were able to take the suspect into custody.  A search of the suspect's person revealed 52 Hydrocodone pills in his pocket.   During a search of the immediate area, Officer D. Delgado located a gun holster on the ground.  Based on that discovery, FTO Pak searched the area immediately surrounding where the suspect was standing prior to the fight and he located a loaded firearm with an obliterated serial number.  The suspect was arrested for illegal possession of a firearm, resisting arrest and possession of a controlled substance.  Another gun taken off the street by SFPD officers.
VEHICLE REGISTRATION VIOLATION LEADS TO ARREST OF THREE JUVENILES AND RECOVERY OF FOUR GUNS
On September 6, 2018, at approximately 3:00 am, FTO Pak attempted to stop a vehicle for a registration violation in the area of Hubbard St and Jackman Ave. The driver of the vehicle failed to yield and fled from the officer. The driver drove on the wrong side of the roadway and failed to stop at several posted stop signs before colliding with a posted street sign in the city of Sylmar.  The driver of the vehicle fled on foot and FTO Pak detained the remaining three occupants who were later determined to be juveniles.  Officers Esquivel, D. Delgado and Robles searched the vehicle and located three loaded  handguns inside, one of which was determined to have been stolen. Officers also located a loaded gun magazine near the driver door. Later that morning, a resident near the scene reported finding a loaded gun with an obliterated serial number in her driveway.  The gun was recovered as evidence and determined to be a match to the magazine found near the driver door.  All three juveniles were arrested for illegal possession of a weapon and booked at Sylmar Juvenile Hall.  The identity of the driver has been determined and the investigation is ongoing. The arrest of the suspects and recovery of four handguns undoubtedly prevented a serious violent crime from occurring.  Outstanding work by FTO Pak and SFPD officers.
OFFICERS ARREST ATTEMPT MURDER SUSPECT
On September 7, 2018, at approximately 3:12 pm, a victim phoned SFPD Communications Center to advise that she was being followed by her ex-boyfriend who was armed with a knife. The victim was able to provide a vehicle description to our communications division who then dispatched Sergeant Ventimiglia and Canine Officer Dominguez to the area in question. Upon their arrival, the responding Officers stopped the suspect vehicle and detained him without further incident. Upon interview, the victim stated that she was ending her dating relationship with the suspect because he has been violent in the past. During their conversation, the suspect became violent and attempted to smother the victim with a pillow. After a violent struggle, the suspect armed himself with a kitchen knife and pointed it at her face and threatened to harm her. The victim fought back and was able to escape in her vehicle to the Police Station. Officers advised SFPD Detectives of the incident and Detective Cervantes immediately wrote a search warrant for the suspect's residence. Within two hours, Detectives were able to serve the warrant and obtain critical evidence for the case. The suspect was arrested and charged with attempted murder and false imprisonment.

ACTIONS OF DESK OFFICER LEAD TO LOCATION OF ELDERLY MAN IN DIABETIC EMERGENCY
On September 9, 2018, at 1:00 pm, D/O Mariscal received a call from a female in Tijuana, Mexico.  The female caller reported that she was concerned for her elderly father's well-being because he suffers from diabetes and seemed disoriented during a recent phone call the day before. The female caller provided D/O Mariscal with her father's cell phone number and address and he immediately dispatched Officer Patino to the residence. D/O Mariscal attempted to call her father's cell phone with no answer and Officer Patino reported that no one answered at the residence.  The female called SFPD a few minutes later and advised that she spoke with her father who said he was "somewhere" in Pacoima and then at a park.  Her father refused to answer any more questions and disconnected the call. Recognizing the severity of the situation, D/O Mariscal asked his partner, D/O Martinez , to contact the cell provider to obtain the location of the phone.  D/O Mariscal then called the cell phone number again and the elderly man answered.  When speaking with the male, D/O Mariscal noted that he was disoriented, unable to give his location and was most likely suffering from a serious medical emergency.  During their conversation, D/O Mariscal could hear a female's voice in the background.  Because the elderly male could not provide his location, D/O Mariscal asked the elderly male if there were any other persons near him. The elderly male said that there was a female near him and D/O Mariscal convinced him to  give the female his phone.  Once connected to the female passer-by, D/O Mariscal was able to ascertain their location and confirm that the elderly male was experiencing a medical emergency. D/O Mariscal immediately dispatched Officer Patino that that location code three (lights and sirens) in addition to the Los Angeles Fire Department.  D/O Mariscal was also able to locate relatives nearby who responded to assist the elderly male. D/O Mariscal's quick and creative thinking enabled officers to locate the male and provide him with much needed medical assistance.
OFFICERS SAVE MANS LIFE WITH CPR
On September 15, 2018, at 11:00 am, FTO Yoo, and Officers Flores and Lesmez were dispatched to the 1100 block of Pico St in reference to a 77-year old male who was unconscious and not breathing. Upon their arrival, Officers immediately began CPR while simultaneously connecting the Automated External Defibrillator (AED) to the downed patient.  The AED advised officers to continue CPR, so FTO Yoo conducted chest compressions while Officer Flores maintained an open airway. After two to three minutes, Officer Lesmez determined that the patient had regained a pulse and started breathing. Moments later, the patient stopped breathing again and CPR was reinitiated for a short period until he started to breathe on his own.  Officers continued to monitor the patient until the LAFD arrived and transported him to a local hospital. Officers were later told that the male was experiencing atrial fibrillation and suffering a possible stroke and their actions prevented further injury.  Amazing work by FTO Yoo, and Officers Flores and Lesmez. 
SAN FERNANDO POLICE K9 OFFICER RECOGNIZED AT DODGER STADIUM
On September 17, 2018, the Los Angeles Dodgers hosted their Annual Law Enforcement Appreciation Night.  Law enforcement agencies from Los Angeles County send an officer to represent their department and be recognized for their service. This year, Canine Officer Walter Dominguez and SFPD Canine Loki were sent and represented San Fernando PD proudly.

