President's Message

Dear CCCA Friends,

During the holiday season, we often pause to reflect on the past year, think about what we are thankful for, and take time to enjoy the company of those near and dear to us. Naturally, that starts with home, but among our public lives in local government, we also have much to be thankful for and to reflect upon.

First, local government is full of dedicated, thoughtful, genuinely good people who focus their time (paid or not) on serving their communities. Nearly every conversation I have with a fellow elected official is rooted in a passion to see improvement or to prevent a negative impact on their community. We are blessed to be enriched by our fellow citizen-servants, and I thank each of you for your dedication.

Second, our Association has been fortunate to have a series of strong leaders with a steady hand who have navigated CCCA through an important time in our history. The result is a rekindled staff that has been doing a great job and, frankly, has made my role as President much easier. I thank our staff and my predecessors for positioning CCCA to continue its positive momentum.

In the spirit of service to our communities, Contract Cities is headed to Washington DC! A trip to the Nation's Capital in the middle of the winter may seem like a foolish idea when you are leaving California behind, but the reason for our trip is critical. CCCA will be meeting with federal legislators and departments to discuss sober living homes and their impact on our communities. The delegation to DC will include myself, Lou La Monte from Malibu and Marcel Rodarte, our Executive Director. We want to foster and encourage change at the national level in order to bring fairness and some form of local control in California regarding these facilities in residential areas.

As the New Year approaches, I encourage you all to join us in Sacramento for the State Legislative Orientation Tour (SLOT). Details on the 2018 SLOT are below, and this is one of the most impactful things you can do as a local government official. Your local influence and State impact is a very important piece in furthering our causes for CCCA. Our combined might and boots on the ground have an effect, but only if there are lots of boots. So make the flight north and join us.

In 2018, CCCA will continue to look for interesting venues to host our monthly Board of Directors meetings. For all our member cities and sponsors, these are a great opportunity to showcase your city or organization to a regional group of elected leaders. I encourage you to contact CCCA staff to express your interest in hosting us. We promise to leave the venue intact when we are done.

Finally, in this season of thanks, I want to pause and thank our Associate Members who make possible much of the programming and events that we offer here at Contract Cities. Sponsorship is an important piece of our overall budgeting  for the Association and it has helped us add staff and expand our events. We will be recognizing our sponsors at a special luncheon in January, and I encourage all our membership to recognize the value sponsors bring to sustaining our organization.

I wish you and those you are close to a safe, enjoyable, and festive holiday season. Thank you for all that you do, and I look forward to seeing you in Sacramento in early January.

Sacramento Legislative Orientation Tour - Registration Open

Members of the California Contract Cities Association will head to Sacramento on January 8, 2018 for the 51st annual State Legislative Orientation Tour. New legislators will still be unpacking their boxes as we knock on their doors to talk about the interests of our cities. We have a tradition of traveling to Sacramento early in the session to ensure we are one of the first groups to reach our elected leaders. This legislative tour will be the first opportunity to deliver CCCA's legislative priorities for 2018. 7th Annual All Cities Holiday Reception

Join the California Contract Cities Association, the Los Angeles Division of the League of California Cities, Independent Cities Association and Los Angeles County Business Federation for the 7th Annual All Cities Holiday Reception. Legislative Update
The CCCA Legislative Committee is hard at work on our 2018 Legislative Priorities. This will be our widest-ranging platform ever, encompassing issues such as housing, water infrastructure, transportation, public safety, pension reform, and community choice aggregation. The Legislative Committee will present our 2018 priorities to the Executive Board at their December 6 meeting, and it will be released to the full CCCA membership prior to the Sacramento Legislative Orientation Tour.

Board Highlight

Vice Mayor, Ana Maria Quintana

Vice Mayor Ana Maria Quintana is a proud product of the Southeast community. She attended local public schools including Elizabeth Street Elementary School, Nimitz Junior High and Bell Senior High School before going on to pursue a Bachelor's Degree at Yale University, a Master's Degree from the Universidad de Navarra in Pamplona, Spain, and legal studies from Columbia Law School.

Ana Maria opted to run for Bell City Council in 2010 to reform and bring transparency to Bell City Hall with the ultimate goal of creating good government. With the aid of friends, family and the Bell community, she was successfully elected to office in 2011.  She was re-elected to the Council in 2013 for a four-year term.

Vice Mayor Quintana is Chair of the Legal City-County Contracts Committee for the California Contract Cities Association, Vice-Chair for the League of Cities' Employee Relations Policy Committee and is a member of the I-710 Project Committee, Southern CA Edison Government Advisory Board, Council of Gateway Cities and Southern California Association of Governments (SCAG). She is also a member of NALEO and serves as Treasurer of the Yale Latino Alumni Association.