POLICE DEPARTMENT RECRUITMENT
The Police Department is actively recruiting to fill four open Police Officer positions. During the week of September 24, 2018, approximately 20 applicants were interviewed with additional interviews still pending.

Currently, 10 candidates are in various stages of processing, including eight in the background investigation stage (one lateral candidate; four candidates have completed POST certified academies or are currently enrolled in an academy; one Level II Reserve candidate; and the remaining candidates would need to complete the academy). The majority of background investigations are conducted in-house by Officer Flores and Sergeant Rosenberg; however, recently, the Police Department engaged the services of B-Line Investigations to assist in completing background investigations and expediting the process.

The Police Department participated in several recruitment fairs and presentations, including: the FBI Recruitment Fair, the Law Enforcement Hiring Expo, Cal State University Los Angeles, and the Ventura Sheriff's Academy. The Department's Recruitment Team will attend several upcoming job fairs and Academy Recruitment Days, including: the College of Canyons Job Fair, Congressman Cardenas' Job Fair, Hansen Dam Job Fair, Rio Hondo Academy, and Los Angeles Sheriff's Academy.

FRUIT TREE GIVEAWAY FESTIVAL
Everyone is invited to attend Tree People's Fruit Tree Giveaway Festival. Approximately 300 fruit trees will be given on a first-come basis. No registration is required. Tree giveaway is limited to one tree per family.

POLE REPLACEMENT
Southern California Edison contractors are replacing existing steel poles with new concrete poles. Work commenced on August 13, 2018, in the northwest part of the City and is scheduled to be completed by the end of September 2018. Approximately 450 poles will be replaced citywide.
ANNUAL TREE TRIMMING
West Coast Arborists will start the annual tree trimming which is conducted by area. This year Area G (the area between south City limits and San Fernando Rd; Fox St and San Fernando Mission Blvd) will be trimmed.  The palms on South Brand Blvd are in this area and were the first to be trimmed. There are approximately 1,290 trees in Area G.
STEAM CLEANING SAN FERNANDO MALL
Steam cleaning in the San Fernando Mall has begun in preparation for the holiday shopping season. Public Works staff anticipate completion by October 12, 2018, and have received positive comments from business owners and residents.

2018 DIA DE LOS MUERTOS 5K - REGISTER NOW!
The Recreation and Community Services Department is excited to announce this year's Providence Holy Cross Healthy San Fernando 5K Relay Walk or Run will again be combined with the Dia de los Muertos event as part of the six-month Healthy San Fernando! MARIACHI MASTER APPRENTICE PROGRAM (MMAP)
  • MMAP received a new National Endowment for the Arts Grant in the amount of $50,000. The grant is under the Art Works: Traditional Folk Arts and begins on October 1, 2018.
  • The California Arts Commission granted MMAP $17,100 in arts funding under the Arts Extension program.
  • On September 22, 2018, MMAP and the San Fernando High School Marching Band gave a presentation at the Discovery Cube for the Community Swearing- in of Luz Rivas, Assemblymember 39th District.
  • On September 25, 2018, MMAP was recognized for their First Place win at the California State Fair in Sacramento. The statewide competition included 10 youth mariachis from around the state. The recognition was at the Los Angeles City Council meeting and the presentation was made by Los Angeles Councilmember Nury Martinez, District 6.
SENIOR/ADULT MUSIC CLASS
The Las Palmas Park Music Class traveled to Pomona Fair to give a special performance on September 22, 2018. The 40 passenger bus was filled to capacity and all of the musicians did a great job!


HERITAGE CELEBRATION DANCE
On September 19, 2018, seniors dressed in traditional attire from their country of origin as they danced to Latin sounds courtesy of DJ Paul. In collaboration with CareMore, Las Palmas Park hosted this fun event which included light refreshments and raffle prizes. Approximately 80 seniors attended.

YOUTH BASKETBALL PROGRAM
Emotions ran high on September 8, 2018, when the two best teams in each division left it all out on the court for a chance to claim the championship.  Congratulations to our Summer 2018 Champs!

The Coaches also had a chance to show off their skills in the 2nd Annual End of the Season Coaches Game. This season, coaches were in for a special treat as they got to share the court with Harlem Globetrotter Donald "Doc" Johnson!

YOUTH SOCCER PROGRAM FALL 2018
Two new Soccer Leagues will begin this fall! 
  • Kidz Love Soccer will provide instructional clinics for participants between the ages of two and 10 years old. 
  • The Youth Soccer program will target participants between the ages of 11 and 14 years old.  Practices are scheduled at Recreation Park and Las Palmas Park, Tuesday and Thursday afternoons, and games are played on Saturdays. The program focuses on youth health and fitness. All youth are encouraged to participate with no restriction on prior experience in soccer.

The holidays are upon us and as we gear up for all the merriment let us not forget about our health. The Recreation and Community Services (RCS) Department offers a variety of classes to help the community stay active during the holiday season. Purchase a Fit or Zumba Pass and select the classes you would like to take and how often you would like to take them. Like enjoying a delicious meal at your favorite restaurant, you pick your fitness and we'll take care of the side of fun.

During the months of October 2018 and November 2018, the RCS Department will host a Toy Drive to benefit the San Fernando community. In exchange for a new, unwrapped toy, participants will get to take a class for free! All toys will be given to the San Fernando Police Department for their Holiday Basket Program.
